Incidência na Escola Naval e no Sistema de Formação da Marinha
Ao assinarem a declaração de Bolonha em 19 de Junho de 1999, os Ministros
responsáveis pelo Ensino Superior dos 29 estados europeus reunidos naquela
cidade italiana, iniciaramum processo a que nenhum país e instituição de Ensino
Superior da Europa imune.
A criação do espaço europeu de Ensino Superior está em marcha e a introdução
de algumas das ferramentas de Bolonha, nomeadamente do sistema europeu de
transferência de créditos (ECTS) e do suplemento de diploma (SD), é já hoje
uma realidade palpável.
Portugal, embora ligeiramente atrasado em relação às metas parciais do
processo, está nele claramente empenhado e está hoje dotado de legislação que
permite antecipar que em 2010 terá atingido as metas preconizadas em Bolonha.
A Marinha, por estar inserida no país e porque tem dois estabelecimentos de
Ensino Superior, não pode alhear-se do impacto que Bolonha terá na formação
dos seus Oficiais.
Não é de estranhar que a Escola Naval venha acompanhando de perto os
desenvolvimentos do processo, e até um pouco forçada pelas circunstâncias,
tenha mesmo avançado para uma reforma do seu ensino, que a coloca no grupo
da frente dos estabelecimentos de Ensino Superior nacionais a implementar
Bolonha.
O processo de Bolonha, a sua implementação em Portugal e especificamente na
Marinha, sobretudo na Escola Naval e na ESTNA é o que vai ser abordado neste
trabalho
Gestão dos recursos hídricos no limiar do séc. XXI
O autor faz uma análise comparativa das disponibilidades e usos da água
em Portugal e em outros países da União Europeia, demonstrando que o
nosso país não é, por norma, carente em recursos hídricos, embora em
certas ocasiões e zonas tenham surgido problemas quer com a quantidade
quer com a qualidade destes recursos.
O autor apresenta três razões para este tipo de situações e aponta as
medidas que em seu entender deveriam ser tomadas para as prevenir
através do desenvolvimento de uma política nacional de gestão de
recursos hídricos em cujos processos de decisão sejam envolvidas as
populações e os utilizadores da água
Long-Term Evaluation of the Influence of Mechanical Pruning on Olive Growing
In Portugal, olive (Olea europaea L.) groves with the traditional tree density of around 100 trees ha -1, necessitate increasing pruning costs every year. As a result farmers tend to lengthen pruning intervals. With the purpose of studying a mechanised alternative to the expensive, labor-intensive manual pruning practice, the authors established in 1997 field trials with the following three treatments: i) manual pruning with a chain saw; ii) mechanical pruning, performed by a tractor mounted cutting bar provided with 6 circular disc-saws; and iii) mechanical pruning, as in the mechanical pruning treatment, followed by a manual pruning complement. The effect of the above treatments on olive production and on harvesting efficiency was evaluated every year for 8 yr. The harvesting was performed by a trunk shaker, and the remaining non-detached fruits were collected manually. The pruning rate of mechanical pruning (487 trees hour-1man-1) was substantially higher than the values of manual pruning and mechanical+manual pruning, which were the same (20 trees hour-1man-1). Over the 8-yr period, mechanical pruning had an average yield of 36,4 kg tree-1 year-1 which was significantly higher than the 30,1 kg tree-1 year-1 of manual pruning and no significantly different from the 34,1 kg tree-1 year-1 of mechanical+manual pruning. The shaker efficiency was significantly influenced by the year, ranging from 72% to 96%; no significant differences were found between treatments in terms of harvesting efficiency.
These tests indicate that after mechanized pruning (horizontal cut at the uppermost part of the canopy) trees can be kept for at least 8 years without any significant loss in olive yield per tree and no effect in harvesting efficiency, therefore reducing costs. Selective manual complement to the mechanized pruning, performed in the same year, does not provide any further advantages in olive yield nor in shaker performance and consequently increasing production costs

Muitos dos recursos naturais que há trinta ou quarenta anos eram considerados
inesgotáveis são hoje considerados escassos, ameaçando mesmo tornar a vida
impossível em muitas regiões do globo. O crescimento da população mundial e o
aumento generalizado do poder de compra têm multiplicado o impacto da
humanidade sobre os recursos naturais essenciais à vida do Homem. Acresce que
como a população não se distribuiu uniformemente pela superfície terrestre, há
regiões, consideradas das mais ricas em espécies animais e vegetais, onde a
preservação dos recursos naturais corre sérios riscos porque, sendo das mais
densamente povoadas, estão ameaçadas pelas actividades do homem. Tendo
alcançado cerca de 7,1 mil milhões, em 2013, a população humana continua a
crescer. As Nações Unidas estimam para o ano 2050 uma população no intervalo
entre 8 e 10,9 mil milhões, indicando, este intervalo, a medida em que o Homem
pode influenciar o seu futuro. O objectivo deste trabalho é o de mostrar que a
sustentabilidade dos recursos naturais é fortemente condicionada pelas decisões
tomadas e que estas são, em última análise, influenciadas por variáveis de natureza
económica

Concisely, the main objectives of this paper are: to show clearly the most relevant soil functions; to analyze how soil
management can influence positive or negatively soil capacity of production; to present a methodology for private soil

no market value, at present. The paper concludes that: (1) without productive soil life on earth, as we know it, would be
impossible; (2) although it is almost impossible to assess the real value of all goods and services produced by the soil, it
is of great importance to develop appropriate methodologies to do so, in order to improve cost-benefit analysis helping

Unfair agricultural prices cause hunger and resources dilapidation
The main objective of this paper is to present facts and arguments trying to prove that unfair prices are the most important cause for the dilapidation of human and natural resources. In many poor countries farmers sell their products at prices below their real cost. In these countries, most often, family labour and equipment depreciation are not accounted as real costs. Although the huge technical progress occurred in the last fifty years, or because of it, many thousands of farmers in undeveloped countries went bankruptcy and many millions of people are starving. The expected increase in world population will demand for levels of production much higher than those that are been produced. So, if we want to feed the world in a sustainable way, maintaining the production potential of human and natural resources, a new set of trade and rural development policies have to be implemented across the world, based on regional common markets. To promote these policies, regional organizations (that include several countries) and a new international trade organization must be created
Forecasting Using Targeted Diffusion Indexes
The simplicity of the standard diffusion index model of Stock and Watson has certainly contributed to its success among practitioners resulting in a growing body of literature on factor-augmented forecasts. However, as pointed out by Bai and Ng, the ranked factors considered in the forecasting equation depend neither on the variable to be forecasted nor on the forecasting horizon. We propose a refinement of the standard approach that retains the computational simplicity while coping with this limitation. Our approach consists of generating a weighted average of all the principal components, the weights depending both on the eigenvalues of the sample correlation matrix and on the covariance between the estimated factor and the targeted variable at the relevant horizon. This "targeted diffusion index" approach is applied to US data and the results show that it outperforms considerably the standard approach in forecasting several major macroeconomic series. Moreover, the improvement is more significant in the final part of the forecasting evaluation period.
Determining the number of factors in approximate factor models with global and group-specific factors
For an approximate factor model, in a static representation, with a common component comprising global factors and factors specific to groups of variables, the consistency of the principal components estimator is discussed. An extension of the well known Bai and Ng criteria is proposed for determining the number of global and group-specific factors. The consistency of the suggested criteria is established and the small sample properties are assessed through Monte Carlo simulations. As an empirical illustration, the proposed criteria is applied to estimate the number of global and country-specific macroeconomic factors for the major euro area countries.
