Humans, robots and values
The issue of machines replacing humans dates back to
the dawn of industrialisation. In this paper we examine what is
fundamental in the distinction between human and
robotic work by reflecting on the work of the classical political economists and engineers. We examine the
relationship between the ideas of machine work and
human work on the part of Marx and Watt as well as their role
in the creation of economic value. We examine the
extent to which artificial power sources could feasibly
substitute for human effort in their arguments.
We go on to examine the differing views of Smith and
Marx with respect to the economic effort contributed
by animals and consider whether the philosophical
distinction made between human and non-human work
can be sustained in the light of modern biological
research. We emphasise the non-universal
character of animal work before going on to discuss
the ideas of universal machines in Capek and Turing giving as a counter example a cloth-folding
robot being developed in our School.
We then return to Watt and discuss the development
of thermodynamics and information theory. We show
how recent research has led to a unification not
only of these fields but also a unitary understanding
of the labour process and the value-creation process.
We look at the implications of general robotisation for profitability and the future
of capitalism. For this we draw on the work of
von Neumann not only on computers but also in
economics to point to the {\em real} threat posed
by robots
Research to support sustainable groundwater development and governance in Laos
Lao PDR (Laos) is a landlocked country of around seven million people situated in the heart of the Mekong region (Fig. 1). Listed amongst the 47 UN-designated Least Developed Countries, its level of socioeconomic development is comparable to that of neighboring Myanmar and Cambodia but significantly lower than China, Thailand and Vietnam. Subsistence farming is the primary means of food security and income for nearly 80% of all households. Poorly developed, water-rich countries such as Laos have historically paid most attention to surface water resources, with limited consideration to groundwater.
The attention to groundwater in Laos received a much-needed boost through a four year research project (2012-2016) funded by the Australian Centre for International Agricultural Research (ACIAR) and the CGIAR Research Program on Water, Land and Ecosystems (WLE). The project, âEnhancing the Resilience and Productivity of Rainfed Dominated Systems in Lao PDR through Sustainable Groundwater Useâ, was the first multi-disciplinary research effort focused on groundwater issues in the country. With the project completed (ACIAR 2016), this article examines its contributions in the areas of science, policy and capacity development and highlights the main lessons learnt during its implementation. These learnings may resonate with those actors already involved in, or considering involvement in applied groundwater research under similar conditions
Positive independence densities of finite rank countable hypergraphs are achieved by finite hypergraphs
The independence density of a finite hypergraph is the probability that a
subset of vertices, chosen uniformly at random contains no hyperedges.
Independence densities can be generalized to countable hypergraphs using
limits. We show that, in fact, every positive independence density of a
countably infinite hypergraph with hyperedges of bounded size is equal to the
independence density of some finite hypergraph whose hyperedges are no larger
than those in the infinite hypergraph. This answers a question of Bonato,
Brown, Kemkes, and Pra{\l}at about independence densities of graphs.
Furthermore, we show that for any , the set of independence densities of
hypergraphs with hyperedges of size at most is closed and contains no

The simpler, the better? Presenting the COPING Android permission-granting interface for better privacy-related decisions
One of the great innovations of the modern world is the Smartphone app. The sheer multitude of available apps attests to their popularity and general ability to satisfy our wants and needs. The flip side of the functionality these apps offer is their potential for privacy invasion. Apps can, if granted permission, gather a vast amount of very personal and sensitive information. App developers might exploit the combination of human propensities and the design of the Android permission-granting interface to gain permission to access more information than they really need. This compromises personal privacy. The fact that the Android is the globally dominant phone means widespread privacy invasion is a real concern.
We, and other researchers, have proposed alternatives to the Android permission-granting interface. The aim of these alternatives is to highlight privacy considerations more effectively during app installation: to ensure that privacy becomes part of the decision-making process. We report here on a study with 344 participants that compared the impact of a number of permission-granting interface proposals, including our own (called the COPING interface â COmprehensive PermIssioN Granting) and two Android interfaces. To conduct the comparison we carried out an online study with a mixed-model design.
