Participation as an element of revitalization process (examples of cities from the Małopolska and Mazovian provinces)
Rewitalizacja to proces, w którym na każdym etapie powinni być zaangażowani
interesariusze. To od ich aktywności zależy, jakie działania naprawcze zostaną
podjęte na obszarze zdegradowanym. Celem artykułu jest analiza i ocena mechanizmów
i narzędzi partycypacji zastosowanych w procesie opracowania programów rewitalizacji
dla wybranych miast z województwa małopolskiego i mazowieckiego. Artykuł powstał
z wykorzystaniem: krytycznej analizy literatury przedmiotu, analizy wyników autorskiej
ankiety skierowanej do miast, analizy dokumentów miejskich oraz ogólnodostępnych
źródeł informacji (np. gminne serwisy internetowe, lokalna prasa). Ogólny wniosek
z przeprowadzonych badań można sformułować następująco: analizowane urzędy przestrzegały
przepisów ustawy o rewitalizacji w zakresie procedur partycypacyjnych. Różniły
się natomiast ilością stosowanych procedur oraz przyjętymi kanałami przekazywania
informacji i formami konsultacji dostosowanymi do lokalnych uwarunkowań.
Najpopularniejszą formą konsultacji w miastach były warsztaty, debaty i spotkania.
Użycie form konsultacji i kanałów dystrybucji informacji było zależne od lokalnych
możliwości organizacyjnych i dostępności mediów.Revitalization is a process in which stakeholders should be involved at every
stage. It depends particularly on their activity what remedial actions will be taken in the
degraded area. The aim of the article is to analyze and evaluate mechanisms and tools of
participation used in the process of developing revitalization programs for selected cities
from the Małopolska and Mazovian provinces (regions). The article was prepared using:
a critical analysis of the literature on the subject, the analysis of the results of the author’s
questionnaire addressed to cities authorities, analysis of municipal documents and
open-access sources of information (e.g. communal websites, local media). The general
conclusion from the conducted research can be formulated as follows: the analyzed offices
complied with the provisions of the act on revitalization in the scope of participatory
procedures. On the other hand, they differed in the number of procedures used and
the accepted channels of information transfer and forms of consultation, adapted to local
conditions. The most popular form of consultations in cities were workshops, debates
and meetings. The use of consultation forms and information distribution channels was
dependent on local organizational capabilities and media availability

Participation is an indispensable element of the development and implementation of revitalisation programmes.
It allows for a correct diagnosis of problems and for the development of revitalisation projects that will aim at solving
them. The implementation of the Revitalisation Act in Poland obliged local governments to involve stakeholders
more actively in the process of preparation and implementation of revitalisation programmes. The Act guarantees
participation at every key stage of the process. In current Polish circumstances this is a change in the right direction,
as such participation was not always ensured in previous financial perspectives. However, the law does not guarantee
that a participation process is real and efficient rather than only “checking off” the procedural requirements. Based
on these premisses, this article discusses the subject of participation in revitalisation programmes, both in theoretical
terms (how participation in a revitalisation can be organised; considering the legal conditions, what obstacles to the
implementation of a participatory approach to the development of revitalisation programmes can be diagnosed in
Poland) and the practice of programming in selected cities of the Lesser Poland and Mazovia regions (what forms
and tools of participation were used at each stage of the revitalisation programme development, does the scope of
participation influence the structure of revitalisation projects).
Such research objectives determine the research methods used to prepare this article, i.e. a critical analysis of
the source literature pertaining to the subject, web and desk research, a comparative analysis of the revitalisation
programmes of selected cities, an analysis of the results of an Internet survey among city authorities and participatory

prawidłowe zdiagnozowanie problemów i sformułowanie projektów rewitalizacyjnych, które będą zmierzały
do ich rozwiązania. Wprowadzanie ustawy o rewitalizacji zobligowało samorządy do aktywniejszego włączania
interesariuszy w proces przygotowania i realizowania programów rewitalizacji. Ustawa gwarantuje partycypację
na każdym kluczowym etapie procesu – to w warunkach polskich zmiana w dobrym kierunku, w poprzednich
perspektywach nie zawsze się to udawało. Jednak nie zawsze oznacza to sytuację, w której proces partycypacji jest
rzeczywisty i efektywny, a nie tylko „zaspokaja” procedury. Wychodząc z tych przesłanek w artykule podjęto tematykę
partycypacji w programach rewitalizacji, zarówno w ujęciu teoretycznym (jak może być zorganizowana partycypacja
w ramach rewitalizacji, ze względu na uwarunkowania prawne, jakie bariery we wdrażaniu partycypacyjnego
podejścia do opracowania programów rewitalizacji można zdiagnozować w Polsce), jak i w praktyce programowania
w wybranych miastach województwa małopolskiego i mazowieckiego (jakie formy i narzędzia partycypacji zostały
zastosowane na każdym etapie budowania programu rewitalizacji, czy zakres partycypacji przekłada się na strukturę
projektów rewitalizacyjnych).
Tak sformułowane zagadnienia badawcze determinują zastosowane metody badań wykorzystane do opracowania
artykułu, tj.: krytyczną analizę literatury przedmiotu, web i desk research, analizę porównawczą programów rewitalizacji
wybranych miast, analizę wyników ankiety internetowej skierowanej do miast oraz obserwację uczestniczącą
A PDE10A inhibitor CPL500036 is a novel agent modulating striatal function devoid of most neuroleptic side-effects
Background: Phosphodiesterase 10A (PDE10A) is expressed almost exclusively in the striatum and its inhibition is suggested to offer potential treatment in disorders associated with basal ganglia. We evaluated the selectivity, cytotoxicity, genotoxicity, pharmacokinetics and potential adverse effects of a novel PDE10A inhibitor, CPL500036, in vivo. Methods: The potency of CPL500036 was demonstrated by microfluidic technology, and selectivity was investigated in a radioligand binding assay against 44 targets. Cardiotoxicity in vitro was evaluated in human ether-a-go-go related gene (hERG)-potassium channel-overexpressing cells by the patch-clamp method and by assessing key parameters in 3D cardiac spheroids. Cytotoxicity was determined in H1299, HepG2 and SH-SY5Y cell lines. The Ames test was used for genotoxicity analyses. During in vivo studies, CPL500036 was administered by oral gavage. CPL500036 exposure were determined by liquid chromatography–tandem mass spectrometry and plasma protein binding was assessed. The bar test was employed to assess catalepsy. Prolactin and glucose levels in rat blood were measured by ELISAs and glucometers, respectively. Cardiovascular safety in vivo was investigated in dogs using a telemetry method. Results: CPL500036 inhibited PDE10A at an IC(50) of 1 nM, and interacted only with the muscarinic M2 receptor as a negative allosteric modulator with an IC(50) of 9.2 µM. Despite inhibiting hERG tail current at an IC(25) of 3.2 μM, cardiovascular adverse effects were not observed in human cardiac 3D spheroids or in vivo. Cytotoxicity in vitro was observed only at > 60 μM and genotoxicity was not recorded during the Ames test. CPL500036 presented good bioavailability and penetration into the brain. CPL500036 elicited catalepsy at 0.6 mg/kg, but hyperprolactinemia or hyperglycemic effects were not observed in doses up to 3 mg/kg. Conclusion: CPL500036 is a potent, selective and orally bioavailable PDE10A inhibitor with a good safety profile distinct from marketed antipsychotics. CPL500036 may be a compelling drug candidate
