ADMINISTRATIVE LEGAL REGULATION PRINCIPLES OF RESTRICTIONS ON HUMAN RIGHTS AND FREEDOMS OF CITIZENS

Abstract.This article covered some issues regarding the principles of administrative and legal regulation ofrestrictions on the rights and freedoms of a person and citizen in the Russian Federation and at the international level. The authors presented the definition of these principles and their system. Here, the main international acts, the Constitution and current legislation of the Russian Federation are analyzed, and the system of principles for legal consolidation and regulation of restrictions on human rights and freedoms is fixed. According to the research findings, conclusions were made on the role of legal principles in the administrative and legal regulation of legal restrictions.Keywords: legal restrictions, restriction of rights and freedoms of man and citizen, legality, proportionality

Models of normative consolidation of the municipal police constitutional and legal status

The article is devoted to the comparative legal analysis of normative general and specialized legal acts, which indirectly or directly fix the constitutional and legal status of the lower level of public order protection bodies - the municipal police. The relevance of this study is explained by the attribution of local self-government bodies to the number of subjects of public order protection in the Russian Federation through the establishment of the municipal police, after the adoption of a specialized law on the municipal police. The comparative legal study made it possible to highlight the existing models of normative consolidation of the municipal police constitutional and legal status in accordance with the form of state structure

Wheel Load Weighing and Experimental Determination of Intrinsic Frequency of Fluctuations of the Body of Passenger Wagon

A very important stage in the design of railway vehicles for the production thereof is acceptance testing which enables to examine the compliance of all technical characteristics of the design documentation for a new type of construction with the requirements of respective normative standards. After weighing the load of wheel and determination of inherent fluctuations of bending vibrations of the body of passenger wagon by dropping thereof from the stretchers, the results meeting the requirements of normative and design documentation were obtained
