Truthful Multi-unit Procurements with Budgets
We study procurement games where each seller supplies multiple units of his
item, with a cost per unit known only to him. The buyer can purchase any number
of units from each seller, values different combinations of the items
differently, and has a budget for his total payment.
For a special class of procurement games, the {\em bounded knapsack} problem,
we show that no universally truthful budget-feasible mechanism can approximate
the optimal value of the buyer within , where is the total number of
units of all items available. We then construct a polynomial-time mechanism
that gives a -approximation for procurement games with {\em concave
additive valuations}, which include bounded knapsack as a special case. Our
mechanism is thus optimal up to a constant factor. Moreover, for the bounded
knapsack problem, given the well-known FPTAS, our results imply there is a
provable gap between the optimization domain and the mechanism design domain.
Finally, for procurement games with {\em sub-additive valuations}, we
construct a universally truthful budget-feasible mechanism that gives an
-approximation in polynomial time with a

A selected ion flow tube study of the ion-molecule reactions of monochloroethene, trichloroethene and tetrachloroethene
Data for the rate coefficients and product cations of the reactions of a large number of atomic and small molecular cations with monochloroethene, trichloroethene and tetrachloroethene in a selected ion flow tube at 298 K are reported. The recombination energy of the ions range from 6.27 eV (HO) through to 21.56 eV (Ne). Collisional rate coefficients are calculated by modified average dipole orientation theory and compared with experimental values. Thermochemistry and mass balance predict the most feasible neutral products. Together with previously reported results for the three isomers of dichloroethene (J. Phys. Chem. A., 2006, 110, 5760), the fragment ion branching ratios have been compared with those from threshold photoelectron photoion coincidence spectroscopy over the photon energy range 9-22 eV to determine the importance or otherwise of long-range charge transfer. For ions with recombination energy in excess of the ionisation energy of the chloroethene, charge transfer is energetically allowed. The similarity of the branching ratios from the two experiments suggest that long-range charge transfer is dominant. For ions with recombination energy less than the ionisation energy, charge transfer is not allowed; chemical reaction can only occur following formation of an ion-molecule complex, where steric effects are more significant. The products that are now formed and their percentage yield is a complex interplay between the number and position of the chlorine atoms with respect to the C=C bond, where inductive and conjugation effects can be important
Exact Results on the Space of Vacua of Four Dimensional SUSY Gauge Theories
We consider four dimensional quantum field theories which have a continuous
manifold of inequivalent exact ground states -- a moduli space of vacua.
Classically, the singular points on the moduli space are associated with extra
massless particles. Quantum mechanically these singularities can be smoothed
out. Alternatively, new massless states appear there. These may be the

Modelling trade offs between public and private conservation policies
To reduce global biodiversity loss, there is an urgent need to determine the
most efficient allocation of conservation resources. Recently, there has been a
growing trend for many governments to supplement public ownership and
management of reserves with incentive programs for conservation on private
land. At the same time, policies to promote conservation on private land are
rarely evaluated in terms of their ecological consequences. This raises
important questions, such as the extent to which private land conservation can
improve conservation outcomes, and how it should be mixed with more traditional
public land conservation. We address these questions, using a general framework
for modelling environmental policies and a case study examining the
conservation of endangered native grasslands to the west of Melbourne,
Australia. Specifically, we examine three policies that involve: i) spending
all resources on creating public conservation areas; ii) spending all resources
on an ongoing incentive program where private landholders are paid to manage
vegetation on their property with 5-year contracts; and iii) splitting
resources between these two approaches. The performance of each strategy is
quantified with a vegetation condition change model that predicts future
changes in grassland quality. Of the policies tested, no one policy was always
best and policy performance depended on the objectives of those enacting the
policy. This work demonstrates a general method for evaluating environmental
policies and highlights the utility of a model which combines ecological and

Investigation of shock waves in explosive blasts using fibre optic pressure sensors

Copyright @ IOP Publishing, 2006.We describe miniature all-optical pressure sensors, fabricated by wafer etching techniques, less than 1 mm(2) in overall cross-section with rise times in the mu s regime and pressure ranges typically 900 kPa (9 bar). Their performance is suitable for experimental studies of the pressure-time history for test models exposed to shocks initiated by an explosive charge. The small size and fast response of the sensors promises higher quality data than has been previously available from conventional electrical sensors, with potential improvements to numerical models of blast effects. Results from blast tests are presented in which up to six sensors were multiplexed, embedded within test models in a range of orientations relative to the shock front.Support from the UK Engineering&Physical

