    Globalising cartography?:the International Map of the World, the International Geographical Union, and the United Nations

    Few maps mirror the history of the twentieth century as closely as the International Map of the World (IMW). A proposal for a map of the entire globe on a scale of 1:1 million, using standard conventional signs, was presented at the Fifth International Geographical Congress in Berne in 1891 by the German geographer Albrecht Penck. More than two decades later, the final specification was finally published shortly before the outbreak of the First World War, a crisis that brought a halt to the international collaboration on which the project depended. The IMW’s fortunes waxed and waned over the next three decades, necessitating a major review of its continuing value after the Second World War. A new IMW Executive Commission under the chairmanship of John Kirtland Wright, Director of the American Geographical Society, was established at the 1949 Lisbon conference of the International Geographical Union. Drawing on Wright’s correspondence in the AGS archives, this paper examines the debates between the national cartographic agencies and related societies involved in the future of the IMW, with particular reference to the transfer of the project’s Central Bureau from the British Ordnance Survey in Southampton to the United Nations in New York in the early 1950s. This discussion, which focused mainly on the need to combine the IMW with an internationalized version of the US-dominated 1:1 million World Aeronautical Chart, reveals the on-going tensions between the ideals of scientific internationalism embodied in the IMW’s original proposal and the harsh realities of national self-interest in the early years of the Cold War

    Water-quality and ecosystem impacts of recreation in streams: Monitoring and management

    There is limited published information on the impact of bathing on stream water quality and ecology, except on human pathogens and health. We investigated the relationships between environmental quality of streams and recreational activity at five sites in the Australian Wet Tropics. The streams normally had very low concentrations of nutrients and suspended solids (TSS), but concentrations fluctuated widely during spates, thereby causing difficulties in discriminating impacts. Daily bathing activity disturbed sediments causing an increase in TSS and turbidity, which greatly exceeded national guidelines for maintenance of aesthetic qualities. TSS returned to background levels overnight as bathing areas were flushed clean. Total nitrogen and phosphate concentrations also increased with bather numbers, and phosphate concentrations were directly proportional to bather density. Faecal coliform concentrations were elevated by bathers at one site. Ecological effects of bathers were equivocal and greater on algal than invertebrate assemblages. Water quality degradation, although transient, suggested that some sites were close to their carrying capacity for bathers. Our results show that water quality may vary with local conditions and that cost-effective monitoring and management require development of cause-effect models of water quality processes for each stream site

    Enhancing whole-of-river conservation

    We argue for improved conservation of freshwater ecosystems at catchment or eco-regional scales by explicit assignment of values to all river sections and wetlands, recognising current disturbance, and aiming for ‘no further harm’ to the commons. The need is indicated by the global deterioration of biodiversity and ecosystem services of rivers and wetlands, increasing demands on water and land resources, and climate change. Regional pressures include multiple jurisdictions, competing demands, piecemeal management, pollution and habitat impacts. Effective resource and conservation management needs to integrate multiple uses via governance of activities of stakeholders, recognising hydrogeomorphic, water quality and ecological properties of ecosystems. Complete ecological protection is impractical amidst water-resource and land-use development, but we suggest that all river reaches and wetlands be given a conservation rating based on habitat, biodiversity and connectivity values. We present a straightforward approach to spatial conservation rating of freshwaters, using hydrogeomorphic typology and assignment of conservation values on the basis of available information and expert elicitation. We illustrate the approach by using the large Burdekin River catchment in north-eastern Australia. This approach is complementary to more spatially focused conservation prioritisation and could greatly improve management for sustainability, reduce further decline in conservation values, and facilitate rehabilitation

    Developmental pathways in netball match officiating:Examining the potential role of technology

