    Institutional Resilience Amid Political Change: The Case of Biodiversity Conservation

    There is a substantial literature documenting the spatial mismatch between the geographic location of biological resources and the spatial jurisdiction of the institutions responsible for their management. But little attention has been paid to the disjuncture in temporal scales between the long-term requirements of biodiversity conservation and the short time horizons governing public and private decisions affecting the survival of species and ecosystems. How can we create socially agreed-upon rules governing the long-term use and conservation of biodiversity when ongoing change is one of the defining characteristics of modern society? This article describes a new approach to biodiversity conservation—conservation systems—that addresses this question by providing design criteria that can be used to construct resilient social safety nets for biological diversity

    Review: Insatiable Appetite: The Unided States and the Ecological Degradation of the Tropical World

    Historical analysis is an indispensable tool in the study of politics. When building theories, it allows us to evaluate the explanatory power of our carefully-delineated models in light of the broader (ceteris non paribus) social context. From a methodological standpoint, historical analysis is receiving renewed attention in efforts to devise rigorous qualitative methods for establishing cause and effect. For these reasons the emerging field of environmental history merits close study and emulation by researchers in international environmental politics and policy (IEP). In addition to offering worthy examples of how to conduct historical research, environmental history directly engages many of the central concerns of IEP, from the environmental consequences of globalism, to the nature of transnational scientific communities, the impact of environmental institutions, and the origins of environmental concern. Particularly for IEP, in which prehistory is generally construed as anything predating the 1972 Stockholm conference, the rich perspective offered by the rapidly expanding environmental history literature is a timely development that should be enthusiastically embraced

    Understanding Policy Change in Developing Countries: The Spheres of Influence Framework

    National policy reform is a prerequisite for improved stewardship of the global environment and figures prominently among the goals of international environmental diplomacy and transnational advocacy campaigns. Yet research on global environmental politics has proceeded absent models of policy change in developing countries, where most of the planet\u27s people, land, and biological diversity are found. In this article I present a theoretical framework to explain the domestic responses of developing countries to global environmental concerns. Drawing on research in Costa Rica and Bolivia, I situate the impact of global environmentalism in the context of complex, decades-long domestic struggles to create effective institutions. When international outcomes depend on protracted reforms in nations that are sovereign yet poor, policy change is driven by actors who successfully pair international resources (technical, financial, and ideational) with the domestic political resources needed to see through major policy innovations

    Quantum-inspired interferometry with chirped laser pulses

    We introduce and implement an interferometric technique based on chirped femtosecond laser pulses and nonlinear optics. The interference manifests as a high-visibility (> 85%) phase-insensitive dip in the intensity of an optical beam when the two interferometer arms are equal to within the coherence length of the light. This signature is unique in classical interferometry, but is a direct analogue to Hong-Ou-Mandel quantum interference. Our technique exhibits all the metrological advantages of the quantum interferometer, but with signals at least 10^7 times greater. In particular we demonstrate enhanced resolution, robustness against loss, and automatic dispersion cancellation. Our interferometer offers significant advantages over previous technologies, both quantum and classical, in precision time delay measurements and biomedical imaging.Comment: 6 pages, 4 figure

    Multi-Jet Event Rates in Deep Inelastic Scattering and Determination of the Strong Coupling Constant

    Jet event rates in deep inelastic ep scattering at HERA are investigated applying the modified JADE jet algorithm. The analysis uses data taken with the H1 detector in 1994 and 1995. The data are corrected for detector and hadronization effects and then compared with perturbative QCD predictions using next-to-leading order calculations. The strong coupling constant alpha_S(M_Z^2) is determined evaluating the jet event rates. Values of alpha_S(Q^2) are extracted in four different bins of the negative squared momentum transfer~\qq in the range from 40 GeV2 to 4000 GeV2. A combined fit of the renormalization group equation to these several alpha_S(Q^2) values results in alpha_S(M_Z^2) = 0.117+-0.003(stat)+0.009-0.013(syst)+0.006(jet algorithm).Comment: 17 pages, 4 figures, 3 tables, this version to appear in Eur.     Measurement of Leading Proton and Neutron Production in Deep Inelastic Scattering at HERA

    Deep--inelastic scattering events with a leading baryon have been detected by the H1 experiment at HERA using a forward proton spectrometer and a forward neutron calorimeter. Semi--inclusive cross sections have been measured in the kinematic region 2 <= Q^2 <= 50 GeV^2, 6.10^-5 <= x <= 6.10^-3 and baryon p_T <= MeV, for events with a final state proton with energy 580 <= E' <= 740 GeV, or a neutron with energy E' >= 160 GeV. The measurements are used to test production models and factorization hypotheses. A Regge model of leading baryon production which consists of pion, pomeron and secondary reggeon exchanges gives an acceptable description of both semi-inclusive cross sections in the region 0.7 <= E'/E_p <= 0.9, where E_p is the proton beam energy. The leading neutron data are used to estimate for the first time the structure function of the pion at small Bjorken--x.Comment: 30 pages, 9 figures, 2 tables, submitted to Eur. Phys.

    International Veterinary Epilepsy Task Force consensus proposal: Medical treatment of canine epilepsy in Europe

    In Europe, the number of antiepileptic drugs (AEDs) licensed for dogs has grown considerably over the last years. Nevertheless, the same questions remain, which include, 1) when to start treatment, 2) which drug is best used initially, 3) which adjunctive AED can be advised if treatment with the initial drug is unsatisfactory, and 4) when treatment changes should be considered. In this consensus proposal, an overview is given on the aim of AED treatment, when to start long-term treatment in canine epilepsy and which veterinary AEDs are currently in use for dogs. The consensus proposal for drug treatment protocols, 1) is based on current published evidence-based literature, 2) considers the current legal framework of the cascade regulation for the prescription of veterinary drugs in Europe, and 3) reflects the authors’ experience. With this paper it is aimed to provide a consensus for the management of canine idiopathic epilepsy. Furthermore, for the management of structural epilepsy AEDs are inevitable in addition to treating the underlying cause, if possible
