    The East Asian Industrial Policy Experiences: Implications for Vietnam

    This paper offers an overview of East Asian industrial policies with special focus on small and medium enterprises (SME) development and linkage policy in an attempt to assess the relevance of their experiences for the contemporary Vietnam. At first, economic performance and policy quality of selected countries are reviewed. Following that, international policy comparison and key issues relevant to Vietnam’s SMEs development and linkage policy are discussed and policy implications for Vietnam are made. Among them are capacity building with a reasonable scope and patience, scaling up by national ownership and selective industrial policy.     Determinants Influencing Vietnamese Farmers’ Intention in Applying New Technologies in Agricultural Farming

    This paper used survey data from 273 farmers planting fruit trees in 23 provinces to assess the impact of some factors on the intention of applying new technologies to agricultural production of Vietnamese farmers. Research results have identified and measured a number of factors that have a positive impact and some negative factors hinder farmers' intention to apply new technologies. These findings are the basis to recommend policies and solutions to promote Vietnamese farmers to apply new technologies.     Two new records for the flora of Vietnam: Sonerila (Melastomataceae) and Erycibe (Convolvulaceae)

    Two recently discovered species from Phu Quoc National Park in southern Vietnam, Sonerila bokorense S.H. Cho and Y.D. Kim (Melastomataceae) and Erycibe citriniflora Griff. (Convolvulaceae), provide new records for the flora of Vietnam. For each species a taxonomic description is presented, together with information on their distribution, habitat and ecology; color photographs of both species are also given

    Anew 8,1′-neolignan, tatarinone, 4-[2-(1,2,3-trimethoxybenz-5-yl)-1-methylethyl]-2,5-dimethoxy-4-(2-propenyl)-2,5-cyclohexadien-1-one, has been isolated from Acorus tatarinowii rhizome and  its structure determined by spectroscopic methods, including 2D-NMR spectra. Asarylaldehyde and a mixture of α-asarone and β-asarone were also isolated and  indentified.Keywords: Acorus tatarinowii;Araceae; 8,1′-neolignans; asarylaldehyde; α-asarone; β-asarone; NMR

    Angular rate sensing by circulatory vortex flow: design, simulation and experiment

    A fully packaged convective vortex gyrometer actuated by a PZT diaphragm is reported. The flow circulates at higher velocity after each actuating circle to form a vortex in the desired chamber. The vortex is characterized by hotwire anemometry. The device is initially designed based on a numerical analysis whose results are used to set up the experiment. The angular rate sensing of the device is successfully tested using a turntable. The technique is a potential solution to various applications related to inertial sensing and fluidic amplifier

    Design and fabrication of the trapezoidal electrostatic comb-drive actuator

    This paper reports the design, fabrication and characterization process of the trapezoidal Electrostatic Comb-drive Actuator (ECA) with the slope angle α=20. Together with the trapezoidal ones, the rectangular ECA with identical dimension was also designed and fabricated for comparison purpose. In order to reduce calculating deviation, the fringing effect was also taken into consider while carrying out theoretical analysis. The obtained results pointed out the fact, that the trapezoidal ECA excels the rectangular ones with the same numbers of teeth in electrostatic force and displacement generation, while requires relatively low driving voltage. But it is also observed that with higher driving voltage (larger than 50V), the trapezoidal ECA starts to lose its stability (the lateral pull-in phenomenon occurs)
