Dit rapport is een introductiepaper van het International Small Business Congress 2002, dat gehouden zal worden in Amsterdam van 27 tot en met 30 oktober 2002. Aangezien de euro op 1 januari 2002 geïntroduceerd wordt, zal speciale aandacht worden besteed aan de economische integratie in Europa en de gevolgen daarvan voor het kleinbedrijf.
Tetraquark resonances computed with static lattice QCD potentials and scattering theory
We study tetraquark resonances with lattice QCD potentials computed for two
static quarks and two dynamical quarks, the Born-Oppenheimer approximation and
the emergent wave method of scattering theory. As a proof of concept we focus
on systems with isospin , but consider different relative angular
momenta of the heavy quarks. We compute the phase shifts and search for
\mbox{S} and \mbox{T} matrix poles in the second Riemann sheet. We predict
a new tetraquark resonance for , decaying into two mesons, with
quantum numbers , mass

Theoretical perspective on rebound effects from a social science point of view: Working paper to prepare empirical psychological and sociological studies in the REBOUND project
The replacement of appliances and other energy using products by more efficient ones is generally regarded as an effective strategy to reduce energy demand. However, the savings realized by this strategy may be lower than those theoretically expected or calculated from a technological point of view due to changes of behaviour following the acquisition. This phenomenon is known as the rebound effect. While scientists generally agree on the existence of rebound effects, size, relevance and explanations of such effects are controversially discussed. This paper discusses concepts to explain rebound effects from a psychological as well as sociological point of view. In particular, an approach which combines variables from psychological action theories with the sociological life-style concept is suggested as a framework for studying determinants of rebound effects. --
A portable laser system for high precision atom interferometry experiments
We present a modular rack-mounted laser system for the cooling and
manipulation of neutral rubidium atoms which has been developed for a portable
gravimeter based on atom interferometry that will be capable of performing high
precision gravity measurements directly at sites of geophysical interest. This
laser system is constructed in a compact and mobile design so that it can be
transported to different locations, yet it still offers improvements over many
conventional laboratory-based laser systems. Our system is contained in a
standard 19" rack and emits light at five different frequencies simultaneously
on up to 12 fibre ports at a total output power of 800 mW. These frequencies
can be changed and switched between ports in less than a microsecond. The setup
includes two phase-locked diode lasers with a phase noise spectral density of
less than 1 \mu rad/sqrt(Hz) in the frequency range in which our gravimeter is
most sensitive to noise. We characterize this laser system and evaluate the

Rebound-Effekte aus sozialwissenschaftlicher Perspektive: Ergebnisse aus Fokusgruppen im Rahmen des REBOUND-Projektes
Die Verbesserung der Energieeffizienz von Produkten und Dienstleistungen wird allgemein als effektive Strategie angesehen, um den heutigen Energieverbrauch zu reduzieren und energie- und klimapolitische Ziele zu erreichen. Die tatsächliche Reduktion des Energieverbrauches kann jedoch aufgrund von Verhaltensänderungen bei der Nutzung bzw. Nachfrage energieeffizienter Produkte und Dienstleistungen geringer ausfallen, als erwartet. Solche Verhaltensänderungen werden als Rebound-Effekte bezeichnet. Aus ökonomischer Sicht werden sie durch Änderungen der Nutzungskosten bzw. der Preise von Produkten und Energieträgern erklärt. Psychologische und soziologische Faktoren, welche individuelles Verhalten beeinflussen, wurden bislang nicht als Ursachen für Rebound-Effekte untersucht. Dieses Arbeitspapier untersucht daher anhand einer explorativen Fokusgruppenstudie psychologische und soziologische Einflussfaktoren von Rebound-Effekten. Dabei wird ein heuristisches soziologisch-psychologisches Rahmenmodell zugrunde gelegt, welches theoretische psychologische Einflussfaktoren mit einem soziologischen Lebensstilansatz kombiniert. Die Fokusgruppen wurden mit Personen durchgeführt, welche Energieeffizienzverbesserungen im Bereich Wohnen (Heizen, Haushaltsgeräte, Beleuchtung) oder im Bereich