    Ist die Globalisierung eine GefĂ€hrdung fĂŒr die Demokratie?

    The topic of this article is the correlation between the modern process of globalization and democracy. The agenda starts with the concept of globalization, its different meanings and various layers, traps and paradoxes, consequences and effects, advantages and disadvantages in the horizon of contemporary life. Following a brief theme introduction, the article outlines a short historic philosophical review into the development of globalization from the ancient times to the contemporary world. The focus of the philosophical view is that of two significant authorities and opposite approaches in the process of developing ‘World Society’ – Immanuel Kant and Georg Wilhelm Friedrich Hegel wherein Kant explains the means to the status of ‘World Civility’ as a ‘Natural Purpose’, and Hegel exposes the necessity of the historic global development to the state of global freedom. The question: Does the process of making global society threaten democracy in the modern world – is the key issue nowadays. All agree that the globalization process diminishes the area of authentic political acting. Democracy originates from the ‘polis’ or small town republic and is a symbol of the government in the small political community. The step from the polis democracy to the national state democracy was the result of change from the direct to the representative democracy. The transition from the national to the supranational and global politics requires new essential transformation of the being of democracy.Tema je ovoga članka odnos između modernog procesa globalizacije i demokracije. Razmatranje započinje konceptom demokracije, njegovim različitim značenjima i raznim slojevima, zamkama i paradoksima, posljedicama i učincima, prednostima i nedostatcima u obzoru suvremenog ĆŸivota. Nakon uvoda u temu, članak ocrtava kratki povijesno-filozofijski pregled razvoja globalizacije od drevnih vremena do suvremenog svijeta. ĆœariĆĄte filozofskog glediĆĄta jest ono dvojice značajnih autoriteta i nasuprotnih pristupa u procesu razvoja ‘svjetskog druĆĄtva’ – Immanuela Kanta i Georga Wilhelma Friedricha Hegela. Kant je objasnio sredstva statusa ‘svjetskog građanstva’ kao ‘prirodne svrhe’. Hegel je izloĆŸio nuĆŸnost razvoja svjetske povijesti do stanja globalne slobode. Pitanje: ugroĆŸava li process stvaranja globalnog druĆĄtva demokraciju u modernom svijetu – ključno je pitanje danas. Svi se slaĆŸu da globalizacijski proces oslabljuje područje autentičnog političkog djelovanja. Demokracija ima izvor u ‘polisu’ ili malome gradu- republici, te je simbol vladavine u maloj političkoj zajednici. Korak od demokracije polisa prema demokraciji nacionalen drĆŸave bio je rezultat promjene od izravne prema predstavničkoj demokraciji. Prijelaz s nacionalne na supranacionalnu i globalnu politiku zahtijeva novu bitnu transformaciju demokracije.Le sujet de cet article est le rapport entre le processus actuel de mondialisation et la dĂ©mocratie. Le plan de travail dĂ©marre par le concept de dĂ©mocratie, ses diffĂ©rents niveaux et significations, ses piĂšges et ses paradoxes, ses effets et ses consĂ©quences, ses avantages et ses inconvĂ©nients dans l’horizon de la vie contemporaine. AprĂšs l’introduction, l’article trace un aperçu historico- philosophique de l’évolution de la mondialisation des temps anciens jusqu’au monde contemporain. Le point de vue philosophique central est celui d’Immanuel Kant et de Georg Wilhelm Friedrich Hegel – deux autoritĂ©s et deux approches du processus de dĂ©veloppement d’une « sociĂ©tĂ© mondiale » opposĂ©es. Kant a expliquĂ© les moyens du statut de « citoyennetĂ© mondiale » comme une « finalitĂ© naturelle ». Hegel a exposĂ© la nĂ©cessitĂ© de l’évolution de l’histoire mondiale jusqu’à l’état d’une libertĂ© globale. La question de savoir si le processus de crĂ©ation d’une sociĂ©tĂ© mondiale met en danger la dĂ©mocratie dans le monde contemporain est aujourd’hui une question clĂ©. Tout le monde s’accorde pour dire que le processus de mondialisation affaiblit le champ de l’action politique authentique. La dĂ©mocratie tire son origine de « polis », la petite CitĂ©-Etat, et symbolise la gouvernance dans une petite communautĂ© politique. Le pas entre la dĂ©mocratie du polis vers la dĂ©mocratie de l’Etat nation a Ă©tĂ© le rĂ©sultat de la mutation de la dĂ©mocratie directe vers la dĂ©mocratie reprĂ©sentative. Le passage d’une politique nationale Ă  une politique supranationale et mondiale nĂ©cessite une nouvelle transformation importante de la nature de la dĂ©mocratie.Das Thema dieser Arbeit ist der Bezug zwischen dem modernen Globalisierungsprozess und der Demokratie. Untersucht werden zunĂ€chst das Konzept der Demokratie, seine unterschiedlichen Bedeutungen und verschiedenen Bedeutungsschichten, seine TĂŒcken und Paradoxe, Konsequenzen und Ergebnisse sowie Vor- und Nachteile im zeitgenössischen Lebenshorizont. Auf den Einleitungsteil, der den Leser mit dem Thema bekannt macht, folgt eine kurze geschichtsphilosophische Darstellung zur Entwicklung der Globalisierung von der Antike bis auf unsere Tage. Im Brennpunkt der philosophischen Untersuchung stehen die Positionen zweier maßgeblichen AutoritĂ€ten und ihre gegensĂ€tzlichen AnsĂ€tze bei der Entwicklung einer ,Weltgesellschaft’ – gemeint sind Immanuel Kant und Georg Wilhelm Friedrich Hegel. Kant erklĂ€rte die Mittel zur Schaffung eines ,WeltbĂŒrgertums’ als ,natĂŒrliche Zwecke’. Hegel legte die Entwicklung der Weltgeschichte zum Zustand globaler Freiheit als eine Notwendigkeit dar. Wird die Demokratie in der modernen Welt durch die Entstehung einer globalen Gesellschaft gefĂ€hrdet? – so lautet die SchlĂŒsselfrage heute. Alle Autoren, die sich mit dieser Frage beschĂ€ftigen, sind sich darin einig, dass durch den Globalisierungsprozess der Bereich authentischen politischen Handelns geschwĂ€cht wird. Die Demokratie hat ihren Ursprung in der Polis bzw. dem kleinen Stadtstaat und ist Symbol fĂŒr die Herrschaftsform in einem kleinen politischen Gemeinwesen. Die Entwicklung von der Demokratie der Polis zur Demokratie des Nationalstaats war das Ergebnis des Wandels von der direkten zur reprĂ€sentativen Demokratie. Der Übergang von der Ebene der nationalen auf die Ebene der supranationalen und globalen Politik erfordert eine neue, grundlegende Transformation des Wesens der Demokratie

    The main varieties of livestock in Croatia are represented by a very small number of breeds and strains. So far the work on improvement has neglected the biological variety as a basis for successful and satisfactory national cattle production for a longer period of time. In Croatia about twelve autochtonous breeds and strains are seriously endangered. Since 1984 there have been attempts at organising their systematic protection. But a full national programme of protection and utilisation of valuable autochtonous animals does not exist. Regional programmes and individual activities show certain successes. Scientific background to the national protection programme is the project "Genetic Polymorphisms and Gene Collections of Domestic Animal Breeds in Croatia" (1990) and the published papers from this field in the last ten years
