This research is about capacity development for labour inspection. Within the scope of this study, the capacity of the labour inspection could include the capability of all individuals, their organizations and resources. A major reason leads to this research is that labour inspection in Vietnam has been facing many challenges but it seems not to have an effective solution to resolve its issues. Many countries have made great efforts to address the shortcomings of the labour inspectorate but the problem would seem not to be improved significantly. A specific policy on capacity development for labour inspection of Vietnam was chosen for analysis in this research. Although this policy has been undertaken for four years, its implementation is limited and likely to come to failure. The research aims to examine the theoretical framework of capacity development, theoretical as well practical rationales of the policy of capacity development of labour inspection in Vietnam; identify challenges in labour inspection, especially in the case of Vietnam; and seek sound solutions for better implementation of the capacity development of labour inspection. The qualitative method was used for data analyzing. Overall, this study provides three main findings. First, policy-makers did not identify the challenges of labour inspection of Vietnam adequately when building the policy on capacity development for labour inspection. Second, this policy was not established based on the theoretical framework of capacity development. The last but not least is the policy on capacity development for labour inspection was not guaranteed by a specific financial plan. This study then proposed three recommendations corresponding to the three findings. They include identifying and dealing properly with the identified challenges in labour inspection, developing a theoretical framework for the capacity development policy, and sufficient financial resources for the implementation of the policy

Entrepreneurial Finance: Insights from English Language Training Market in Vietnam

    Get PDF
Entrepreneurship plays an indispensable role in the economic development and poverty reduction of emerging economies like Vietnam. The rapid development of technologies during the Fourth Industrial Revolution (Industry 4.0) has a significant impact on business in every field, especially in the innovation-focused area of entrepreneurship. However, the topic of entrepreneurial activities with technology applications in Vietnam is under-researched. In addition, the body of literature regarding entrepreneurial finance tends to focus on advanced economies, while mostly neglecting the contextual differences in developing nations. Therefore, this research contributes to these topics by investigating the main characteristics of a high potential market for entrepreneurs in Vietnam, which is the English language training market (ELTM). It also aims at indicating the impacts of technology on the entrepreneurial firms within this market, with an emphasis on financing sources. To answer the research questions, this study employs a qualitative analysis and conducts 12 in-depth, semi-structured interviews with entrepreneurs and researchers in the field. The key findings in our study highlight the main contributing factors to the growth of the market, both universally and context-specific for a developing nation like Vietnam. It also lists the leaders in each market segment and the industry’s potential profit margin. The results also show that most entrepreneurs in the ELTM utilized private sources of finance rather than external ones, such as bank loans. It again confirms the idea from previous works that even with the rapid development of the economic and technological landscape, entrepreneurial activities in general barely benefit from additional sources of funding. However, it also points out the distinct characteristics of the ELTM that may influence these financing issues; for example, English training services usually collect revenues from customers before delivering their classes. This is of advantage for entrepreneurs in this area and helps significantly reduce the financial barriers. These findings, which are among the first attempts to contribute to a better understanding of entrepreneurial opportunities in the Industry 4.0 in Vietnam, provide valuable insights for policymakers and entrepreneurs, as well as investors

Expression of Oryza sativa galactinol synthase gene in maize (Zea may L.)

    Get PDF
Galactinol synthase (GolS) is a key biological catalyst for the synthesis of the raffinose oligosaccharides (RFOs) which play important roles in abiotic stress adaptation of plants, especially drought tolerance. GolS gene has been isolated on a variety of plants in order to create material resources for generating transgenic plants resistant to adverse environmental factors. In our previous research, we have isolated a GolS gene from drought stress cDNA library of Oryza sativa L. Moctuyen (named OsGolS). In this study, the expression vector pCAM-Rd/OsGolS carrying the isolated OsGolS gene under the control of stress-inducible Rd29A promoter was constructed and introduced into Agrobacterium tumefaciens LBA4404, which was used for maize transformation.  PCR and Real-time PCR assay indicated that transgene was integrated in the genome of the regenerated Zea mays plants. Reverse transcription-PCR showed that the OsGolS was transcribed into mRNA in Zea mays and was highly expressed. These results provide a basis for the study of the function of OsGolS in drought responses and for the development of drought stress tolerant crops.

