    The objective of the present work is to evaluate the relationship among competitiveness, globalism and inovations determined factors of technical and administrative changes in companies of Minas Gerais. It was used a qualitative research that aimed to gather data about the structure of the company; investments that were carried pit; the strength and the weakness aspects; opportunities and threats; the use of technologies and development of new products; the training processes; the abilities and the new area of knowledge relevant for the professionals; establishment of partnership; levels of exporting; the existence of investments directed to P&D; the role of the state on the present process. The data were gathered in Belo Horizonte, Contagem, Betim, Varginha, Três Pontas and Lavras in companies dealing with various sectors: agro-industries, mechanical, electrical and electronics,telecomunication, wood and furniiture, as well as mining. Tais questões se apresentam no dia a dia das cidades e se tornam difíceis de serem resolvidas. A pesquisa visou compreender o papel das instituições públicas e privadas como fator de desenvolvimento no município de Belo Horizonte. Buscou-se analisar as iniciativasde desenvolvimento local das instituições investigadas, verificando o grau de interrelação entre os atores institucionais. Percebeu-se a partir do percurso teórico adotado e pelas pesquisas realizadas com as instituições que o enfrentamento dessas questões não se viabiliza estritamente no âmbito municipal, mas demanda esforços de um processo que envolva os municípios do entorno com um planejamento e gestão integrados. Neste sentido, coloca-se a relevância do processo de desenvolvimento local e das políticas públicas de desenvolvimento local em âmbito metropolitano. É necessário que os planosde desenvolvimento local se integrem e se articulem em um plano metropolitano que se apresenta como o norteador do processo. Portanto, pensar o desenvolvimento local de grandes cidades significa pensar a metrópole. As instituições pesquisadas possuemexperiência em estudos de desenvolvimento local e possuem capacitação técnica e recursos para tanto. As parcerias são ainda escassas e atendem aos objetivos de otimização de custos e promoção das ações. Como principais desafios para Belo Horizonte diante de uma agenda de desenvolvimento local destacou-se compatibilidade entre as necessidades da sociedade e a capacidade do Estado na buscade otimização do orçamento, o monitoramento dos Planos estratégicos de desenvolvimento e identificar novas oportunidades de investimentos em Belo Horizonte. A presença e a participação ativa das instituições públicas e privadas podem promover um ambiente com maiores condições para o enfrentamento das dificuldades e a construção do processo de desenvolvimento local/metropolitano duradouro e legítimo.The relevance of the discussion on local development and public policies to encourage development is nowadays as the main focus in the search for the definition of new directions for Brazilian municipalities, especially in face of the complexities related to the levels of inequality, poverty, increasing levels of unemployment, economic fragility, serious environmental problems. Such questions arise in the day to day of cities and become difficult to be solved. The research aimed to understand the role of public and private institutions as a development factor in the city of Belo Horizonte. The aim was to analyze the local development initiatives of the institutions investigated, verifying the degree of interrelation between institutional actors. It was perceived from the theoreticalcourse adopted and from the research done with the institutions that the confrontation of these issues is not feasible strictly in the municipal scope, but demands efforts of a process that involves the municipalities of the surroundings with an integrated planning and management. In this sense, the relevance of the local development process and localdevelopment public policies in metropolitan scope. It is necessary that the local development plans integrate and be articulated in a metropolitan plan that presents itself as the guiding force of the process. Therefore, thinking about the local development of big cities means thinking about the metropolis. The researched institutions have experience in local development studies and have technical training and resources to doso. Partnerships are still scarce and meet the objectives of optimizing costs and promoting actions. As the main challenges for Belo Horizonte in the face of a local development agenda, it was highlighted the compatibility between the needs of society and the State's capacity to seek budget optimization, monitoring strategic development plans and identifying new investment opportunities in Belo Horizon.     O presente artigo pretende compreender a relação da judicialização com o modelo processual de política pública, também denominado de ciclo de políticas públicas, por meio de uma aproximação teórica entre esses dois campos de análise. Para isso, o trabalho inicia delimitando as discussões acerca do fenômeno da judicialização, prossegue fixando as bases teóricas acerca das políticas públicas, tomando como referência o modelo processual para, ao final, reformular o referido modelo, inserindo a judicialização no ciclo de políticas públicas. Como conclusão, percebeu-se que o fenômeno da judicialização pode, além de ser aproximado do modelo processual, influenciar o ciclo de políticas públicas, ressignificando o referido modelo, o que permitirá novos estudos dos dois campos de análise a partir do ciclo de políticas públicas judicializado

    Planejamento orçamentário: as práticas da Universidade Federal de Lavras

    The present paper presents an approach about the budget planning carried out at Federal University of Lavras (UFLA), in the state of Minas Gerais, Brazil. Having a plan is a helpful tool of institutions management, which must possess a planning vision both about the present and the future. Decision making and future actions in any kind of economic activity or public interest, must be planned. The brazilian public institutions planning depends on the Government long-term planning which must be executed to meet the gools set by the Federal Government. This University, UFLA, has its budget based on the allocation model of budget resources led by Department of Higher Education (SESu) of MEC (Education an Culture Minister) together with National Association of Directors of Federal Institutions of Higher Education (ANDIFES). In searching an efficient management of the public resources, through improving the management using management activities, and to rise the use of those resources, a part of UFLA resource is applied in a decentralized way, which is called “Matrix of decentralization of UFLA resources” (Matrix-UFLA). From the setting of UFLA Matrix, was a management advance, mainly in the way of planning and expenses control of the Occ- others cost and capital. It was possible allocate resources in a balanced way, recognizind confrontation for a “fair slice” of resources
