Bezpieczeństwo energetyczne Rumunii

dla wszystkich państw świata. Rozwój gospodarczy państw powoduje wzmożony
zapotrzebowanie na energię. Autorka niniejszej publikacji w pierwszej części
ukazuje strukturę rynku energetycznego Rumunii. W drugiej części następuje porównanie
rynku energetycznego w Polsce i Rumunii u progu II dekady XXI wieku.
Rumunii brakuje nowej strategii dla sektora energetycznego. Rozwiązaniem ma być gaz łupkowy (zmiana stanowiska od 2013 r.), energetyka odnawialna, energia jądrowa,
węgiel oraz angażowanie się państwa w międzynarodowe projekty energetyczne.
W przypadku Polski strategię dyktuje dokument Polityka energetyczna
Polski do 2030 roku. Proponowane rozwiązania to budowa elektrowni jądrowej,
gaz niekonwencjonalny, terminal LNG w Świnoujściu, energetyka odnawialna, oraz
energia z węgla. Głównym problemem wynikającym z wykorzystania węgla, jest
zbyt wysoka emisja, CO2, co jest niezgodne ze strategią UE (niskoemisyjność).
Rozwiązaniem mają być czyste technologie węglowe. Całość pracy została zakończona
krótkim podsumowaniem bogatym we wnioski końcowe.Demand for energy is still growing. This is an undeniable fact and a problem for
every country in the World. The economical growth of the countries and their development
requires considerable amounts of energy and generates huge energy
consumption. In the first part of this publication the author shows the structure of
the energy market in Romania. The second section focuses on the comparison of
the energy markets in Romania and Poland at the beginning of the second decade
of the twenty-first century. Romania lacks a new strategy for the energy sector.
The solution may be shale gas (a change since the beginning of 2013), renewable
energy, nuclear power, coal or the country's involvement in international energy
projects. In the case of Poland the strategy is determined by the document Polityka
energetyczna Polski do 2030 roku (Poland's energy policy up to 2030). The recommended
solutions are: the construction of a nuclear power station, unconventional
gas, Świnoujście LNG Terminal, renewable energy and energy from coal. The main
problem associated with coal is too high emission of CO2, which does not comply
with the EU's strategy (low emissivity). Clean coal technology is a proposed solution.
The publication ends with a short summary and conclusions.Спрос на энергию продолжает расти. Неопровержимость этого факта создает
ряд проблем для всех стран мира. Экономическое развитие государств приводит
к увеличению спроса на энергию. Автор статьи в первой части показывает
структуру энергетического рынка Румынии. Во второй части - дает сравнительный
анализ энергетического рынка Польши и Румынии в начале второго десятилетия
XXI века. Румынии не хватает новой стратегии для энергетического
сектора. Решением проблемы должен стать сланцевый газ (изменение позиции
с 2013 г.), возобновляемые источники энергии, ядерная энергия, уголь и участие
государства в международных энергетических проектах. В случае Польши
стратегия развития указана в документе «Польская энергетическая политика
до 2030 года». Предлагаемые решения - это строительство атомной электростанции,
нетрадиционный газ, терминал сжиженного природного газа в Сви-
ноуйсьце, возобновляемые источники энергии и энергия из угля. Основной
проблемой, возникающая при использовании угля, является чрезмерно высокая
эмиссия С02, что противоречит стратегии ЕС (сокращение эмиссии СО2). Решением проблемы должны быть более чистые угольные технологии. В конце
статьи дано краткое резюме, в котором представлены главные выводы исследования
Współpraca transatlantycka Polski i USA na rzecz bezpieczeństwa energetycznego
The article is about transatlantic cooperation between Poland and US for energy security.
Energy sector is dependent on government strategy. Policy should crate protection for society and
business. Global energy consumption is still growing. Developing industry especially needs natural
resources to produce energy. The climate is changing and global warming is said to cause greenhouse
eff ect resulting in droughts or floods. The major energy sources consumed in the United
States are petroleum (oil), natural gas, coal, nuclear, and renewable energy. In the last years shale
gas has been taken the most important place in the economy. US policy on energy security focuses
on research and development. The main objective is to provide access to energy resources in the
lowest price. Polish energy policy strategy on the diversifi cation of routes and sources of energy.
The political environment supported a few projects: shale gas sectors, nuclear energy and coal
sector. At present, the amount of gas deposits in Poland is being estimated. This paper consists
of three sections, an introduction and conclusions. The fi rst chapter presents the energy sectors in
Poland and US, and the prospects of its development. The second analyzes the nature of the areas
of transatlantic cooperation Polish-American. While the third part shows the eff ects of transatlantic
cooperation between the EU and the U.S., for Polish, as a member of the Community. This paper is
complemented by tables, graphs, and bibliography
Prezydencja Polski w Radzie UE a kwestia bezpieczeństwa energetycznego
Energy market in EU is changing, for examle: economic crisis, energy consumption is still
growing, CO2 emissions problems, costs of clean energy. That’s why UE needs good cooperations
between all the actors. The EU needs a stable long term strategy to promote the development of
the energy sector in 2050. The Polish Presidency will suport this way and suport aspirations of
European conutries.
Poland started the Presidency in July 2011 (the first country of the Trio, which also includes
the Kingdom of Denmark and the Republic of Cyprus). During the 6-month presidency took place
a lot of meeting and events. The Polish Presidency for example finalise the negotiations on the
Regulation on the Integrity and Transparency of the Energy Market (REMIT), The Presidency
adopt also the TTE Council conclusion in november 2011. Polnad also make progress on the Infrastructure
Package and Energy Efficiency Acts
