Solid-state structure of copper complexes of N-(2-carboxyethyl)chitosan
The sorptivity for ions of the Irving-Williams series (Zn2+, Cu2+, Co2+, Ni2+) was estimated for the chelate sorbent N-(2-carboxyethyl)chitosan cross-linked by nanosecond electron-beam irradiation. The maximum capacity reaches 3.7 mmol/g using a mixture of the appropriate sulfates at pH 4.5. The selectivity of copper sorption is 80%. The structure of the coordination sphere of the copper complexes with N-(2-carboxyethyl)chitosan was investigated by ESR spectroscopy

On Alternative Supermatrix Reduction
We consider a nonstandard odd reduction of supermatrices (as compared with
the standard even one) which arises in connection with possible extension of
manifold structure group reductions. The study was initiated by consideration
of the generalized noninvertible superconformal-like transformations. The
features of even- and odd-reduced supermatrices are investigated on a par. They
can be unified into some kind of "sandwich" semigroups. Also we define a
special module over even- and odd-reduced supermatrix sets, and the generalized
Cayley-Hamilton theorem is proved for them. It is shown that the odd-reduced
supermatrices represent semigroup bands and Rees matrix semigroups over a unit

АСПЕКТЫ ФИНАНСИРОВАНИЯ ГОСУДАРСТВЕННЫХ КАПИТАЛЬНЫХ ВЛОЖЕНИЙ
One of the major tools and conditions of modernization and transition to investment development is carrying out effective investment policy by the state in the field of the state capital investments. In the conditions of limitation of financial resources of means of the state, according to the author, have to go first of all to such forms of capital construction as modernization and modernization of the existing research and production base.Meanwhile contradictions and shortcomings of the developed conceptual framework in financing of the state capital investments create considerable difficulties in the solution of a problem of ensuring rhythmical and effective financing from the budget of modernization and modernization. In the article the author considers concepts of modernization, new construction, reconstruction and modernization, expansion of production and their reflection in the current legislation and standard and legal documents, shows discrepancy of interpretation of these concepts in different legislative and normative legal acts that results in difficulties in practical activities on implementation of the state capital investments. The reasons of the developed situation are analyzed and offers on its correction are made. Одним из важнейших инструментов и условий модернизации и перехода на инвестиционное развитие является проведение государством эффективной инвестиционной политики в области государственных капитальных вложений. В условиях ограниченности финансовых ресурсов средства государства, по мнению автора, должны направляться в первую очередь в такие формы капитального строительства, как техническое перевооружение и модернизация существующей научно-производственной базы.Между тем противоречия и недостатки в сложившемся понятийном аппарате в финансировании государственных капитальных вложений создают значительные трудности в решении задачи обеспечения ритмичного и эффективного финансирования из бюджета технического перевооружения и модернизации. В своей статье автор рассматривает понятия технического перевооружения, нового строительства, реконструкции и модернизации, расширения производства и их отражение в действующем законодательстве и нормативно-правовых документах, показывает противоречивость трактовки этих понятий в разных законодательных и нормативно-правовых актах, что приводит к трудностям в практической деятельности по осуществлению государственных капитальных вложений. Анализируются причины сложившегося положения дел и вносятся предложения по его исправлению.
Filling minimality of Finslerian 2-discs
We prove that every Riemannian metric on the 2-disc such that all its
geodesics are minimal, is a minimal filling of its boundary (within the class
of fillings homeomorphic to the disc). This improves an earlier result of the
author by removing the assumption that the boundary is convex. More generally,
we prove this result for Finsler metrics with area defined as the
two-dimensional Holmes-Thompson volume. This implies a generalization of Pu's
isosystolic inequality to Finsler metrics, both for Holmes-Thompson and

Universal minimal flows of automorphism groups
We investigate some connections between the Fraïssé theory of amalgamation classes and ultrahomogeneous structures, Ramsey theory, and topological dynamics of automorphism groups of countable structures. We show, in particular, that results from the structural Ramsey theory can be quite useful in recognizing the universal minimal flows of this kind of groups. As a result we compute the universal minimal flows of several well known topological groups such as, for example, the automorphism group of the random graph, the automorphism group of the random triangle-free graph, the automorphism group of the ∞-dimensional vector space over a finite field, the automorphism group of the countable atomless Boolean algebra, etc. So we have here a reversal in the traditional relationship between topological dynamics and Ramsey theory: the Ramsey-theoretic results are used in proving theorems of topological dynamics rather than vice versa
