    Intertwined strands for ecology in planetary health

    Ecology is both blessed and burdened by romanticism, with a legacy that is multi-edged for health. The prefix ‘eco-’ can carry a cultural and political (subversive) baggage, associated with motivating environmental activism. Ecology is also practiced as a technical ‘science’, with quantitative and deterministic leanings and a biophysical emphasis. A challenge for planetary health is to avoid lapsing into, or rejecting, either position. A related opportunity is to adopt ecological thought that offers a rich entrance to understanding living systems: a relationality of connectedness, interdependence, and reciprocity to understand health in a complex and uncertain world. Planetary health offers a global scale framing; we regard its potential as equivalent to the degree to which it can embrace, at its core, ecological thought, and develop its own political narrative

    Water, ecology and health: ecosystems as settings for promoting health and sustainability

    SUMMARY Despite the proposed ecological and systems-based perspectives of the settings-based approach to health promotion, most initiatives have tended to overlook the fundamental nature of ecosystems. This paper responds to this oversight by proposing an explicit re-integration of ecosystems within the healthy settings approach. We make this case by focusing on water as an integrating unit of analysis. Water, on which all life depends, is not only an integral consideration for the existing healthy settings (schools, hospitals, workplaces) but also highlights the ecosystem context of health and sustainability. A focus on catchments (also know as watersheds and river basins) exemplifies the scaled and upstream/downstream nature of ecosystems and draws into sharp focus the cross-sectoral and transdisciplinary context of the social and environmental determinants of health. We position this work in relation to the converging agendas of health promotion and ecosystem management at the local, regional and global scales-and draw on evidence from international initiatives as diverse as the WHO Commission on Social Determinants of Health, and the Millennium Ecosystem Assessment. Using water as a vehicle for understanding the systemic context for human wellbeing, health promotion and disease prevention draws inevitable attention to key challenges of scale, intersectoral governance and the complementary themes of promoting resilience and preventing vulnerability. We conclude by highlighting the importance of building individual and institutional capacity for this kind of integration-equipping a new generation of researchers, practitioners and decisionmakers to be conversant with the language of ecosystems, capable of systemic thought and focused on settings that can promote both health and sustainability

    Political economics, collective action and wicked socio-ecological problems: A practice story from the field

    Empowering integrative, sustainable and equitable approaches to wicked socio-ecological problems requires multiple disciplines and ways of knowing. Following calls for greater attention to political economics in this transdisciplinary work, we offer a practitioner perspective on political economy and collective action and their influences on our community engagement practice and public policy. Our perspective is grounded in a pervasive wicked problem in Australia, invasive rabbits, and the emergence of the Victorian Rabbit Action Network. The network grew out of a publically funded research project to support community-led action in rabbit management. Victorian residents and workers affected by rabbits – public and private land managers, scientists, government officers and others – were invited to engage in a participatory planning process to generate sustainable strategies to address the rabbit problem. Each stage in the process, which involved interviews, a workshop and consultations, was designed to nurture the critical enquiry, listening and learning skills of participants, advance understandings of the problem from multiple perspectives, generate collective options to guide decision-making, and encourage community-led collective action. We reflect on our understanding of these processes using the language and lens of political economics and, in particular, the context of democratic professionalism. In so doing, we define terms and refer to information resources that have enabled us to bring a practical working knowledge of political economics to our professional practice. Our intent is to motivate academics, community members, government officials, and scientists alike, to draw on their knowledge and field experiences and to share practice stories through the lens of political economics and collective action. This is an opportunity to engage each other in small ‘p’ politics of how we understand and act on wicked problems, to negotiate and connect across disciplines, practical experiences and human difference, so that people may work more creatively and effectively together to address the challenging issues of our time. &nbsp

