Remarks on separating words
The separating words problem asks for the size of the smallest DFA needed to
distinguish between two words of length <= n (by accepting one and rejecting
the other). In this paper we survey what is known and unknown about the
problem, consider some variations, and prove several new results
Mammographic image restoration using maximum entropy deconvolution
An image restoration approach based on a Bayesian maximum entropy method
(MEM) has been applied to a radiological image deconvolution problem, that of
reduction of geometric blurring in magnification mammography. The aim of the
work is to demonstrate an improvement in image spatial resolution in realistic
noisy radiological images with no associated penalty in terms of reduction in
the signal-to-noise ratio perceived by the observer. Images of the TORMAM
mammographic image quality phantom were recorded using the standard
magnification settings of 1.8 magnification/fine focus and also at 1.8
magnification/broad focus and 3.0 magnification/fine focus; the latter two
arrangements would normally give rise to unacceptable geometric blurring.
Measured point-spread functions were used in conjunction with the MEM image
processing to de-blur these images. The results are presented as comparative
images of phantom test features and as observer scores for the raw and
processed images. Visualization of high resolution features and the total image
scores for the test phantom were improved by the application of the MEM
processing. It is argued that this successful demonstration of image
de-blurring in noisy radiological images offers the possibility of weakening
the link between focal spot size and geometric blurring in radiology, thus
opening up new approaches to system optimization.Comment: 18 pages, 10 figure
The perception and management of risk in UK office property development
Risk is an ever-present aspect of business, and risk taking is necessary for profit and economic progress. Speculative property development is popularly perceived as a 'risky business' yet, like other entrepreneurs, developers have opportunities to manage the risks they face; techniques include phasing and joint ventures. The associated areas of investment portfolio risk, development risk analysis and construction risk management have all been addressed by research. This article presents new knowledge about how developers perceive risks and the means they subsequently adopt to manage them. The developers of office projects across the UK were sent questionnaires by post. Respondents were asked about their perceptions of risks at the first appraisal stage and currently and about the risk management techniques that they had adopted. In-depth interviews with a selection of respondents were then used to discuss and augment the findings. Developers were most concerned about market-based risks at both stages. Concern about production-orientated risks was lower and fell significantly between the two stages. A fixed price contract was the most common risk management technique. Risk management techniques were used more often outside London and the South East. Developer type affects both the perception and management of risk. While developers do manage risk, decisions are made on the basis of professional and business experience. These findings should help development companies manage risk in a more objective and analytical way
Detection of Cosmic Microwave Background Structure in a Second Field with the Cosmic Anisotropy Telescope
We describe observations at frequencies near 15 GHz of the second 2x2 degree
field imaged with the Cambridge Cosmic Anisotropy Telescope (CAT). After the
removal of discrete radio sources, structure is detected in the images on
characteristic scales of about half a degree, corresponding to spherical
harmonic multipoles in the approximate range l= 330--680. A Bayesian analysis
confirms that the signal arises predominantly from the cosmic microwave
background (CMB) radiation for multipoles in the lower half of this range; the
average broad-band power in a bin with centroid l=422 (theta = 51') is
estimated to be Delta_T/T=2.1^{+0.4}_{-0.5} x 10^{-5}. For multipoles centred
on l=615 (theta =35'), we find contamination from Galactic emission is
significant, and constrain the CMB contribution to the measured power in this
bin to be Delta_T/T <2.0 x 10^{-5} (1-sigma upper limit). These new results are
consistent with the first detection made by CAT in a completely different area
of sky. Together with data from other experiments, this new CAT detection adds
weight to earlier evidence from CAT for a downturn in the CMB power spectrum on
scales smaller than 1 degree. Improved limits on the values of H_0 and Omega

Viable tax constitutions
Taxation is only sustainable if the general public complies with it. This observation is uncontroversial with tax practitioners but has been ignored by the public finance tradition, which has interpreted tax constitutions as binding contracts by which the power to tax is irretrievably conferred by individuals to government, which can then levy any tax it chooses. However, in the absence of an outside party enforcing contracts between members of a group, no arrangement within groups can be considered to be a binding contract, and therefore the power of tax must be sanctioned by individuals on an ongoing basis. In this paper we offer, for the first time, a theoretical analysis of this fundamental compliance problem associated with taxation, obtaining predictions that in some cases point to a re-interptretation of the theoretical constructions of the public finance tradition while in others call them into question
Unraveling of free carrier absorption for terahertz radiation in heterostructures
The relation between free carrier absorption and intersubband transitions in
semiconductor heterostructures is resolved by comparing a sequence of
structures. Our numerical and analytical results show how free carrier
absorption evolves from the intersubband transitions in the limit of an
infinite number of wells with vanishing barrier width. It is explicitly shown
that the integral of the absorption over frequency matches the value obtained
by the f-sum rule. This shows that a proper treatment of intersubband
transitions is fully sufficient to simulate the entire electronic absorption in
heterostructure THz devices.Comment: 6 pages, accepted by Physical Review
Polarization Squeezing of Continuous Variable Stokes Parameters
We report the first direct experimental characterization of continuous
variable quantum Stokes parameters. We generate a continuous wave light beam
with more than 3 dB of simultaneous squeezing in three of the four Stokes
parameters. The polarization squeezed beam is produced by mixing two quadrature
squeezed beams on a polarizing beam splitter. Depending on the squeezed
quadrature of these two beams the quantum uncertainty volume on the
Poincar\'{e} sphere became a `cigar' or `pancake'-like ellipsoid.Comment: 4 pages, 5 figure

A historic jet-emission minimum reveals hidden spectral features in 3C 273
Aims. The aim of this work is to identify and study spectral features in the
quasar 3C 273 usually blended by its strong jet emission. Method. A historic
minimum in the sub-millimetre emission of 3C 273 triggered coordinated
multi-wavelength observations in June 2004. X-ray observations from the
INTEGRAL, XMM-Newton and RXTE satellites are complemented by ground-based
optical, infrared, millimetre and radio observations. The overall spectrum is
used to model the infrared and X-ray spectral components. Results. Three
thermal dust emission components are identified in the infrared. The dust
emission on scales from 1 pc to several kpc is comparable to that of other
quasars, as expected by AGN unification schemes. The observed weakness of the
X-ray emission supports the hypothesis of a synchrotron self-Compton origin for
the jet component. There is a clear soft-excess and we find evidence for a very
broad iron line which could be emitted in a disk around a Kerr black hole.
Other signatures of a Seyfert-like X-ray component are not detected.Comment: 4 pages. Accepted for publication in A&A Letter