Mobilität getätigt hatten. Im Rahmen der Gruppendiskussionen wurden Veränderungen des Nutzungs- bzw. Nachfrageverhaltens infolge der getätigten Energieeffizienzverbesserungen erörtert und Einflussfaktoren diskutiert. Insgesamt weisen die Ergebnisse darauf hin, dass Verhaltensänderungen in Folge von Energieeffizienzverbesserungen in unterschiedlichem Maße und mit unterschiedlicher Konsequenz für den Energieverbrauch auftreten. Auf der einen Seite ergeben sich in den Diskussionen bei einer Reihe von Teilnehmern Hinweise auf eine vermehrte Nachfrage bzw. Nutzung von Produkten oder Dienstleistungen nach einer Energieeffizienzverbesserung im Sinne von Rebound-Effekten. Dies ist insbesondere im Bereich Mobilität allgemein sowie im Bereich Wohnen insbesondere für das Thema Beleuchtung der Fall. Auf der anderen Seite gibt es zahlreiche Hinweise, dass Verhaltensänderungen unter bestimmten Umständen auch ausbleiben und sich sogar gegenteilige Effekte ergeben können. Die Diskussionen zeigen, dass für die jeweiligen Effekte verschiedene Faktoren eine Rolle spielen. Dazu gehören die Motive bei der Anschaffung und Nutzung effizienter Technologien, die tatsächlichen bzw. wahrgenommenen Einsparungen, persönliche und soziale Normen, das Problembewusstsein und die wahrgenommene Wirksamkeit energiesparender Verhaltensweisen, Überzeugungen zum optimalen Umgang mit effizienten Technologien und nicht zuletzt das Ausmaß der bereits erzielten Befriedigung relevanter Bedürfnisse. Die Ergebnisse liefern Hinweise für weitere Studien und ermöglichen erste Schlussfolgerungen zur Eindämmung von Rebound-Effekten
Assisted Teleoperation in Changing Environments with a Mixture of Virtual Guides
Haptic guidance is a powerful technique to combine the strengths of humans
and autonomous systems for teleoperation. The autonomous system can provide
haptic cues to enable the operator to perform precise movements; the operator
can interfere with the plan of the autonomous system leveraging his/her
superior cognitive capabilities. However, providing haptic cues such that the
individual strengths are not impaired is challenging because low forces provide
little guidance, whereas strong forces can hinder the operator in realizing
his/her plan. Based on variational inference, we learn a Gaussian mixture model
(GMM) over trajectories to accomplish a given task. The learned GMM is used to
construct a potential field which determines the haptic cues. The potential
field smoothly changes during teleoperation based on our updated belief over
the plans and their respective phases. Furthermore, new plans are learned
online when the operator does not follow any of the proposed plans, or after
changes in the environment. User studies confirm that our framework helps users
perform teleoperation tasks more accurately than without haptic cues and, in
some cases, faster. Moreover, we demonstrate the use of our framework to help a
subject teleoperate a 7 DoF manipulator in a pick-and-place task.Comment: 19 pages, 9 figure
ENGINEERING KNOWLEDGE-INTENSE, PERSONORIENTED SERVICES – A STATE OF THE ART ANALYSIS
This paper provides a state-of-the-art analysis of service engineering (SE) approaches for knowledgeintense person-oriented (KIPO) services, focussing on IT-enabled provision of such services. Key attributes are derived that distinguish KIPOs from other services. These attributes are integrated in a framework with regard to their applicability on KIPOs development and used for a systematic literature review. KIPOs are of high economic relevance, yet they are laggards in terms of realization of IT potentials. As the most value-creating activities in service provision are bound to persons or personal knowledge, KIPOs design is complicated. The analysis reveals several gaps in SE research. In particular, identified shortcomings of existent approaches are an insufficient level of detail, i.e. no concrete actions or methods for deployment are described, a lack of practical corroboration as well as insufficient IT support. Further, current approaches are not sufficiently equipped to handle the interplay between people-bound activities and technical components. This paper contributes to IS research by clearly identifying these gaps in SE methods. It further provides researchers with ideas for future research activities and guides practitioners in selecting methods that serve as candidates to be integrated into KIPOs development in order to leverage IT potentials more systematically and efficiently