    Research aim: This research sought to explore the role of technology within development pathways in netball match officiating.Research methods: A qualitative methodology was employed to gain insight into technology within development pathways. 28 participants were sampled across the five global netball regions, fulfilling single and mixed umpiring (N = 21), assessing (N = 7), coaching (N = 5), tutoring (N = 5), mentoring (N = 3), administration (N = 3), and bench officiating (N = 1) roles, with thematic analysis using inductive coding adopted to investigate perspectives specifically towards technology use.Results and findings: Video within assessment processes and its implementation in analysis practices was highlighted as important for providing effective feedback. The effect might not be due to the technology alone and interactions between the individuals providing and receiving feedback should also be considered. Creating learning provision, enabling the sharing of resources and greater access to development opportunities were discussed as crucial, especially in developing world regions. However, socio-cultural differences might impact upon personal preferences in using technology or its perceived need, and regular monitoring of provision is crucial to ensure impact is occurring. Adopting processes to share knowledge across regions and creating greater assessment and mentoring opportunities were also seen to enhance development and learning. Implementation of technology should be considered in relation to different stages of development that are apparent across nations, with factors such as cost, required skills, and the compatibility being crucial to ensuring needs are met appropriately.Implications: The findings identify how technology could act to benefit match officiating pathways. The crucial factor is ensuring that equity is sought in providing mechanisms of this manner, adopting policies that are aimed at effecting the global development landscape. This might, however, be impacted by cost and availability, and as such considerations need to be made towards accessible opportunities, irrespective of geographical location.Research contribution: This research provides detail on the role of technology within development processes of sport officials and in a previously under researched sport

    Electrochemical evaluation of the effect of different NaCl concentrations on low alloy- and stainless steels under corrosion and erosion-corrosion conditions

    The main objective of this study was to assess the influence of salt concentration on the corrosion behaviour, including the role of hydrodynamic conditions, of two broad classes of ferrous engineering materials. These are comprised of alloys, typified by a low-alloy steel (UNS G43400) that corrodes actively in aqueous conditions and a range of passive-film-forming stainless steels (UNS S31600, UNS S15500 and UNS S32760). Corrosion monitoring employed electrochemical (potentiodynamic polarisation) techniques. Three concentrations of aerated sodium chloride were utilised: 0.05 wt% NaCl, 3.5 wt% NaCl and 10 wt% NaCl. In quiescent, liquid impingement and solid/liquid impingement conditions, the corrosion rate of the low-alloy steel was observed to peak at 3.5 wt% NaCl, followed by a reduction in 10 wt% NaCl solution. These findings expand the range of previously reported trends, focused on static conditions. Such corrosion rate/salinity trends were observed to be dictated by the progress of the anodic reaction rather than influence on the cathodic reaction. Detailed studies were undertaken using segmented specimens to facilitate comparisons of the influence of hydrodynamic variations on corrosion behavior; these revealed that such variations influence the corrosion rates of low-alloy steel to a much lesser extent than the effect of changes in salinity. For the stainless steels, in quiescent and flowing conditions, when surface passive films are stable, there was a constant increase in corrosion rate with salinity. In solid-liquid conditions, however, the periodic film-destruction/repassivation events resulted in a similar corrosion rate/salinity trend to that displayed by the low-alloy steel, but with a much larger effect of hydrodynamic conditions. Additonally, the study revealed an underlying influence of stainless steel composition that mirrored, to an extent, the corrosion behaviour in pitting/re-passivation situations

    Costs and Treatment Pathways for Type 2 Diabetes in the UK:A Mastermind Cohort Study

