    Principi generali dell’ordinamento europeo: profili teorici e applicativi

    Il lavoro descrive la progressiva influenza dei principi europei sull’ordinamento giuridico italiano, soffermandosi sulle relazioni tra le autorità amministrative ed i destinatari dell’azione pubblica. Il lavoro inizia con l’analisi di alcune categorie di teoria generale (l’interpretazione della legge, il ruolo del giudice, le funzioni dei principi e la distinzione tra principi e regole). L’indagine è particolarmente utile per l’esatta comprensione dei principi europei che deriva la maggior parte dei suoi elementi costitutivi dalle tradizioni giuridiche degli Stati membri. L’impatto dei principi europei sull’ordinamento italiano è in particolare rafforzato dalle pronunce della Corte di giustizia le quali, a differenza delle comuni pronunce giurisdizionali, producono effetti non già inter partes ma erga omnes. Il lavoro continua ad esaminare le relazioni conflittuali tra atti gli nazionali e le fonti europee, mettendo in evidenza in particolare i rimedi necessari per risolverne i conflitti. In ragione del primato delle fonti europee i principi sovranazionali sono le principali norme del diritto, influenzando direttamente o indirettamente l’ordinamento giuridico italiano. Abstract: The paper describes the progressive influence of the European principles on the Italian legal system, focusing on the relations between the administrative authorities and those who are subject to public action. The paper begins with the analysis of certain categories of general theory (interpretation of the law, the judge’s role, the functions of the principles and the distinction between principles and rules) The survey is particularly useful for the exact understanding of European principles, which are mostly based on the member states legal traditions. The impact of  uropean principles on the Italian system is also enhanced by the Court of Justice’s judgements which, unlike the common judicial rulings, produce an effect not “inter partes” but “erga omnes”. The paper continues to examine the conflicting relations between the national acts and the European sources, highlighting in particular the remedies available in the event of a conflict. Due to the primacy of European sources, the supranational principles are the main provisions of law, which influence directly and indirectly the Italian legal system.     Variation in the co-expression profile highlights a loss of miRNA-mRNA regulation in multiple cancer types

    Recent research provides insight into the ability of miRNA to regulate various pathways in several cancer types. Despite their involvement in the regulation of the mRNA via targeting the 3'UTR, there are relatively few studies examining the changes in these regulatory mechanisms specific to single cancer types or shared between different cancer types.We analyzed samples where both miRNA and mRNA expression had been measured and performed a thorough correlation analysis on 7494 experimentally validated human miRNA-mRNA target-gene pairs in both healthy and tumoral samples.We show how more than 90% of these miRNA-mRNA interactions show a loss of regulation in the tumoral samples compared with their healthy counterparts.As expected, we found shared miRNA-mRNA dysregulated pairs among different tumors of the same tissue. However, anatomically different cancers also share multiple dysregulated interactions, suggesting that some cancer-related mechanisms are not tumor-specific. 2865 unique miRNA-mRNA pairs were identified across 13 cancer types, approximate to 40% of these pairs showed a loss of correlation in the tumoral samples in at least 2 out of the 13 analyzed cancers. Specifically, miR-200 family, miR-155 and miR-1 were identified, based on the computational analysis described below, as the miRNAs that potentially lose the highest number of interactions across different samples (only literature-based interactions were used for this analysis).Moreover, the miR-34a/ALDH2 and miR-9/MTHFD2 pairs show a switch in their correlation between healthy and tumor kidney samples suggesting a possible change in the regulation exerted by the miRNAs. Interestingly, the expression of these mRNAs is also associated with the overall survival. The disruption of miRNA regulation on its target, therefore, suggests the possible involvement of these pairs in cell malignant functions.The analysis reported here shows how the regulation of miRNA-mRNA interactions strongly differs between healthy and tumoral cells, based on the strong correlation variation between miRNA and its target that we obtained by analyzing the expression data of healthy and tumor tissue in highly reliable miRNA-target pairs. Finally, a go term enrichment analysis shows that the critical pairs identified are involved in cellular adhesion, proliferation, and migration

    Characterization of fine metal particles derived from shredded WEEE using a hyperspectral image system: Preliminary results

