    Measuring urban governance using governance and legislation index: a case study of Kuala Lumpur, Malaysia

    It was recognized that good governance is important to achieve the equitable and sustainable development which secure the common future. This is because active, effective and fair governance helps promotes the business development by putting in place integrated policymaking capacity and ensuring stable and secure societies towards sustainable development. Seeing this, hundreds of governance-indicator datasets have emerged. Stakeholders have relied heavily on these data in making cross-border decisions. Nevertheless, it is argued that most of these data are perception-based indicators; therefore, the decision made is bias and incorrect. On this ground, this paper attempts to identify and explain the quality of governance for the Kuala Lumpur city using an objective data-driven index, the City Prosperity Index (CPI). This paper employed content analysis of secondary data and literature, relying on statistical data from Kuala Lumpur City Hall, Election Commission of Malaysia and The World Bank. Results have shown that governance in Kuala Lumpur is a moderate solid factor (65.0) in contributing to the city’s prosperity. Comparing to other cities, Kuala Lumpur ranked 20 out of 47 selected cities. There is still plenty of room Kuala Lumpur to improve its governance to remain competitive and sustainable. In conclusion, objective data is good as data produced will not be bias. Nevertheless, it should not be generalized to reflect the overall quality of governance. This is because there are many other governance related variables can only be obtained via perception-based data. It is recommended that the GLI measured in this paper should be use together with other subjective data to give a most complete coverage of the overall quality of governance of a city

This study provides information on how various determinants of fear of COVID-19 affect the voting behavior of young adult Filipinos. This study utilized a survey consisting of five sections composed of sociodemographic questionnaire, Multidimensional Scale of Perceived Social Support, Core Dimensions of Spirituality Questionnaire, Fear of COVID-19 Scale and a question about political participation. The results showed that individuals with a higher level of social support and higher level of spirituality were more likely to conform to the political ideals of their respective environments (i.e. family & religious institutions) and were more likely to participate in the elections, along with individuals with higher levels of fea

    Myeloid deletion of nemo causes osteopetrosis in mice owing to upregulation of transcriptional repressors

    The transcription factor NF-κB is central to numerous physiologic processes including bone development, and its activation is controlled by IKKγ (also called NEMO), the regulatory subunit of IKK complex. NEMO is X-linked, and mutations in this gene result in Incontinentia Pigmenti in human hemizygous females. In mice, global deficiency causes embryonic lethality. In addition, certain point mutations in the NEMO (IKBKG) human gene manifest skeletal defects implicating NEMO in the regulation of bone homeostasis. To specifically investigate such role, we conditionally deleted Nemo from osteoclast and myeloid progenitors. Morphometric, histologic, and molecular analyses demonstrate that myeloid NEMO deletion causes osteopetrosis in mice. Mechanistically, NEMO deficiency hampered activation of IKK complex in osteoclast precursors, causing arrest of osteoclastogenesis and apoptosis. Interestingly, inhibiting apoptosis by genetic ablation of TNFr1 significantly increased cell survival, but failed to rescue osteoclastogenesis or reverse osteopetrosis. Based on this observation, we analyzed the expression of different regulators of osteoclastogenesis and discovered that NEMO deletion leads to increased RBPJ expression, resulting in a decrease of Blimp1 expression. Consequently, expression of IRF8 and Bcl6 which are targets of Blimp1 and potent osteoclastogenic transcriptional repressors, is increased. Thus, NEMO governs survival and osteoclast differentiation programs through serial regulation of multiple transcription factors

    Characteristics of Harmful Text: Towards Rigorous Benchmarking of Language Models

    Large language models produce human-like text that drive a growing number of applications. However, recent literature and, increasingly, real world observations, have demonstrated that these models can generate language that is toxic, biased, untruthful or otherwise harmful. Though work to evaluate language model harms is under way, translating foresight about which harms may arise into rigorous benchmarks is not straightforward. To facilitate this translation, we outline six ways of characterizing harmful text which merit explicit consideration when designing new benchmarks. We then use these characteristics as a lens to identify trends and gaps in existing benchmarks. Finally, we apply them in a case study of the Perspective API, a toxicity classifier that is widely used in harm benchmarks.     Entropy bounds in terms of the w parameter

    In a pair of recent articles [PRL 105 (2010) 041302 - arXiv:1005.1132; JHEP 1103 (2011) 056 - arXiv:1012.2867] two of the current authors have developed an entropy bound for equilibrium uncollapsed matter using only classical general relativity, basic thermodynamics, and the Unruh effect. An odd feature of that bound, S <= A/2, was that the proportionality constant, 1/2, was weaker than that expected from black hole thermodynamics, 1/4. In the current article we strengthen the previous results by obtaining a bound involving the (suitably averaged) w parameter. Simple causality arguments restrict this averaged parameter to be <= 1. When equality holds, the entropy bound saturates at the value expected based on black hole thermodynamics. We also add some clarifying comments regarding the (net) positivity of the chemical potential. Overall, we find that even in the absence of any black hole region, we can nevertheless get arbitrarily close to the Bekenstein entropy.Comment: V1: 14 pages. V2: One reference added.     Human Ageing Genomic Resources:updates on key databases in ageing research

    Ageing is a complex and multifactorial process. For two decades, the Human Ageing Genomic Resources (HAGR) have aided researchers in the study of various aspects of ageing and its manipulation. Here, we present the key features and recent enhancements of these resources, focusing on its six main databases. One database, GenAge, focuses on genes related to ageing, featuring 307 genes linked to human ageing and 2205 genes associated with longevity and ageing in model organisms. AnAge focuses on ageing, longevity, and life-history across animal species, containing data on 4645 species. DrugAge includes information about 1097 longevity drugs and compounds in model organisms such as mice, rats, flies, worms and yeast. GenDR provides a list of 214 genes associated with the life-extending benefits of dietary restriction in model organisms. CellAge contains a catalogue of 866 genes associated with cellular senescence. The LongevityMap serves as a repository for genetic variants associated with human longevity, encompassing 3144 variants pertaining to 884 genes. Additionally, HAGR provides various tools as well as gene expression signatures of ageing, dietary restriction, and replicative senescence based on meta-analyses. Our databases are integrated, regularly updated, and manually curated by experts. HAGR is freely available online (https://genomics.senescence.info/).</p

    Association between Malnutrition and 28-Day Mortality and Intensive Care Length-of-Stay in the Critically ill: A Prospective Cohort Study

We aimed to examine the aforementioned associations by conducting a prospective cohort study in an ICU of a Singapore tertiary hospital. Between August 2015 and October 2016, all adult patients with ≥ 24 h of ICU-LOS were included. The 7-point Subjective Global Assessment (7-point SGA) was used to determine patients’ nutritional status within 48 h of ICU admission. Multivariable regressions were conducted in two ways: (1) presence versus absence of malnutrition, and (2) dose-dependent association for each 1-point decrease in the 7-point SGA. There were 439 patients of which 28.0% were malnourished, and the 28-day mortality rate was 28.0%. Malnutrition was associated with an increased risk of 28-day mortality (adjusted Relative Risk 1.33 (95% Confidence Interval: 1.05–1.69)), and this risk increased with a greater degree of malnutrition (adjusted Relative Risk 1.08 (95% Confidence Interval: 1.00–1.16) for each 1-point decrease in the 7-point SGA). No significant association was found between malnutrition and ICU-LOS. The results of this study indicated a clear association between malnutrition and higher 28-day mortality in critically ill patients. The association between malnutrition and ICU-LOS could not be replicated and hence requires further evaluation. View Full-Tex
