    Deconstructing Clusters: Chaotic Concept or Policy Panacea

    Recently there has been growing interest in local industrial agglomeration and specialisation, by economic geographers, economists and policy-makers. Michael Porter's work on 'clusters' has proved by far the most influential to have emerged. His 'cluster theory' has become the standard concept in the field, and policy-makers worldwide have seized upon it as a tool for promoting national, regional and local competitiveness, innovation and growth. However, seductive though the cluster concept is, there is much about it that is problematic, and the rush to employ 'cluster ideas' has run ahead of many fundamental conceptual, theoretical and empirical questions.     Forms of Emergence and the Evolution of Economic Landscapes

    Over the past two decades, the notion of ÔemergenceÕ has attracted increasing attention and controversy across the social sciences, as par of a growing interest in the applicability of complexity theory to socio-economic-political systems. Within this context, as economic geographers, our concern in this paper is with the usefulness of the idea of emergence for studying the economic landscape and its evolution. We examine three ÔordersÕ of emergence, and focus attention especially on the third type, Ôdevelopmental or evolutionaryÕ emergence. Despite its limitations, the notion of third order emergence is a potentially valuable organizing concept in economic geography.     Conceptualising Cluster Evolution: Beyond the Life-Cycle Model?

    Although the literature on the evolution of industrial clusters is not vast, a preferred approach has already become evident, based around the idea of a cluster 'life-cycle'. This approach has several limitations. In this paper we explore a different conception of cluster evolution drawing on the 'adaptive cycle' model that has been developed in evolutionary ecology. Using this model, cluster evolution is viewed as an adaptive process with different possible outcomes based on episodic interactions of nested systems.     Complexity Thinking and Evolutionary Economic Geography

    Thus far, most of the work towards the construction of an evolutionary economic geography has drawn upon a particular version of evolutionary economics, namely the Nelson-Winter framework, which blends Darwinian concepts and metaphors (especially variety, selection, novelty and inheritance) and elements of a behavioural theory of the firm. Much less attention has been directed to an alternative conception based on complexity theory, yet in recent years complexity theory has increasingly been concerned with the general attributes of evolutionary natural and social systems. In this paper we explore the idea of the economic landscape as a complex adaptive system. We identify several key notions of what is being called the new ‘complexity economics’, and examine whether and in what ways these can be used to help inform an evolutionary perspective for understanding the uneven development and adaptive transformation of the economic landscape.complexity theory, evolution, economic landscape, networks, emergence, regional adaptation

    Path Dependence and Regional Economic Evolution

    In recent years, economic geographers have seized on the concepts of ‘path dependence’ and ‘lock-in’ as key ingredients in constructing an evolutionary approach to their subject. However, they have tended in to invoke these notions without a proper examination of the ongoing discussion and debate devoted to them within evolutionary economics and elsewhere. Our aim in this paper, therefore, is, first, to highlight some of the unresolved issues surround these concepts, and, second, to explore their usefulness for understanding the regional economic evolution. We argue that in many important aspects, path dependence and lock-in are place-dependent processes, and as such require geographical explanation. At the same time, there has been little discussion of regional path creation: te assumption has been that new technological-economic paths emerge at random or spontaneously across space, an assumption that we find too simplistic. This leads on to the key question as to why some regional economies become locked into development paths that lose dynamism, whilst other regional economies seem able to avoid this danger and in effect are able ‘reinvent’ themselves through successive new paths or phases of development. We conclude that whilst path dependence is an important feature of the economic landscape, the concept requires further elaboration if it is to function as a core concept in an evolutionary economic geography.path dependence, evolutionary economic geography, regional economic evolution, lock-in

    Renewing industrial regions? Advanced manufacturing and industrial policy in Britain

    The UK’s industrial strategy, with local variants, aims to support manufacturing in ‘traditional industrial regions’ (TIRs). Using novel data for advanced manufacturing (AM) industries over several decades, we examine long-term changes in their geography by regions and local authority districts. These industries have shifted away from large urban regions, and local authority districts in TIRs have lost ground relative to those in other regions, although there are variations between industries. Foreign direct investment has tended to locate in non-TIR locations. AM industries have not shifted decisively towards research-intensive regions. We consider the implications for policy initiatives seeking to spark clusters around innovation districts