Who Drives Economic Reform in Vietnam’s Provinces?

    Get PDF
The authors compare two provinces in the North and two in the South, observing how different alignments of interest influence the reform process. The research shows that in those provinces which are making most progress in economic reform, the private sector played an important role. Not against government but with government. There was no formal public-private coalition, but a dynamic existed of proactive government seeking input from the private sector, and the latter lobbying for and contributing to responsive and effective government. Both national and foreign enterprises played a role, but small enterprises tended to be marginalised from the process. Potential mitigation contribution from coffee agroforestry in three regions of Viet Nam

    Get PDF
Coffee agroforestry is one of the main agroforestry systems in Viet Nam in terms of total land area in the country, potential economic contribution, and ecosystem services provided by the shading tree species in the system. This report presents the results of a study that aimed to estimate potential mitigation contribution from carbon storage from coffee agroforestry systems in the three regions of the country. The estimated C storage of arabica coffee systems in the Northwest region of Viet Nam ranges from 2.6 to 17.0 ton ha-1. Potential storage at province level reaches 246,224 ton in Son La province, as it has a higher total area of coffee plantations than Dien Bien province. In the Southeast and Central Highlands region, the estimated C storage of robusta and arabica coffee agroforestry systems ranges from 5.8 to 10.4 ton ha-1, in general due to variation in shading tree species and density. The potential C storage at province level can reach up to 2.1 million ton as in the case of Dak Lak province. From local interviews with provincial authorities and smallholder farmers in the three regions, stakeholders could see the economic and environmental benefits that can be derived from the coffee agroforestry systems. However, the lack of knowledge in planting design and plot management options constrain farmers from transforming their coffee monoculture into agroforestry systems, or expanding the system into available areas for coffee cultivation. We recommend that the provincial authorities keep supporting and encouraging research on coffee agroforestry and provide reliable technical guidance for farmers to develop coffee agroforestry systems with appropriate design

Rapid and sensitive detection of CpG-methylation using methyl-binding (MB)-PCR

    Get PDF
Methylation of CpG islands is associated with transcriptional repression and, in cancer, leads to the abnormal silencing of tumor suppressor genes. We have developed a novel technique for detecting CpG-methylated DNA termed methyl-binding (MB)-PCR. This technique utilizes a recombinant protein with high affinity for CpG-methylated DNA that is coated onto the walls of a PCR vessel and selectively captures methylated DNA fragments from a mixture of genomic DNA. The retention and, hence, the degree of methylation of a specific DNA fragment (e.g. a CpG island promoter of a specific gene) is detected in the same tube by gene-specific PCR. MB-PCR does not require bisulfite treatment or methylation-sensitive restriction and provides a quick, simple and extremely sensitive technique allowing the detection of methylated DNA, in particular in tumor tissue or tumor cells from limited samples. Using this novel approach, we determined the methylation status of several established and candidate tumor suppressor genes and identified the ICSBP gene, encoding the myeloid and B-cell-specific transcription factor interferon consensus sequence-binding protein, as a target for aberrant hypermethylation in acute myeloid leukemia

Mass of the Lightest Neutral CP-even Higgs in the Supersymmetric Minimal Reduced 3-3-1 Mode

    Get PDF
We calculate the mass of the lightest neutral CP-even Higgs in the frame work of the supersymmetric reduced minimal 3-3-1 model (SUSYRM331) at one-loop level. Like MSSM, at tree level this value of mass is smaller than that of mZ=92m_Z=92 GeV, inconsistent with value of 125 GeV measured by recent experiment. In this work we prove that the mass of the lightest neutral CP-even Higgs will get the consistent value if loop corrections are included
