Transitar entre SUS e SUAS : passagens intersetoriais em municípios de pequeno porte

Aborda-se o campo discutindo os entendimentos quanto à intersetorialidade, à concepção de Estado e seus regimes de configuração, aos modos de governamento e produção de sujeitos, e, ainda, às especificidades conferidas a municípios de pequeno porte. A experiência é incorporada ao processo de dissertar sob inspiração de contribuições de Michel Foucault, na relação que estabelece com suas vivências no processo de produção escrita, de Jorge Larrosa Bondía na discussão dos saberes possíveis da experiência, e de Donna Haraway ao situar a localização dos saberes em sua potência na produção de conhecimento. Utiliza-se a estratégia de ficcionalização e embaralhamento de fontes para a construção de narrativas que expressem o cotidiano do trabalho nessas políticas públicas em suas passagens intersetoriais. Opera-se um processo de ficcionalização a partir de fragmentos das vivências, afetações e estranhamentos ao longo de 4 anos e meio de um trabalho simultâneo em lugares distintos de atuação no SUS e no SUAS. Duas narrativas-mosaico foram construídas, expressando configurações de redes vivenciadas e possíveis diante das estruturas e arranjos institucionais vigentes no país para municípios de pequeno porte em um determinado tempo (2014-2018). Para cada uma, um dia de trabalho, uma rede municipal, dois casos e múltiplas situações disparadoras que vão mapeando passagens intersetoriais entre as políticas, em atenção ao cuidado em saúde e à proteção social operadas. Ainda, são incorporados mapas de navegação, visando propiciar alguma imersão nos territórios onde se inserem as redes de serviços. Após cada narrativa-mosaico, análises são produzidas conforme a abertura de trilhas reflexivas oportunizadas por situações disparadoras e pela construção de diferentes ecomapas. Assim, narrativas-mosaico, mapas, ecomapas e trilhas reflexivas problematizam como as redes municipais vão se desenvolvendo, criando condições ou não de se efetivar intersetorialmente, que efetivação é essa que pode se dar e o que ela vai produzindo em suas passagens. A intersetorialidade entre SUS e SUAS é problematizada quanto aos seus modos de operação e seus efeitos, de forma a refletir as condições estatais de execução das políticas em seus impactos na configuração das redes de serviços, além de visibilizar passagens intersetoriais que operam modos de cuidar e proteger entre o asilar e o psicossocial. Indica-se a existência de uma intersetorialidade que oscila, ora em uma perspectiva neoliberal de diminuição do estado e produção de subjetividade na lógica homo œconomicus, ora numa perspectiva de expansão estatal em uma lógica de produção de sujeitos de direitos. Reflete-se sobre o transitar em sua potência transgressora das políticas e a transgressão como forma de operar uma intersetorialidade transdisciplinar. Trata-se então de uma escrita feita por trilhas e mosaicos. Enquanto as trilhas dizem dos movimentos de percurso, os mosaicos vão sendo construídos a partir de múltiplos e variados fragmentos que se coletou ao trilhar.The field is approached by discussing the understandings about intersectoriality, the conception of the State and its configuration regimes, the modes of governance and production of subjects, and also the specificities conferred to small-sized municipalities. The experience is incorporated into the dissertation process under the inspiration of contributions by Michel Foucault, in the relationship established with his experiences in the writing production process, of Jorge Larrosa Bondía in the discussion of the possible knowledges of experience, and of Donna Haraway when placing the location of knowledge in its power in the production of knowledge. The strategy of fictionalization and shuffling of sources is used to construct narratives that express the daily work of these public policies in their intersectoral passages. A process of fictionalization is operated from fragments of experiences, affections, and strangeness throughout four and a half years of simultaneous work in different places of performance in SUS and SUAS. Two mosaic-narratives were built, expressing configurations of networks experienced and possible in the face of the institutional structures and arrangements in force in the country for small municipalities at a given time (2014-2018). For each one, a day of work, a municipal network, two cases, and multiple triggering situations that map intersectoral passages between policies, in attention to the health care and social protection operated. In addition, navigation maps are incorporated, aiming to provide some immersion in the territories where the service networks are inserted. After each narrative-mosaic, analyses are produced according to the opening of reflective trails made possible by triggering situations and by the construction of different ecomaps. Thus, mosaic-narratives, maps, ecomaps, and reflective trails problematize how the municipal networks are developing, creating conditions or not for intersectorial effectiveness, what this effectiveness can be, and what it produces in its passages. The intersectoriality between SUS and SUAS is problematized in terms of its modes of operation and its effects, in order to reflect the state conditions of execution of the policies in their impacts on the configuration of service networks, as well as to make intersectorial passages visible, which operate modes of care and protection between the asylum and the psychosocial. It indicates the existence of intersectoriality that oscillates, sometimes in a neoliberal perspective of reduction of the state and production of subjectivity in the homo œconomicus logic, sometimes in a perspective of state expansion in a logic of production of subjects with rights. It reflects on the transiting in its transgressive power of policies and transgression as a way to operate a transdisciplinary intersectoriality. This is, then, a writing made of trails and mosaics. While the trails tell of the movements along the way, the mosaics are built from multiple and varied fragments that were collected along the way