Our main finding is that the focus in these interfaces ought to be on improving the quality of the provided information rather than merely simplifying the interface. The intuitive approach is to reduce and simplify information, but we discovered that this actually impairs the quality of the decision. Our recommendation is that further investigation is required in order to find the âsweet spotâ where understandability and comprehensiveness are maximised

in its closed neighbourhood. The main aim in this paper is to prove the
best-possible result that if is a cubic graph, then , improving the previous lower bound given by Gallant, \emph{et al.}
In addition, we construct an infinite family of graphs to show that lower
bounds given by Gagarin and Zverovich are asymptotically best-possible, up to a
constant factor, when is fixed and tends to infinity. For
tending to infinity and tending to infinity sufficiently
quickly, we give an asymptotically best-possible lower bound for ,
improving previous bounds
Modeling a Clean Energy Standard for Electricity: Policy Design Implications for Emissions, Supply, Prices, and Regions
The electricity sector is responsible for roughly 40 percent of U.S. carbon dioxide (CO2) emissions, and a shift away from conventional coal-fired generation is an important component of the U.S. strategy to reduce greenhouse gas emissions. Toward that goal, several proposals for a clean energy standard (CES) have been put forth, including one espoused by the Obama administration that calls for 80 percent clean electricty by 2035 phased in from current levels of roughly 40 percent. This paper looks at the effects of such a policy on CO2 emissions from the electricity sector, the mix of technologies used to supply electricity, electricity prices, and regional flows of clean energy credits. The CES leads to a 30 percent reduction in cumulative CO2 emissions between 2013 and 2035 and results in dramatic reductions in generation from conventional coal. The policy also results in fairly modest increases on national electricity prices, but this masks a wide variety of effects across regions.renewables, climate, clean energy standard
The Adolescent Girls Empowerment Program: Lessons learned from the pilot test program
This document presents an evaluation of the Adolescent Girls Empowerment Program (AGEP), which is comprised of three major components: 1) safe spaces groups in which girls meet once a week over the course of two years for training on sexual and reproductive health, life skills and financial education. Groups are facilitated by a mentor, a young female from the same community as the girls; 2) a health voucher that girls can use at contracted private and public facilities for general wellness and sexual and reproductive health services; and 3) a saving account that has been designed to be girl-friendly. A randomized control trial (RCT) using a cluster design is being used to evaluate the impact of AGEP. The research aims to identify the impact of the intervention on the following key indicators: HIV prevalence, HSV-2 prevalence, age at first sex, age at first birth, contraceptive use, experience of gender-based violence, and educational attainment
Evaluation of the Effectiveness of the Childhood Development Initiative's Mate-Tricks Pro-Social Behaviour After-School Programme
Mate-Tricks is an after-school programme designed to promote pro-social behaviour in Tallaght West (Dublin). Tallaght West has been designated as an area of particular social and economic disadvantage with high levels of unemployment. Mate-Tricks is a bespoke intervention that combines elements of two pro-social behaviour programmes: the Strengthening Families Program (SFP) and Coping Power Program (CPP). The programme is a one-year multi-session after-school programme comprising 59 children-only sessions, 6 parent-only sessions and 3 family sessions, with each session lasting 1œ hours.The intended outcomes of this programme are stated as follows in the Mate-Tricks manual: enhance children's pro-social development; reduce children's anti-social behaviour; develop children's confidence and self-esteem; improve children's problem-solving skills; improve child-peer interactions; develop reasoning and empathy skills; improve parenting skills; improve parent/child interaction. This evaluation reports on the pilot of this programme. Of the 21 outcomes investigated, 19 showed no significant differences between the children who attended Mate-Tricks and the control group. However, there were 2 statistically significant effects of the Mate-Tricks programme and 3 other effects that approached significance. The lack of effects and the few negative effects found in this study replicates findings in several recent studies of after-school behaviour programmes