    Waste of electric and electronic equipment (WEEE) is the fastest-growing waste stream in Europe. The large amount of electric and electronic products introduced every year in the market makes WEEE disposal a relevant problem. On the other hand, the high abundance of key metals included in WEEE has increased the industrial interest in WEEE recycling. However, the high variability of materials used to produce electric and electronic equipment makes key metalsâ recovery a complex task: the separation process requires flexible systems, which are not currently implemented in recycling plants. In this context, hyperspectral sensors and imaging systems represent a suitable technology to improve WEEE recycling rates and the quality of the output products. This work introduces the preliminary tests using a hyperspectral system, integrated in an automatic WEEE recycling pilot plant, for the characterization of mixtures of fine particles derived from WEEE shredding. Several combinations of classification algorithms and techniques for signal enhancement of reflectance spectra were implemented and compared.     Mapping of Asbestos Cement Roofs and Their Weathering Status Using Hyperspectral Aerial Images

    and (ii) the development of a spectral index related to the roof weathering status. Aerial images were collected through the Multispectral Infrared and Visible Imaging Spectrometer (MIVIS) sensor, which acquires data in 102 channels from the visible to the thermal infrared spectral range. An image based supervised classification was performed using the Spectral Angle Mapper (SAM) algorithm. The SAM was trained through a set of pixels selected on roofs of different materials. The map showed an average producer's accuracy (PA) of 86% and a user's accuracy (UA) of 89% for the asbestos cement class. A novel spectral index, the "Index of Surface Deterioration" (ISD), was defined based on measurements collected with a portable spectroradiometer on asbestos cement roofs that were characterized by different weathering statuses. The ISD was then calculated on the MIVIS images, allowing the distinction of two weathering classes (i.e., high and low). The asbestos cement map was handled in a Geographic Information System (GIS) in order to supply the municipalities with the cadastral references of each property having an asbestos cement roof. This tool can be purposed for municipalities as an aid to prioritize asbestos removal, based on roof weathering status

    A meta-analysis approach to gene regulatory network inference identifies key regulators of cardiovascular diseases

    Cardiovascular diseases (CVDs) represent a major concern for global health, whose mechanistic understanding is complicated by a complex interplay between genetic predisposition and environmental factors. Specifically, heart failure (HF), encompassing dilated cardiomyopathy (DC), ischemic cardiomyopathy (ICM), and hypertrophic cardiomyopathy (HCM), is a topic of substantial interest in basic and clinical research. Here, we used a Partial Correlation Coefficient-based algorithm (PCC) within the context of a meta-analysis framework to construct a Gene Regulatory Network (GRN) that identifies key regulators whose activity is perturbed in Heart Failure. By integrating data from multiple independent studies, our approach unveiled crucial regulatory associations between transcription factors (TFs) and structural genes, emphasizing their pivotal roles in regulating metabolic pathways, such as fatty acid metabolism, oxidative stress response, epithelial-to-mesenchymal transition, and coagulation. In addition to known associations, our analysis also identified novel regulators, including the identification of TFs FPM315 and OVOL2, which are implicated in dilated cardiomyopathies, and TEAD1 and TEAD2 in both dilated and ischemic cardiomyopathies. Moreover, we uncovered alterations in adipogenesis and oxidative phosphorylation pathways in hypertrophic cardiomyopathy and discovered a role for IL2 STAT5 signaling in heart failure. Our findings underscore the importance of TF activity in the initiation and progression of cardiac disease, highlighting their potential as pharmacological targets

    Distance sensing emerging from second-order interference of thermal light

    We introduce and describe a technique for distance sensing, based on second-order interferometry of thermal light. The method is based on measuring correlation between intensity fluctuations on two detectors, and provides estimates of the distances separating a remote mask from the source and the detector, even when such information cannot be retrieved by first-order intensity measurements. We show how the sensitivity to such distances is intimately connected to the degree of correlation of the measured interference pattern in different experimental scenarios and independently of the spectral properties of light. Remarkably, this protocol can be also used to measure the distance of remote reflective objects in the presence of turbulence. We demonstrate the emergence of new critical parameters which benchmark the degree of second-order correlation, describing the counterintuitive emergence of spatial second-order interference not only in the absence of (first-order) coherence at both detectors but also when first order interference is observed at one of the two detectors.Comment: 6 pages, 3 figure

