Mass, radius, and composition of the outer crust of nonaccreting cold neutron stars
The properties and composition of the outer crust of nonaccreting cold
neutron stars are studied by applying the model of Baym, Pethick, and
Sutherland, which was extended by including higher order corrections of the
atomic binding, screening, exchange and zero-point energy. The most recent
experimental nuclear data from the atomic mass table of Audi, Wapstra, and
Thibault from 2003 is used. Extrapolation to the drip line is utilized by
various state-of-the-art theoretical nuclear models (finite range droplet,
relativistic nuclear field and non-relativistic Skyrme Hartree-Fock
parameterizations). The different nuclear models are compared with respect to
the mass and radius of the outer crust for different neutron star

Extragalactic Globular Clusters in the Near-Infrared II. The Globular Clusters Systems of NGC 3115 and NGC 4365
We combine near-infrared photometry obtained with the VLT/ISAAC instrument
and archival HST/WFPC2 optical images to determine VIK magnitudes and colours
of globular clusters in two early-type galaxies, NGC 3115 and NGC 4365. The
combination of near-IR and optical photometry provides a way to lift the
age-metallicity degeneracy. For NGC 3115, the globular cluster colours reveal
two major sub-populations, consistent with previous studies. By comparing the
V-I, V-K colours of the NGC 3115 globular clusters with SSP models, we find
that the colour difference between the two >10 Gyr old major sub-populations is
primarily due to a difference in metallicity. We find \Delta[Fe/H] = 1.0 +/-
0.3 dex and the blue and red globular cluster sub-populations being coeval
within 3 Gyr. In contrast to the NGC 3115 globular clusters, the globular
cluster system in NGC 4365 exhibits a more complex age and metallicity
structure. We find a significant population of intermediate-age very metal-rich
globular clusters along with an old population of both metal-rich and
metal-poor clusters. Specifically, we observe a large population of globular
clusters with V-K and V-I colours, for which all current SSP models give ages
and metallicities in the range ~2-8 Gyr and ~0.5-3 Z_solar, respectively. After
10 Gyr of passive evolution, the intermediate-age globular clusters in NGC 4365
will have colours which are consistent with the very metal-rich population of
globular clusters in giant elliptical galaxies, such as M87. Our results for
both globular cluster systems are consistent with previous age and metallicity
studies of the diffuse galactic light. In addition to the major globular
cluster populations in NGC 3115 and NGC 4365 we report on the detection of

Solomonoff Induction Violates Nicod's Criterion
Nicod's criterion states that observing a black raven is evidence for the
hypothesis H that all ravens are black. We show that Solomonoff induction does
not satisfy Nicod's criterion: there are time steps in which observing black
ravens decreases the belief in H. Moreover, while observing any computable
infinite string compatible with H, the belief in H decreases infinitely often
when using the unnormalized Solomonoff prior, but only finitely often when
using the normalized Solomonoff prior. We argue that the fault is not with
Solomonoff induction; instead we should reject Nicod's criterion.Comment: ALT 201
What can polysemy tell us about theories of explanation?
Philosophical accounts of scientific explanation are broadly divided into ontic and epistemic views. This paper explores the idea that the lexical ambiguity of the verb to explain and its nominalisation supports an ontic conception of explanation. I analyse one argument which challenges this strategy by criticising the claim that explanatory talk is lexically ambiguous, 375–394, 2012). I propose that the linguistic mechanism of transfer of meaning, 109–132, 1995) provides a better account of the lexical alternations that figure in the systematic polysemy of explanatory talk, and evaluate the implications of this proposal for the debate between ontic and epistemic conceptions of scientific explanation
International Society of Ultrasound in Obstetrics and Gynecology (ISUOG) - the propagation of knowledge in ultrasound for the improvement of OB/GYN care worldwide: experience of basic ultrasound training in Oman.
BACKGROUND: The aim of this study is to evaluate effectiveness of a new ISUOG (International Society of Ultrasound in Obstetrics and Gynecology) Outreach Teaching and Training Program delivered in Muscat, Oman. METHODS: Quantitative assessments to evaluate knowledge and practical skills were administered before and after an ultrasound course for sonologists attending the ISUOG Outreach Course, which took place in November, 2017, in Oman. Trainees were selected from each region of the country following a national vetting process conducted by the Oman Ministry of Health. Twenty-eight of the participants were included in the analysis. Pre- and post-training practical and theoretical scores were evaluated and compared. RESULTS: Participants achieved statistically significant improvements, on average by 47% (p < 0.001), in both theoretical knowledge and practical skills. Specifically, the mean score in the theoretical knowledge test significantly increased from 55.6% (± 14.0%) to 81.6% (± 8.2%), while in the practical test, the mean score increased from 44.6% (± 19.5%) to 65.7% (± 23.0%) (p < 0.001). Performance was improved post-course among 27/28 participants (96.4%) in the theoretical test (range: 14 to 200%) and among 24/28 (85.7%) trainees in the practical skills test (range: 5 to 217%). CONCLUSION: Application of the ISUOG Basic Training Curriculum and Outreach Teaching and Training Course improved the theoretical knowledge and practical skills of local health personnel. Long-term re-evaluation is, however, considered imperative to ascertain and ensure knowledge retention
The rapidly oscillating Ap star HD 99563 and its distorted dipole pulsation mode
We undertook a time-series photometric multi-site campaign for the rapidly
oscillating Ap star HD 99563 and also acquired mean light observations over two
seasons. The pulsations of the star, that show flatter light maxima than
minima, can be described with a frequency quintuplet centred on 1557.653
microHertz and some first harmonics of these. The amplitude of the pulsation is
modulated with the rotation period of the star that we determine with 2.91179
+/- 0.00007 d from the analysis of the stellar pulsation spectrum and of the
mean light data. We break the distorted oscillation mode up into its pure
spherical harmonic components and find it is dominated by the l=1 pulsation,
and also has a notable l=3 contribution, with weak l=0 and 2 components. The
geometrical configuration of the star allows one to see both pulsation poles
for about the same amount of time; HD 99563 is only the fourth roAp star for
which both pulsation poles are seen and only the third where the distortion of
the pulsation modes was modelled. We point out that HD 99563 is very similar to
the well-studied roAp star HR 3831. Finally, we note that the visual companion
of HD 99563 is located in the Delta Scuti instability strip and may thus show
pulsation. We show that if the companion was physical, the roAp star would be a
2.03 solar mass object, seen at a rotational inclination of 44 degrees, which
then predicts a magnetic obliquity of 86.4 degrees.Comment: 10 pages, 6 figures, accepted for publication by MNRA
Computing Matveev's complexity via crystallization theory: the boundary case
The notion of Gem-Matveev complexity has been introduced within
crystallization theory, as a combinatorial method to estimate Matveev's
complexity of closed 3-manifolds; it yielded upper bounds for interesting
classes of such manifolds. In this paper we extend the definition to the case
of non-empty boundary and prove that for each compact irreducible and
boundary-irreducible 3-manifold it coincides with the modified Heegaard
complexity introduced by Cattabriga, Mulazzani and Vesnin. Moreover, via
Gem-Matveev complexity, we obtain an estimation of Matveev's complexity for all
Seifert 3-manifolds with base and two exceptional fibers and,