The final version is available from Springer Verlag via the DOI in this record.INTRODUCTION: Medication therapy for type 2 diabetes has become increasingly complex, and there are few reliable data on the current state of clinical practice. We report treatment pathways and associated costs of medication therapy for people with type 2 diabetes in the UK, their variability and changes over time. METHODS: Prescription and biomarker data for 7159 people with type 2 diabetes were extracted from the GoDARTS cohort study, covering the period 1989-2013. Average follow-up was 10 years. Individuals were prescribed on average 2.4 (SD: 1.2) drugs with average annual costs of £241. We calculated summary statistics for first- and second-line therapies. Linear regression models were used to estimate associations between therapy characteristics and baseline patient characteristics. RESULTS: Average time from diagnosis to first prescription was 3 years (SD: 4.0 years). Almost all first-line therapy (98%) was monotherapy, with average annual cost of £83 (SD: £204) for 3.8 (SD: 3.5) years. Second-line therapy was initiated in 73% of all individuals, at an average annual cost of £219 (SD: £305). Therapies involving insulin were markedly more expensive than other common therapies. Baseline HbA1c was unrelated to future therapy costs, but higher average HbA1c levels over time were associated with higher costs. CONCLUSIONS: Medication therapy has undergone substantial changes during the period covered in this study. For example, therapy is initiated earlier and is less expensive than in the past.     Optimising an acoustic emission sensor network on a panel of complex geometry using a Local Interaction Simulation Approach

    Historical trends show that the number of commercial aircraft will double in the next fifteen years. With the increasing complexity of aircraft structures and materials there is an essential need to continually monitor the structure for damage. This task is difficult to achieve using traditional non-destructive testing (NDT) methods alone. It is therefore proposed that a structural health monitoring (SHM) system should be implemented for the continual monitoring of the structure. It is forecast that the implementation of such a system will result in increased safety, cost and time savings in maintenance as well as mass savings of up to 15% in the aerostructure. There has been a reluctance within the aerospace industry to adopt acoustic emission (AE) techniques based on previous experiences. One of the main issues associated with the failure of AE techniques to detect damage can be attributed to poor considerations for sensor placement. Although there have been many studies conducted with the aim of optimising sensor placement for SHM applications there are few published works with the specific aim of optimising an AE sensor network. This is most likely because AE is passive technique which makes an experimental investigation difficult

    A Patient-Centered Prescription Drug Label to Promote Appropriate Medication Use and Adherence

    BACKGROUND: Patient misunderstanding of prescription drug label instructions is a common cause of unintentional misuse of medication and adverse health outcomes. Those with limited literacy and English proficiency are at greater risk. OBJECTIVE: To test the effectiveness of a patient-centered drug label strategy, including a Universal Medication Schedule (UMS), to improve proper regimen use and adherence compared to a current standard. DESIGN: Two-arm, multi-site patient-randomized pragmatic trial. PARTICIPANTS: English- and Spanish-speaking patients from eight community health centers in northern Virginia who received prescriptions from a central-fill pharmacy and who were 1) ≥30 years of age, 2) diagnosed with type 2 diabetes and/or hypertension, and 3) taking ≥2 oral medications. INTERVENTION: A patient-centered label (PCL) strategy that incorporated evidence-based practices for format and content, including prioritized information, larger font size, and increased white space. Most notably, instructions were conveyed with the UMS, which uses standard intervals for expressing when to take medicine (morning, noon, evening, bedtime). MAIN MEASURES: Demonstrated proper use of a multi-drug regimen; medication adherence measured by self-report and pill count at 3 and 9 months. KEY RESULTS: A total of 845 patients participated in the study (85.6 % cooperation rate). Patients receiving the PCL demonstrated slightly better proper use of their drug regimens at first exposure (76.9 % vs. 70.1 %, p = 0.06) and at 9 months (85.9 % vs. 77.4 %, p = 0.03). The effect of the PCL was significant for English-speaking patients (OR 2.21, 95 % CI 1.13-4.31) but not for Spanish speakers (OR 1.19, 95 % CI 0.63-2.24). Overall, the intervention did not improve medication adherence. However, significant benefits from the PCL were found among patients with limited literacy (OR 5.08, 95 % CI 1.15-22.37) and for those with medications to be taken ≥2 times a day (OR 2.77, 95 % CI 1.17-6.53). CONCLUSIONS: A simple modification to pharmacy-generated labeling, with minimal investment required, can offer modest improvements to regimen use and adherence, mostly among patients with limited literacy and more complex regimens.
