    Convergence and Diversity in International and Comparative Industrial Relations

    [Excerpt] In this essay, we reexamine a critical paradox in international and comparative industrial relations, a paradox that already decades ago demonstrated its ability to intrigue scholarly curiosity (Galenson, 1952,1963; Kerr et al, 1960). As we see it, convergence along a number of important dimensions, such as labor law and organizational and bargaining structure, is occurring simultaneously with widespread cross-national and local divergence, or diversity, in industrial relations practices and outcomes. Along with economic and political interdependence and with intensifications of market competition, convergence and diversity both appear to be product of an increasing spread of markets and ideas sometimes referred to as globalization. In employing this term, we intend to make the point that the conduct of global business is no longer confined to the sort of international trading and related activities that have been carried on for centuries already. In the modern era, the production and exchange of both goods and services occur increasingly on a global scale (Reich, 1991). At this level, as capital mobility expands and trade agreements proliferate (NAFTA, CATT, the single European market), national governments find it increasingly difficult to regulate markets. This globalization of markets, we suggest, is the dominant force driving change (whether toward convergence or diversity) in the contemporary period. Our observations are especially applicable to the advanced industrial countries of the Organization for Economic Cooperation and Development (OECD), the primary focus of this paper, although the trends identified here probably also hold to some extent for newly industrialized countries and less developed societies as well

    Temperature equilibration in a fully ionized plasma: electron-ion mass ratio effects

    Brown, Preston, and Singleton (BPS) produced an analytic calculation for energy exchange processes for a weakly to moderately coupled plasma: the electron-ion temperature equilibration rate and the charged particle stopping power. These precise calculations are accurate to leading and next-to-leading order in the plasma coupling parameter, and to all orders for two-body quantum scattering within the plasma. Classical molecular dynamics can provide another approach that can be rigorously implemented. It is therefore useful to compare the predictions from these two methods, particularly since the former is theoretically based and the latter numerically. An agreement would provide both confidence in our theoretical machinery and in the reliability of the computer simulations. The comparisons can be made cleanly in the purely classical regime, thereby avoiding the arbitrariness associated with constructing effective potentials to mock up quantum effects. We present here the classical limit of the general result for the temperature equilibration rate presented in BPS. We examine the validity of the m_electron/m_ion --> 0 limit used in BPS to obtain a very simple analytic evaluation of the long-distance, collective effects in the background plasma.Comment: 14 pages, 4 figures, small change in titl

    Corn price differentials among Illinois elevators can often exceed transportation costs. Using primary data, we examine the effects of micro-market structure variables on the differentials in bids prices offered by Illinois elevators. Our findings suggest the existence of a highly developed, responsive market of competing firms, operating in an industry that can be characterized by monopsonistic competition, and to some extent by seasonally induced market power. Local supply conditions, firm productive efficiency, and their operating practices influence price differentials.     Although this state has had a workmen\u27s compensation act since 1911, the employers generally have, until recently, paid but slight attention to the administration of the act. They have proceeded on the theory that the accident experience of the particular employer had little or no relation to the amount of contributions required to be made by that employer under the act. The situation is very different today. Every well-advised employer now realizes that, in the long run, his industrial insurance premiums will tend to approximate the cost of the accidents occurring in his own plant. By the maintenance of high safety standards or other accident prevention measures the employer may reduce substantially his accident cost experience, thereby receiving a material reduction in his premiums payable to the Department of Labor & Industries. This so-called merit-rating plan constitutes the outstanding feature of the present law

    Erosion/corrosion of turbine airfoil materials in the high-velocity effluent of a pressurized fluidized coal combustor

    Four candidate turbine airfoil superalloys were exposed to the effluent of a pressurized fluidized bed with a solids loading of 2 to 4 g/scm for up to 100 hours at two gas velocities, 150 and 270 m/sec, and two temperatures, 730 deg and 795 C. Under these conditions, both erosion and corrosion occurred. The damaged specimens were examined by cross-section measurements, scanning electron and light microscopy, and X-ray analysis to evaluate the effects of temperature, velocity, particle loading, and alloy material. Results indicate that for a given solids loading the extent of erosion is primarily dependent on gas velocity. Corrosion occurred only at the higher temperature. There was little difference in the erosion/corrosion damage to the four alloys tested under these severe conditions
