Experience in the application of IEC/TR 61000-3-6 to harmonic allocation in transmission systems
Technical report IEC/TR 61000-3-6 is widely used as a guide to harmonic management in HV and MV networks, assisting in coordination of harmonic levels between utility and customer. In 2001, Australia and New Zealand adopted the harmonic standard AS/NZS 61000.3.6, which closely follows the above IEC technical report. As a result, transmission utilities and connected loads are required by government regulations to abide by the harmonic allocations set by the standard. The technical report contains some useful general principles which can be applied to the harmonic management of power systems. However, unexpected difficulties can be found when attempts are made to apply them to large power systems. The formal procedure recommended by the standard for calculation of harmonic emission levels limits the voltage at the point of connection. There can be situations where the highest harmonic voltages are remote from the PCC. This can be accounted for by taking into account interactions between each injecting load and all other busbars in one single step. This leads to the development of a harmonic allocation constant , which will apply to the entire transmission network, as a measure of the ability of the network to absorb harmonics without violating a set planning limit. At present, the allocation procedure given in the standard implies consideration of only a single network operation scenario. However, substantial variations have been identified in the harmonic behaviour of transmission networks, including harmonic absorption capacity, with changes in generator commitment and switching configuration. The proposed approach accounts for variations by taking data from multiple network scenarios. For the specification of an easily-measurable harmonic current emission level - rather than a harmonic voltage level - for a particular customer, the network harmonic impedance is necessary. This quantity can vary substantially at the one busbar in a transmission network. The application of a standardised hth harmonic impedance is proposed which is based on the fundamental frequency fault level at the PCC. IEC/TR 61000-3-6 gives no guidance as to methods of treating harmonic resonances in transmission systems. Resonances will occur in any transmission system with sufficient line lengths, and will impose substantial constraints on harmonic allocation if computer calculations are accepted without modification. It is unclear if these resonances are of practical importance, and it is proposed that resonance amplifications be limited to allow useful allocations until their importance has been established by field results
Detection of an ultra-bright submillimeter galaxy in the Subaru/XMM-Newton Deep Field using AzTEC/ASTE
We report the detection of an extremely bright (37 mJy at 1100 m
and 91 mJy at 880 m) submillimeter galaxy (SMG),
AzTEC-ASTE-SXDF1100.001 (hereafter referred to as SXDF1100.001 or Orochi),
discovered in 1100 m observations of the Subaru/XMM-Newton Deep Field
using AzTEC on ASTE. Subsequent CARMA 1300 m and SMA 880 m
observations successfully pinpoint the location of Orochi and suggest that it
has two components, one extended (FWHM of 4) and one
compact (unresolved). Z-Spec on CSO has also been used to obtain a wide band
spectrum from 190 to 308 GHz, although no significant emission/absorption lines
are found. The derived upper limit to the line-to-continuum flux ratio is
0.1--0.3 (2 ) across the Z-Spec band.
Based on the analysis of the derived spectral energy distribution from
optical to radio wavelengths of possible counterparts near the SMA/CARMA peak
position, we suggest that Orochi is a lensed, optically dark SMG lying at behind a foreground, optically visible (but red) galaxy at . The deduced apparent (i.e., no correction for magnification) infrared
luminosity () and star formation rate (SFR) are
and 11000 yr, respectively, assuming that the
is dominated by star formation. These values suggest that Orochi
will consume its gas reservoir within a short time scale (
yr), which is indeed comparable to those in extreme starbursts like the centres

Force distributions near the jamming and glass transitions
We calculate the distribution of interparticle normal forces near the
glass and jamming transitions in model supercooled liquids and foams,
respectively. develops a peak that appears near the glass or jamming
transitions, whose height increases with decreasing temperature, decreasing
shear stress and increasing packing density. A similar shape of was
observed in experiments on static granular packings. We propose that the
appearance of this peak signals the development of a yield stress. The
sensitivity of the peak to temperature, shear stress and density lends credence

Structural Relaxation, Self Diffusion and Kinetic Heterogeneity in the Two Dimensional Lattice Coulomb Gas
We present Monte Carlo simulation results on the equilibrium relaxation
dynamics in the two dimensional lattice Coulomb gas, where finite fraction
of the lattice sites are occupied by positive charges. In the case of high
order rational values of close to the irrational number
( is the golden mean), we find that the system
exhibits, for wide range of temperatures above the first-order transition, a
glassy behavior resembling the primary relaxation of supercooled liquids.
Single particle diffusion and structural relaxation show that there exists a
breakdown of proportionality between the time scale of diffusion and that of
structural relaxation analogous to the violation of the Stokes-Einstein
relation in supercooled liquids. Suitably defined dynamic cooperativity is
calculated to exhibit the characteristic nature of dynamic heterogeneity

Nuclear dependence of the transverse single-spin asymmetry in the production of charged hadrons at forward rapidity in polarized , Al, and Au collisions at GeV
We report on the nuclear dependence of transverse single-spin asymmetries
(TSSAs) in the production of positively-charged hadrons in polarized
, Al and Au collisions at
GeV. The measurements have been performed at forward
rapidity () over the range of GeV and
. We observed a positive asymmetry for
positively-charged hadrons in \polpp collisions, and a significantly reduced
asymmetry in + collisions. These results reveal a nuclear
dependence of charged hadron in a regime where perturbative techniques
are relevant. These results provide new opportunities to use \polpA collisions
as a tool to investigate the rich phenomena behind TSSAs in hadronic collisions