    All Hands on Deck: Transdisciplinary Approaches to Emerging Infectious Disease

    The increasing burden of emerging infectious diseases worldwide confronts us with numerous challenges, including the imperative to design research and responses that are commensurate to understanding the complex social and ecological contexts in which infectious diseases occur. A diverse group of scientists met in Hawaii in March 2005 to discuss the linked social and ecological contexts in which infectious diseases emerge. A subset of the meeting was a group that focused on ‘‘transdisciplinary approaches’’ to integrating knowledge across and beyond academic disciplines in order to improve prevention and control of emerging infections. This article is based on the discussions of that group. Here, we outline the epidemiological legacy that has dominated infectious disease research and control up until now, and introduce the role of new, transdisciplinary and systems-based approaches to emerging infectious diseases.Wedescribe four cases of transboundary health issues and use them to discuss the potential benefits, as well as the inherent difficulties, in understanding the social–ecological contexts in which infectious diseases occur and of using transdisciplinary approaches to deal with them

    Ecosystem approaches to health and knowledge-to-action: towards a political ecology of applied health-environment knowledge

    Abstract Political ecology pushes back against the apolitical and ahistorical ecologies frequently found in mainstream scientific accounts of nature and the environment, and has increasingly focused on how scientific knowledge is 'socially constructed.' In this article, we argue for political ecological engagement with the highly influential knowledge-to-action (KTA) movement in science about health and the environment. We introduce KTA using results of a survey conducted under the auspices of a Canada-Latin America-Caribbean 'ecosystem approaches to health' (ecohealth) collaboration, and then narrow our focus to a single illustrative ecohealth project, dealing with the health impacts of small-scale gold mining in southwestern Ecuador. We employ an ecology of knowledge framework for integrating insights from science and technology studies,illustrating the interacting actors, material artifacts, institutions and discourses involved in not only the generation but also the application of health-environment science. The origins of ecohealth research in the Americas reflect interacting epistemological and political factors, as sophisticated, complex systemic analyses of health-environment interactions occurred amidst increasing neoliberalization of knowledge production. Simultaneously, corporate actors such as large mining companies influenced both the distribution of healthdamaging environmental conditions in the Americas, and the ways in which they were studied. This analysis motivates our advocacy of specifically political ecologies of health-environment knowledge, in which inequitable power dynamics and non-human actors are foregrounded in studies of the social production and application of science. The political ecology of knowledge framework that we envision would allow for simultaneous consideration of how societal contexts influence scientific knowledge production, and how the resulting knowledge can be better applied to protect the health of communities facing environmental injustice.     Addressing the environmental, community and health impacts of resource development: Challenges across scales, sectors and sites

    Work that addresses the cumulative impacts of resource extraction on environment, community, and health is necessarily large in scope. This paper presents experiences from initiating research at this intersection and explores implications for the ambitious, integrative agenda of planetary health. The purpose is to outline origins, design features, and preliminary insights from our intersectoral and international project, based in Canada and titled the “Environment, Community, Health Observatory” (ECHO) Network. With a clear emphasis on rural, remote, and Indigenous communities, environments, and health, the ECHO Network is designed to answer the question: How can an Environment, Community, Health Observatory Network support the integrative tools and processes required to improve understanding and response to the cumulative health impacts of resource development? The Network is informed by four regional cases across Canada where we employ a framework and an approach grounded in observation, “taking notice for action”, and collective learning. Sharing insights from the foundational phase of this five-year project, we reflect on the hidden and obvious challenges of working across scales, sectors, and sites, and the overlap of generative and uncomfortable entanglements associated with health and resource development. Yet, although intersectoral work addressing the cumulative impacts of resource extraction presents uncertainty and unresolved tensions, ultimately we argue that it is worth staying with the trouble

    On a Clique-Based Integer Programming Formulation of Vertex Colouring with Applications in Course Timetabling

    Vertex colouring is a well-known problem in combinatorial optimisation, whose alternative integer programming formulations have recently attracted considerable attention. This paper briefly surveys seven known formulations of vertex colouring and introduces a formulation of vertex colouring using a suitable clique partition of the graph. This formulation is applicable in timetabling applications, where such a clique partition of the conflict graph is given implicitly. In contrast with some alternatives, the presented formulation can also be easily extended to accommodate complex performance indicators (``soft constraints'') imposed in a number of real-life course timetabling applications. Its performance depends on the quality of the clique partition, but encouraging empirical results for the Udine Course Timetabling problem are reported