Absolute calibration of the intramolecular site preference of 15N fractionation in tropospheric N2O by FT-IR spectroscopy
Nitrous oxide (N2O) plays important roles in atmospheric chemistry both as a greenhouse gas and in stratospheric ozone depletion. Isotopic measurements of N2O have provided an invaluable insight into understanding its atmospheric sources and sinks. The preference for 15N fractionation between the central and terminal positions (the “site preference”) is particularly valuable because it depends principally on the processes involved in N2O production or consumption, rather than the 15N content of the substrate from which it is formed. Despite the value of measurements of the site preference, there is no internationally recognized standard reference material of accurately known and accepted site preference, and there has been some lack of agreement in published studies aimed at providing such a standard. Previous work has been based on isotope ratio mass spectrometry (IRMS); in this work we provide an absolute calibration for the intramolecular site preference of 15N fractionation of working standard gases used in our laboratory by a completely independent technique—high-resolution Fourier transform infrared (FT-IR) spectroscopy. By reference to this absolute calibration, we determine the site preference for 25 samples of tropospheric N2O collected under clean air conditions to be 19.8‰ ± 2.1‰. This result is in agreement with that based on the earlier absolute calibration of Toyoda and Yoshida (Toyoda, S. and Yoshida, N. Anal. Chem. 1999, 71, 4711−4718) who found an average tropospheric site preference of 18.7‰ ± 2.2‰. We now recommend an interlaboratory exchange of working standard N2O gases as the next step to providing an international reference standard
Do good health and material circumstances protect older people from the increased risk of death after bereavement?
This is an open access Article. Copyright @ 2012 The AuthorsAn increased risk of death in persons who have suffered spousal bereavement has been described in many populations. The impact of modifying factors, such as chronic disease and material circumstances, is less well understood. The authors followed 171,120 couples 60 years of age or older in a United Kingdom primary care database between 2005 and 2010 for an average of 4 years. A total of 26,646 (15.5%) couples experienced bereavement, with mean follow up after bereavement of 2 years. In a model adjusted for age, sex, comorbid conditions at baseline, material deprivation based on area of residence, season, and smoking status, the hazard ratio for mortality in the first year after bereavement was 1.25 (95% confidence interval: 1.18, 1.33). Further adjustment for changes in comorbid conditions throughout follow up did not alter the hazard ratio for bereavement (hazard ratio = 1.27, 95% confidence interval: 1.19, 1.35). The association was strongest in individuals with no significant chronic comorbid conditions throughout follow up (hazard ratio = 1.50, 95% confidence interval: 1.28, 1.77) and in more affluent couples (P = 0.035). In the first year after bereavement, the association between bereavement and death is not primarily mediated through worsening or new onset of chronic disease. Flight Lieutenant Peach's observations on Burning Feet Syndrome in Far Eastern Prisoners of War 1942-45.
Introduction: ‘Burning Feet Syndrome’ affected up to one third of Far Eastern Prisoners of War in World War 2. Recently discovered medical records, produced by RAF Medical Officer Nowell Peach whilst in captivity, are the first to detail neurological examinations of patients with this condition.
Methods: The 54 sets of case notes produced at the time were analysed using modern diagnostic criteria to determine if the syndrome can be retrospectively classed as neuropathic pain.
Results: With a history of severe malnutrition raising the possibility of a peripheral polyneuropathy, and a neuroanatomically plausible pain distribution, this analysis showed that Burning Feet Syndrome can now be described as a ‘possible’ neuropathic pain syndrome.
Conclusion: After 70 years, the data painstakingly gathered under the worst of circumstances have proved to be of interest and value in modern diagnostics of neuropathic pain
Young people, inequality and violence during the COVID-19 lockdown in Uganda
This working paper reports findings from a qualitative study on how response measures during the early stages of the COVID-19 pandemic in Uganda have affected the lives of adolescent young people. The study was conducted as part of a broader research project: Contexts of Violence in Adolescence Cohort Study (CoVAC), with data collected through mobile phone interviews in May-June 2020 with 18 girls and 16 boys (mainly aged 16-19 years) who have been participants in our longitudinal study. The data are contextualized within longitudinal biographical narratives of these young people that have been developed since 2018 and which helped us to illuminate the significance of the crisis in their everyday lives. The analysis shows how effects on young people of the lockdown varied according to gender, location, mobility and socio-economic background, amplifying inequalities and creating the conditions for multiple forms of violence
Minimizing energy below the glass thresholds
Focusing on the optimization version of the random K-satisfiability problem,
the MAX-K-SAT problem, we study the performance of the finite energy version of
the Survey Propagation (SP) algorithm. We show that a simple (linear time)
backtrack decimation strategy is sufficient to reach configurations well below
the lower bound for the dynamic threshold energy and very close to the analytic
prediction for the optimal ground states. A comparative numerical study on one
