Can Big Media do "Big Society"?: A Critical Case Study of Commercial, Convergent Hyperlocal News
The UK Government is committed to helping ânurture a new generation of local media companiesâ. Changes to local media ownership rules allowing companies to follow their customers from platform to platform are supposed to assist in this by encouraging economies of scale. This paper provides a timely case study examining a UK-based commercial local news network owned by Daily Mail & General Trust that leverages economies of scale: Northcliffe Mediaâs network of 154 Local People websites. The study evaluates the level of audience engagement with the Local People sites through a user survey, and by looking at the numbers of active users, their contributions and their connections with other users. Interviews with ten of the âcommunity publishersâ who oversee each site on the ground were conducted, along with a content survey. Although the study reveals a demand for community content, particularly of a practical nature, the results question the extent to which this type of âbig mediaâ local news website can succeed as a local social network, reinvigorate political engagement, or encourage citizen reporting. The Government hopes that communities, especially rural ones, will increasingly use the Internet to access local news and information, thereby supporting new, profitable local media companies, who will nurture a sense of local identity and hold locally-elected politicians to account. This case study highlights the difficulties inherent in achieving such outcomes, even using the Governmentâs preferred convergent, commercial model
On the role of galactic magnetic halo in the ultra high energy cosmic rays propagation
The study of propagation of Ultra High Energy Cosmic Rays (UHECR) is a key
step in order to unveil the secret of their origin. Up to now it was considered
only the influence of the galactic and the extragalactic magnetic fields. In
this article we focus our analysis on the influence of the magnetic field of
the galaxies standing between possible UHECR sources and us. Our main approach
is to start from the well known galaxy distribution up to 120 Mpc. We use the
most complete galaxy catalog: the LEDA catalog. Inside a sphere of 120 Mpc
around us, we extract 60130 galaxies with known position. In our simulations we
assign a Halo Dipole magnetic Field (HDF) to each galaxy. The code developed is
able to retro-propagate a charged particle from the arrival points of UHECR
data across our galaxies sample. We present simulations in case of Virgo
cluster and show that there is a non negligible deviation in the case of
protons of eV, even if the value is conservative. Then
special attention is devoted to the AGASA triplet where we find that NGC3998
and NGC3992 could be possible candidates as sources.Comment: Version accepted from ApJ, 5 figure
Excess mortality during heat waves in Ireland
Ireland is not known for having extreme high temperatures, with values above 30C uncommon. Ireland has significant excess winter mortality compared to summer. The objective of this study is to estimate the impact of nation-wide heat waves on the total, cardiovascular and respiratory relationship, for the period 1981â2003, to determine if there are any periods of excess summer mortality
Nurturing the young shoots of talent: Using action research for exploration and theory building
This is an Author's Accepted Manuscript of an article published in European Early Childhood Education Research Journal, 19(4), 433-450, 2011, copyright Taylor & Francis, available online at: http://www.tandfonline.com/10.1080/1350293X.2011.623515.This paper reports the outcomes of a set of action research projects carried out by teacher researchers in 14 local education authorities in England, working collaboratively with university tutors, over a period of three years. The common aim of all the projects was to explore practical ways of nurturing the gifts and talents of children aged fourâseven years. The project was funded by the Department of Education and Skills in England as part of the government's gifted and talented programme. The project teachers felt that their understanding of issues relating to nurturing the gifts and talents of younger children was enhanced through their engagement in the project. It was possible to map the findings of the projects to the English government's National Quality Standards for gifted and talented education which include: (1) identification; (2) effective provision in the classroom; (3) enabling curriculum entitlement and choice; (4) assessment for learning; (5) engaging with community, families and beyond. The findings are also analysed within the framework of good practice in educating children in the first years of schooling. Participating practitioners felt that action research offered them a suitable methodology to explore the complexity of the topic of giftedness through cycles of planning, action and reflection and personal theory building
Formation and annealing of dislocation loops induced by nitrogen implantation of ZnO
Although zinc oxide is a promising material for the fabrication of short
wavelength optoelectronic devices, p-type doping is a step that remains
challenging for the realization of diodes. Out of equilibrium methods such as
ion implantation are expected to dope ZnO successfully provided that the
non-radiative defects introduced by implantation can be annealed out. In this
study, ZnO substrates are implanted with nitrogen ions, and the extended
defects induced by implantation are studied by transmission electron microscopy
and X-ray diffraction (XRD), before and after annealing at 900^{\circ}C. Before
annealing, these defects are identified to be dislocation loops lying either in
basal planes in high N concentration regions, or in prismatic planes in low N
concentration regions, together with linear dislocations. An uniaxial
deformation of 0.4% along the c axis, caused by the predominant basal loops, is
measured by XRD in the implanted layer. After annealing, prismatic loops
disappear while the density of basal loops decreases and their diameter
increases. Moreover, dislocation loops disappear completely from the
sub-surface region. XRD measurements show a residual deformation of only 0.05%
in the implanted and annealed layer. The fact that basal loops are favoured
against prismatic ones at high N concentration or high temperature is
attributed to a lower stacking fault energy in these conditions. The
coalescence of loops and their disappearance in the sub-surface region are
ascribed to point defect diffusion. Finally, the electrical and optical
properties of nitrogen-implanted ZnO are correlated with the observed

Monte Carlo approach of the islanding of polycrystalline thin films
We computed by a Monte Carlo method derived from the Solid on Solid model,
the evolution of a polycrystalline thin film deposited on a substrate during
thermal treatment. Two types of substrates have been studied: a single
crystalline substrate with no defects and a single crystalline substrate with
defects. We obtain islands which are either flat (i.e. with a height which does
not overcome a given value) or grow in height like narrow towers. A good
agreement was found regarding the morphology of numerical nanoislands at
equilibrium, deduced from our model, and experimental nanoislands resulting
from the fragmentation of YSZ thin films after thermal treatment.Comment: 20 pages, 7 figure
Mesoscopic order and the dimentionality of long-range resonance energy transfer in supramolecular semiconductors
We present time-resolved photoluminescence measurements on two series of
oligo-p-phenylenevinylene materials that self-assemble into supramolecular
nanostructures with thermotropic reversibility in dodecane. One set of
derivatives form chiral, helical stacks while the second set form less
organised, frustrated stacks. Here we study the effects of supramolecular
organisation on the resonance energy transfer rates. We measure these rates in
nanoassemblies formed with mixed blends of oligomers and compare them with the
rates predicted by Foerster theory. Our results and analysis show that control
of supramolecular order in the nanometre lengthscale has a dominant effect on
the efficiency and dimentionality of resonance energy transfer.Comment: 17 Pages, 5 Figures, Submitted to J. Chem. Phy
Multilevel Contracts for Trusted Components
This article contributes to the design and the verification of trusted
components and services. The contracts are declined at several levels to cover
then different facets, such as component consistency, compatibility or
correctness. The article introduces multilevel contracts and a
design+verification process for handling and analysing these contracts in
component models. The approach is implemented with the COSTO platform that
supports the Kmelia component model. A case study illustrates the overall
