    Managing Minority Problems in Nigeria: The Case of the Ethnic Minorities of the Niger Delta Region

    At the root of most if not all internal conflicts in the world, particularly Africa today, is a struggle by some previously autonomous units to free themselves from the grips of a domineering multinational state; in Africa and by extension Nigeria, the nationalities question variously called tribalism or ethnicity has long been accepted as the flagship of national politics and central organizing theme of politics of who gets what, when, how and even why. Observers/scholars in the political realm think and believe the long-drawn-out super power rivalry emasculate political development in Africa and of course the former Eastern Europe by sweeping the “Nationalities Question” under the carpet rather than answering it. For most African Multi-National States, like Nigeria, the questions are quite simple. (1) Is it possible to create a viable national state from a conglomeration of nationalities that were previously independent and performed all the functions of a modern ‘nation-state’? (2) If yes, under what conditions are these nationalities prepared to remain part of the multi-national state? (3) Do they have an exit option, if at any point in time they feel grossly dissatisfied?     Federalism and Resource Control: The Nigerian Experience

    Federalism and Resource Control are two contentious issues.  The practice of federalism in Nigeria has elicited several reactions and thus generated critical debates by both scholars, politicians, journalists, commentators and more particularly the oil producing communities of the Niger Delta Region. The list is endless. What has occasioned these reactions and thus generated this un-ending debate? At the centre of the argument, the answers to this very contentious and pivotal question. One fundamental requirement which forms the very basis of any federal arrangement or system of government as postulated by K.C Wheare, is “financial autonomy” of the different units of government in a federation. The centrality of the role of financial autonomy and independence in guaranteeing “true federalism” cannot be overemphasized. Against this background, this paper focused on the Federalism-Resource-Control nexus in Nigeria. The paper finds that, every state in the federation of Nigeria should control and manage the natural resources located therein… this does not approximate the seizure of the oil resources of the Niger Delta by the Niger Delta people, but it indicates a sense of participation. A total of eight recommendations were made in order to guarantee a strong and united federation-Central to these is that, until and unless the constituent parts (states) in the country are sufficiently empowered by enabling practices that conforms   to the principles of federalism peace in the oil producing that region and by extension the country is elusive. The rest part of the paper is divided into six sections-the first section, provided the introduction and  background to the study; the second contextualizes the conceptual underpinnings of Nigeria’s Federalism; the third section deals with Resources Control as a fundamental  feature of true-federalism; the fourth section explains the root causes of the Niger Delta; the fifth section, enumerated some recommendations; the sixth which is the final section concludes the papers with the view that, the essence of true federalism  is to allow each state or region in a federation significant  measure of autonomy to manage its affairs and that, the federalist debate in Nigeria is centered essentially on the need to understand the basis of the contract of true federalism  and resource control.     This article analyzed the trends, constraints and competitiveness of potato exports in Nigeria from 1961- 2016. This article employed trend analysis, Generalized Method of Moments (GMM) and Revealed Comparative Advantage (RCA). The results revealed that the trend in export is positive. The constraints to the exports of potato are mainly administrative and institutional, which include the documentation process; time required to export and costs of exports. Nigerian potato exports were more competitive from 2010 – 2016. There should be a more judicious effort in implementing the executive orders for the ease of doing business in Nigeria.Ovaj je članak anlizirao trendove, ograničenja i konkurentnost izvoznika krumpira u Nigeriji od 1961 do 2016. U članku se koristila analiza trendova, generalizirana metoda momenata (GMM) i pokazatelj komparativnih prednosti (RCA). Rezulatati su pokazali da je trend u izvozu pozitivan. Ograničenja izvoza krumpira uglavnom su administrativna i institucionalna, što uključuje proces izrade dokumentacije, vrijeme potrebno za izvoz i trošove izvoza. Nigerijski izvoznici krumpira bili su više konkurentni od 2010. do 2016. Trebalo bi uložiti više napora od strane sudova za provedbu izvršnih naloga za olakšavanje poslovanja u Nigeriji

    Family characteristics, students' reading habits, environment and students' academic performance in Nigeria

    The paper examined family background factors that affect students' academic achievement in institutions of higher learning in Nigeria. With the use of structured questionnaire, data were collected from 110 first-degree final year students using random sampling and analysed through multiple linear regression techniques. It was found that student's academic performance was positively influenced by student's parental level of education, maternal income level, age, income of the student and number of hours allocated for reading on daily basis. Those students who spent more hours reading their books daily were found performing better than those who spent lesser hours. The hypothesis that parental educational level impacted positive effects on students' academic performance was confirmed valid for the country while effects of parental occupation and parental income were mixed. The major finding of the paper was that higher educational attainment and income status of parents were essential factors contributing to high academic record of students of tertiary institutions. It was, therefore, recommended that policy that enforces higher education advancement for all parents should be enforced in Nigeria
