Genuinely multi-point temporal quantum correlations and universal measurement-based quantum computing
We introduce a constructive procedure that maps all spatial correlations of a
broad class of states into temporal correlations between general quantum
measurements. This allows us to present temporal phenomena analogous to
genuinely multipartite nonlocal phenomena, such as Greenberger-Horne-Zeilinger
correlations, which do not exist if only projective measurements on qubits are
considered. The map is applied to certain lattice systems in order to replace
one spatial dimension with a temporal one, without affecting measured
correlations. We use this map to show how repeated application of a
1d-cluster-gate leads to universal one-way quantum computing when supplemented

Non-classicality of temporal correlations
The results of space-like separated measurements are independent of distant
measurement settings, a property one might call two-way no-signalling. In
contrast, time-like separated measurements are only one-way no-signalling since
the past is independent of the future but not vice-versa. For this reason
temporal correlations that are formally identical to non-classical spatial
correlations can still be modelled classically. We define non-classical
temporal correlations as the ones which cannot be simulated by propagating in
time a classical information content of a quantum system. We first show that
temporal correlations between results of any projective quantum measurements on
a qubit can be simulated classically. Then we present a sequence of POVM
measurements on a single -level quantum system that cannot be explained by
propagating in time -level classical system and using classical computers

W obliczu wyzwań–kształtowanie nowej agendy w polityce imigracyjnej i azylowej Unii Europejskiej
Migration plays a central role in current global processes of economic, social and political
change. And it is a major challenge for the EU and the Member States. This paper presents some of
the changed policy environment in which the EU finds itself and focuses on the developing process
of a new European agenda for immigration and asylum policy. It analysis the current state of global
migration and its emerging trends and highlights some of the key shifts in the European policymaking
environment that the EU will face. A growing demand for European as opposed to national approaches
to immigration issues allows to increase the weight of the EU in world population terms
Między populizmem, niemieckim szowinizmem i austriackim patriotyzmem – Jörg Haider i FPÖ
Z wprowadzenia: "Udział skrajnie prawicowej Austriackiej Partii Wolnościowej (FPÖ) w gabinecie
koalicyjnym z Austriacką Partią Ludową (ÖVP) w lutym 2000 r. wstrząsnął
międzynarodową opinią publiczną. Dojście do władzy partii otwarcie lansującej
w swojej kampanii wyborczej eurosceptycyzm i wykorzystującej nastroje ksenofobiczne
w społeczeństwie austriackim, uruchomiło stanowczą reakcję państw
Unii Europejskiej, środowisk żydowskich, środków masowego przekazu, a także
austriackiej elity intelektualnej i przedstawicieli świata kultury i sztuki. Sankcjom
UE towarzyszyła analiza politycznej natury FPÖ i jej stosunku do unijnych
wartości, przedstawiona we wrześniu 2000 r. w raporcie tzw. Trzech Mędrców.
Sukces wyborczy tej partii łączony jest nierozerwalnie z przywództwem Jörga Haidera
(1986–2000), dwukrotnego premiera rządu krajowego Karyntii (1989–1999
i 1999–2008) i szefa utworzonego po rozłamie FPÖ w 2005 r. Sojuszu na rzecz
Przyszłości Austrii (BZÖ). Obie partie populistyczne odniosły znaczne zwycięstwo
w przedterminowych wyborach do Rady Narodowej w 2008 r. – FPÖ uzyskała
17,5%, a BZÖ 10,7% głosów, jednakże nie zostały one uwzględnione w przetargach
gabinetowych. 11 października 2008 r. charyzmatyczny polityk zginął w wypadku
samochodowym. W konsekwencji, z powodu osłabienia po śmierci Haidera silnie
spersonalizowanej prawicy austriackiej, przywódcy FPÖ i BZÖ zadecydowali o połączeniu
sił na wzór niemieckiej CDU/CSU."(...
Polityka współpracy rozwojowej Unii Europejskiej w dobie kryzysu zadłużenia strefy euro
This article is an attempt to show the factors which influence present policy of European
Union developing cooperation and the prospects of reinforcing the coordination of actions of the individual
membership countries on community level. The analysis include main phenomenon which
determine European discourse about development in comparison with global financial crisis. Moreover,
stages of the creation of cooperation of European policy for the development, and priorities
and concepts defining the boundaries of the policy from creation of the first communities till the
beginning of the second decade of 21th century were outlined. The author analyses challenge of the
activities of European Union for development through the prism of the dilemmas of relativization
of their aims in the context of policy of security and interests of membership countries. The analysis
also include: growing role of G20 as a forum of coordination of world economy, and of cooperation
for its development and an increase of its effectiveness in a debate about new Financial Prospect
for 2014–2020
Pomoc rozwojowa jako instrument polskiej polityki zagranicznej – Szanse i wyzwania
The article is concerned with the latest strategies of Polish development policy in the light
of shifting global economic and political power structures, when North-South relationships are fundamentally
changing, and so the conditions that frame European and polish development aid policy.
Key documents define Polish development aid activities as the important field of foreign policy.
The first part of the article analyses the determinants and experience of polish development cooperation. The second part examines the legal basis for development cooperation (Act on Development
cooperation approved on 16th of September 2011 by the Polish Parliament) and the medium term
vision for Poland’s development cooperation (Multiannual development cooperation programme
2012–2015, development cooperation plan for 2012 and 2013). The last part of the analysis characterizes
geographical and thematic areas of polish aid. The article presents strengths and weaknesses
of Poland’s official development assistance (ODA). The author intends to describe basic principles
of the organization of the Polish development policy under Development Cooperation Department
of the Ministry of Foreign Affairs and so their implementation
Austriacka polityka rozwojowa wobec globalnych wyzwań
This paper examines the institutional framework and nature of Austrian development cooperation. The focus is on the development policy discourse led by its main actors, the Federal Ministry for European and International Affairs (BMEIA) and the Austrian Development Agency (ADA). It presents Austrian aid from a regional/neighborhood and global perspective in relation to changing international conditions and global challenges, as the refugee crisis, the COVID-19 pandemic and the war in Ukraine.Artykuł poddaje analizie ramy instytucjonalne i charakter austriackiej współpracy na rzecz rozwoju. W centrum uwagi jest polityczno-rozwojowy dyskurs prowadzony przez jej głównych aktorów Federalne Ministerstwo Spraw Europejskich i Międzynarodowych (BMEIA) i Austriacką Agencję Rozwoju (ADA). Porównuje regionalny/sąsiedzki i globalny wymiar austriackiej ODA, w odniesieniu do zmieniających się międzynarodowych uwarunkowań i globalnych wyzwań, jak kryzys uchodźczy, pandemia COVID-19 czy wojna w Ukrainie