This is an open access article distributed under the terms of the Creative Commons Attribution License (CC BY), https://creativecommons.org/licenses/by/4.0/New Psychoactive Substances (NPS) are modifying the drug scenario worldwide and have become a public health concern because of their toxicological profiles and their harmful physical/psychological effects. 3-Methoxy-Phencyclidine (3-MeO-PCP), a non-competitive antagonist of glutamate N-methyl-D-aspartate (NMDA) receptors, belongs to the phencyclidine-like subfamily of arylcyclohexylamines and has gained attention for its toxic, sometimes fatal, effects. Despite several cases of intoxication and death reported in the literature, little is known about substance-induced psychotic disorders (SIP) and potential cognitive impairment following 3-MeO-PCP intake. This literature review aimed to summarize available evidence about 3-MeO-PCP mechanisms of action and physical and psychotropic effects and to spread preliminary findings about persistent psychotic symptoms and impaired cognitive functioning. Additionally, the case of an SIP is reported in a 29-year-old man with small oral intakes of 3-MeO-PCP over two weeks until a high dose ingestion. Psychometric and neuropsychological assessment and brain [18F]-fluorodeoxyglucose positron emission tomography integrated with computed tomography were used to support clinical description. Identifying and addressing the characteristic clinical features and neural substrates of NPS-induced psychoses might help clinicians with a more precise differentiation from other psychotic disorders. Although further studies are required, phenotyping the cognitive profile of NPS users might provide targets for tailored therapeutic approaches.Peer reviewe

    BRIO: a web server for RNA sequence and structure motif scan

    The interaction between RNA and RNA-binding proteins (RBPs) has a key role in the regulation of gene expression, in RNA stability, and in many other biological processes. RBPs accomplish these functions by binding target RNA molecules through specific sequence and structure motifs. The identification of these binding motifs is therefore fundamental to improve our knowledge of the cellular processes and how they are regulated. Here, we present BRIO (BEAM RNA Interaction mOtifs), a new web server designed for the identification of sequence and structure RNA-binding motifs in one or more RNA molecules of interest. BRIO enables the user to scan over 2508 sequence motifs and 2296 secondary structure motifs identified in Homo sapiens and Mus musculus, in three different types of experiments (PAR-CLIP, eCLIP, HITS). The motifs are associated with the binding of 186 RBPs and 69 protein domains. The web server is freely available at http://brio.bio.uniroma2.it

    Leukotriene receptor antagonists in monotherapy or in combination with antihistamines in the treatment of chronic urticaria: a systematic review

    In vitro and in vivo clinical and experimental data have suggested that leukotrienes play a key role in inflammatory reactions of the skin. Antileukotriene drugs, ie, leukotriene receptor antagonists and synthesis inhibitors, are a class of anti-inflammatory drugs that have shown clinical efficacy in the management of asthma and in rhinitis with asthma. We searched MEDLINE database and carried out a manual search on journals specializing in allergy and dermatology for the use of antileukotriene drugs in urticaria. Montelukast might be effective in chronic urticaria associated with aspirin (ASA) or food additive hypersensitivity or with autoreactivity to intradermal serum injection (ASST) when taken with an antihistamine but not in mild or moderate chronic idiopathic urticaria [urticaria without any possible secondary causes (ie, food additive or ASA and other NSAID hypersensitivity, or ASST)]. Evidence for the effectiveness of zafirlukast and the 5-lipoxygenase inhibitor, zileuton, in chronic urticaria is mainly anecdotal. In addition, there is anecdotal evidence of effectiveness of antileukotrienes in primary cold urticaria, delayed pressure urticaria and dermographism. No evidence exists for other physical urticarias, including cholinergic, solar and aquagenic urticarias, vibratory angioedema, and exercise-induced anaphylaxis

    Properties of ferromagnetic Josephson junctions for memory applications

    In this work we give a characterization of the RF effect of memory switching on Nb-Al/AlOx-(Nb)-Pd0.99_{0.99}Fe0.01_{0.01}-Nb Josephson junctions as a function of magnetic field pulse amplitude and duration, alongside with an electrodynamical characterization of such junctions, in comparison with standard Nb-Al/AlOx-Nb tunnel junctions. The use of microwaves to tune the switching parameters of magnetic Josephson junctions is a step in the development of novel addressing schemes aimed at improving the performances of superconducting memories.Comment: IEEE Trans.