    Industrial Policies, Strategy, and the UK’s Levelling Up Agenda

    In the context of the UK economy’s slow and unbalanced growth, this paper discusses the degree to which recent Conservative Governments in the UK have moved towards the adoption of a strategic and coherent set of industrial policies to enhance economic performance across the country. It starts by outlining the priorities and principles of new forms of industrial strategy which emphasises the importance of cross-sectoral goals, intensive dialogue between government and the private sector, co-ordination between different policies and levels of government, directions to address societal and environmental challenges and the role of place-based policy making. The paper discusses the degree to which these principles have shaped, or been largely absent from, recent industrial policy development in the UK and particularly the interface between industrial and regional policies. It discusses the May Government’s move to set up an Industrial Strategy with a place ‘pillar’ and the influence of a mission approach. It then reviews the Johnson’s Government’s ‘Plan for Growth’ industrial policy agenda, focussing on the recent Levelling Up White Paper and examines how far and in what ways it has embedded these reforming principles. It finds that despite reflecting some of these principles in its rhetoric, the current government programme has substituted innovation and infrastructure policies for an actual industrial strategy, and continues to rely mainly on a top-down and technologically driven type of approach. The agenda lacks the capacity to deliver its levelling up goals due to inadequate funding, an incomplete devolution agenda and insufficiently developed place-based capacities and policies. Future development needs to move the principles from rhetoric into industrial policy direction and design, and to remedy the continuing lack of local and regional collaboration and co-ordination

    Organoiridium complexes : anticancer agents and catalysts

    Iridium is a relatively rare precious heavy metal, only slightly less dense than osmium. Researchers have long recognized the catalytic properties of square-planar Ir(I) complexes, such as Crabtree's hydrogenation catalyst, an organometallic complex with cyclooctadiene, phosphane, and pyridine ligands. More recently, chemists have developed half-sandwich pseudo-octahedral pentamethylcyclopentadienyl Ir(III) complexes containing diamine ligands that efficiently catalyze transfer hydrogenation reactions of ketones and aldehydes in water using H2 or formate as the hydrogen source. Although sometimes assumed to be chemically inert, the reactivity of low-spin 5d(6) Ir(III) centers is highly dependent on the set of ligands. Cp* complexes with strong σ-donor C^C-chelating ligands can even stabilize Ir(IV) and catalyze the oxidation of water. In comparison with well developed Ir catalysts, Ir-based pharmaceuticals are still in their infancy. In this Account, we review recent developments in organoiridium complexes as both catalysts and anticancer agents. Initial studies of anticancer activity with organoiridium complexes focused on square-planar Ir(I) complexes because of their structural and electronic similarity to Pt(II) anticancer complexes such as cisplatin. Recently, researchers have studied half-sandwich Ir(III) anticancer complexes. These complexes with the formula [(Cp(x))Ir(L^L')Z](0/n+) (with Cp* or extended Cp* and L^L' = chelated C^N or N^N ligands) have a much greater potency (nanomolar) toward a range of cancer cells (especially leukemia, colon cancer, breast cancer, prostate cancer, and melanoma) than cisplatin. Their mechanism of action may involve both an attack on DNA and a perturbation of the redox status of cells. Some of these complexes can form Ir(III)-hydride complexes using coenzyme NAD(P)H as a source of hydride to catalyze the generation of H2 or the reduction of quinones to semiquinones. Intriguingly, relatively unreactive organoiridium complexes containing an imine as a monodentate ligand have prooxidant activity, which appears to involve catalytic hydride transfer to oxygen and the generation of hydrogen peroxide in cells. In addition, researchers have designed inert Ir(III) complexes as potent kinase inhibitors. Octahedral cyclometalated Ir(III) complexes not only serve as cell imaging agents, but can also inhibit tumor necrosis factor α, promote DNA oxidation, generate singlet oxygen when photoactivated, and exhibit good anticancer activity. Although relatively unexplored, organoiridium chemistry offers unique features that researchers can exploit to generate novel diagnostic agents and drugs with new mechanisms of action
