    The Doha Development Agenda is the first "round" of multilateral trade negotiations under the World Trade Organization and is also the first time that multilateral trade talks have explicitly sought to focus on the interests of developing countries. Developing Asia therefore has much at stake in the talks and has a strong interest in a positive and ambitious outcome. The key areas of market access negotiations are in industrial products, agriculture, and services. Each area raises distinct issues and nuances for various groups of developed and developing countries. In addition, the Doha Agenda includes the rules governing contingent forms of protection and regional trade agreements. Finally, "aid for trade" and trade facilitation are part of the agenda. Asia has a vital interest in multilateral liberalization prospering in the Doha talks.

    The millimeter and submillimeter laboratory spectrum of methyl formate in its ground symmetric torsional state

    Over 200 rotational lines of methyl formate in its ground (v-t = 0), symmetric (A) torsional state have been measured in the frequency range 140-550 GHz. Analysis of these and lower frequency transitions permits accurate prediction (≤0.1 MHz) of over 10,000 transitions at frequencies below 600 GHz with angular momentum J ≤ 50. The measured spectral lines have permitted identification of over 100 new methyl formate lines in Orion

    The laboratory millimeter-wave spectrum of methyl formate in its ground torsional E state

    Over 250 rotational transitions of the internal rotor methyl formate (HCOOCH_3) in its ground v_t = 0 degenerate (E) torsional substate have been measured in the millimeter-wave spectral region. These data and a number of E-state lines identified by several other workers have been analyzed using an extension of the classical principal-axis method in the high barrier limit. The resulting rotational constants allow accurate prediction of the v_t = 0 E substate methyl formate spectrum below 300 GHz between states with angular momentum J ≤ 30 and rotational energy E_(rot)≤ 350cm^(-1). The calculated transition frequencies for the E state, when combined with the results of the previous analysis of the ground-symmetric, nondegenerate state, account for over 200 of the emission lines observed toward Orion in a recent survey of the 215-265 GHz band

    Observation of a discontinous nonmetal-to-metal disorder-to-order transition in an alkali overlayer

    We report measurements of the coverage-dependent electronic and structural properties of submonolayer Li films, grown on Be(0001). We observe a structural phase transition from a disordered state at low coverages to an ordered hexagonally close-packed structure at high coverages. This structural transition is accompanied by a nonmetal-to-metal transition in the overlayer. The Li overlayer structure was determined using low-energy electron diffraction, while angle-resolved photoemission, inverse photoemission, and core-level spectroscopy were employed to characterize the electronic transformation. For the disordered, low-coverage phase the spectroscopies show only one Li-induced electronic state. This level is centered 3.1 eV above EF and is completely unoccupied at the lowest coverages studied. At the completion of the first Li adlayer, the overlayer band is metallic

    The Orbiter Stability Experiment on STS-40

    The Orbiter Stability Experiment (OSE) was developed to evaluate the steadiness of the STS Orbiter as a potential platform for instrumentation that would image the Sun in its extreme ultraviolet and soft X-ray radiations. We were interested in any high frequency motions of the Orbiter's orientation due to normal operations and manned activities. Preliminary results are presented of the observations. Other than the expected slow motion of the Orbiter within the specified angular deadband of 0.1 degrees during the observations, it was found that high frequency (above 1 Hz) angular motions (jitter) were not detectable at the 0.25 arc sec detection limit of the most sensitive detector, for most of the period of observation. No high frequency motions were recorded during intervals that were identified with vernier thruster firings. However, one short interval with detectable spectral power to a frequency of 10 Hz has been found to date. It has not yet been correlated with a particular activity going on at the time. The results of the observations may also be of value in assessing perturbations to the Orbiter's micro-gravity environment produced by normal operations

    The production of large concentrations of molecular ions in the lengthened negative glow region of a discharge

    A technique for enhancement of positive molecular ion concentrations in a glow discharge is presented. The technique consists of modifying an anomalous glow discharge by the addition of a longitudinal magnetic field of up to 300 G. Enhancements in the ion signal strength, as measured by millimeter and submillimeter wave spectroscopy, are approximately two orders of magnitude. Evidence is presented that the magnetic field increases the length of the ion rich negative glow by restricting inside a small diameter tube the ionizing electrons accelerated by the large cathode drop of an anomalous glow discharge
