    The impedance of anodic processes on passive NiSi-electrode in sulfuric fluoride containing electrolyte

    The mechanism and kinetics of anodic oxidation of the Ni-Si electrode in solutions of 0.5 M H2SO4 + (0,005 – 0,05)M NaF in the passive state were investigated by methods of polarization and impedance measurements. The impedance spectra are interpreted on the assumption about the formation of the bilayer oxide film on the surface of the silicide nickel, the outer layer which has a porous structure. The growth of the porous layer with the increase of the electrode potential in the investigated solutions is linearly (constant anodizing is 2.2 nm/V). The increase in NaF concentration leads to a decrease in the thickness of the porous layer. The growth of the barrier layer of the oxide film was described in the framework of the model of point defects. The diffusion coefficient of oxygen vacancies inside the barrier layer of the film is 8.5 · 10–16 cm2/s and varies weakly with the potential and the content of sodium fluoride in solution. Microscopic and profilometric studies show the development of the surface of the NiSi electrode during anodic etching.The work is executed at financial support of RFBR under research project No. 14-03-31016

    Human capital as a base for regional development : a case study

    Purpose: The main aim of this article is to consider the main trends observed in the labor market in the regional agricultural sector. Design/Methodology/Approach: The study uses the statistical method, the method of analogy and comparison, as well as the positive and normative approach. Findings: The study indicated that in the agricultural sector there are several problems associated with the formation of human resources. This is evidenced by the presence of negative trends that have been observed over the past 20 years. The main problems are the low educational level of workers, aging professional staff, and a reduction in the number of employees in all positions. Practical implications: The socio-economic problems considered in the article indicate the urgent need to develop a mechanism of state support for agricultural workers. Originality/Value: The authors define the concept of human capital and reveal the essence of the factors influencing its formation, revealing them from the perspective of the socio-economic development of the region.peer-reviewe

    О разложении наркотического средства α-пирролидиновалерофенона в насвае

    The article provides information on the decomposition of the narcotic α-pyrrolidinovalerophenone (α-PVP) in nasway and the results of the study of the decomposition rate for the drug in an alkaline environment. It is shown that in a week, the content of α-PVP in nasway reduces by almost two times, and in 1,5–2 months, it is not found in the sample. Similar results were acquired for aqueous alkaline solutions of α-PVP.The information obtained can be useful for experts specializing in “research of narcotics, psychotropic substances and their precursors, potent and poisonous substances” when conducting examinations and research.Приведена информация о разложении наркотического средства α-пирролидиновалерофенона (α-PVP) в насвае, представлены результаты исследования скорости разложения данного наркотического средства в щелочной среде. Показано, что через неделю содержание α-PVP в насвае уменьшается почти в два раза, а через 1,5–2 месяца в образце насвая α-PVP не обнаруживается. Аналогичные результаты были получены для водных щелочных растворов α-PVP.Полученная информация может быть полезна экспертам специализации «исследование наркотических средств, психотропных веществ и их прекурсоров, сильнодействующих и ядовитых веществ» при производстве экспертиз и исследований

    ASTRA (ASTrometric and phase-Referencing Astronomy) is an upgrade to the existing Keck Interferometer which aims at providing new self-phase referencing (high spectral resolution observation of YSOs), dual-field phase referencing (sensitive AGN observations), and astrometric (known exoplanetary systems characterization and galactic center general relativity in strong field regime) capabilities.     Statistical analysis of the use an internal capital adequacy assessment procedure in the monitoring of banks stability

    To increase the stability of the banking system, it is necessary to use effective systems of risk management and monitoring of banks. One of these systems is the internal procedure for capital adequacy assessment (IPCAA). The purpose of this study is to assess, using a statistical analysis, the impact of the IPCAA procedure on changes in the value of banks' capital adequacy ratios. Some results of monitoring data are presented on risk-weighted assets, level 1 and 2 capitals, and capital adequacy ratios (CAR) for two foreign (2008 - 2018) and three Russian banks (2014 - 2018). The study showed the direct effect of increasing the risk-weighted assets on the level of capital adequacy (CAR). The results obtained allow concluding that there is a direct significant connection between the IPCAA procedure use and the stability of banks. This procedure provides a comprehensive assessment of the overall capital adequacy of banks, taking into account the existing risks in order to maintain an adequate and stable forecast level of capital. The study also revealed the needs of banks in creating adequate structures to ensure proper management of financial and operational risks, which will simplify the IPCAA process and ensure more effective capital planning and decision-making to provide the stability of both individual banks and the entire banking system. © 2020 American Institute of Physics Inc..     This paper focuses on the customer orientation and considers an evolution of this notion, its modern interpretation, and conceptual model of customer-centric business approach. The main goal is to identify and classify the attributes of customer-centric approach. The subject of our study is a customer-centric approach, and the objects are attributes of this approach. As a research method, we use a meta-analysis of academic papers addressing customer orientation and related concepts. The model developed contains a combination of three types of customer centricity attributes and metrics of business performance of customercentric companies. This model forms the basis for further study of customer-centric approach peculiarities in different industries, and for the evaluation of the impact of customer-centricity level on business performance.Статья посвящена изучению клиентоориентированности и включает рассмотрение эволюции этого понятия, его современного понимания, а также построение концептуальной модели клиентоориентированного подхода к бизнесу. Целью данного исследования является выявление и классификация признаков такого подхода. Предметом выступает клиентоориентированный подход к бизнесу, а объектом - признаки клиентоориентированности. В качестве метода исследования использован метаанализ академических работ по репрезентативной выборке академических публикаций, посвященных клиентоориентированности и смежным понятиям. Разработанная модель клиентоориентированного подхода к бизнесу содержит три блока признаков клиентоориентированности и показатели результативности клиентоориентированных компаний. Представленная модель формирует основу для дальнейшего изучения специфики этого подхода, присущего компаниям из разных отраслей, а также для оценки влияния уровня клиентоориентированности на результативность бизнеса

    Management of MDR-TB in HIV co-infected patients in Eastern Europe: Results from the TB:HIV study

    Objectives Mortality among HIV patients with tuberculosis (TB) remains high in Eastern Europe (EE), but details of TB and HIV management remain scarce. Methods In this prospective study, we describe the TB treatment regimens of patients with multi-drug resistant (MDR) TB and use of antiretroviral therapy (ART). Results A total of 105 HIV-positive patients had MDR-TB (including 33 with extensive drug resistance) and 130 pan-susceptible TB. Adequate initial TB treatment was provided for 8% of patients with MDR-TB compared with 80% of those with pan-susceptible TB. By twelve months, an estimated 57.3% (95%CI 41.5\u201374.1) of MDR-TB patients had started adequate treatment. While 67% received ART, HIV-RNA suppression was demonstrated in only 23%. Conclusions Our results show that internationally recommended MDR-TB treatment regimens were infrequently used and that ART use and viral suppression was well below the target of 90%, reflecting the challenging patient population and the environment in which health care is provided. Urgent improvement of management of patients with TB/HIV in EE, in particular for those with MDR-TB, is needed and includes widespread access to rapid TB diagnostics, better access to and use of second-line TB drugs, timely ART initiation with viral load monitoring, and integration of TB/HIV care
