Юридико-психологические основы разработки профиля профессии оперуполномоченного Национальной полиции Украины

Досліджено правові та психологічні аспекти розробки методичного інструментарію проведення професіографічних досліджень у Національній поліції України. Розглянуто теоретичні основи створення профілю професії оперуповноваженого карного розшуку, розкрито можливості використання деяких методів і засобів професіографічного дослідження для розробки сучасних профілів професій системи Національної поліції України. Показано, що профіль професії як сукупність параметрів, які характеризують успішного фахівця, професіонала в певній галузі професійної діяльності, є важливою складовою професіограми. Головною складовою профілю є характеристика психологічних особливостей професійної діяльності. На підставі проведеного експериментального дослідження викладені професійні вимоги до мотиваційної сфери фахівця, його здібностей, темпераментних і характерологічних властивостей.The author has studied the problem of the development of theoretical foundations and methodical tools for conducting job research within the National Police of Ukraine. The author has stated theoretical grounds of creating a profile for the profession of a detective; has revealed the possibilities of using some methods and means of job research for the development of modern profiles of the professions of the system of the National Police of Ukraine. It has been demonstrated that a profile of the profession as a set of parameters characterizing a successful specialist, a professional in a certain field of professional activity, is an important component of the job description. The main component of the profile is the characteristic of psychological peculiarities of professional activity.On the basis of experimental research, the author has formulated the requirements of the profession to the motivational sphere of a specialist, his abilities, temperamental and characterological traits, etc. The main components of the profile of a detective’s profession have been considered. The author has described such structural components of the profile of the profession as general characteristics of the activity, working conditions, negative factors, occupational risk factors, psychological characteristics and professionally important personal qualities of a specialist. The author has provided the demands of the profession to the sensory and perceptual sphere of a detective, general and special abilities, the features of temperament and character, motivation, emotional and volitional qualities. It has been emphasized that comprehensive study of professional police activity based on the development of profiles of the profession is a prerequisite for solving problems related to the efficiency of using personnel potential, optimizing the selection of the most appropriate candidates for the police force, training and retraining of personnel, rationalization of work and reduction of injuries, etc.On the basis of a broad experimental study, the author has established the list of the main professional qualities of a detective of the National Police; has determined the qualitative and quantitative psychological and psychophysiological indicators recommended for the professional activity. The author has also established psychological and psychophysiological contraindications for overtaking the professional activity of a detective (a criminal police officer).Изучены психолого-правовые аспекты разработки методического инструментария проведения профессиографических исследований в Национальной полиции Украины. Представлены теоретические основы профиля профессии оперуполномоченного уголовного розыска, показаны возможности использования некоторых методов и средств профессиографического исследования для разработки современных профилей профессий. Розкрито теоретичні засади оптимізації психодіагностичних методів і засобів, які застосовуються з метою здійснення професійного психологічного відбору поліцейських кадрів для Національної поліції України. Підкреслено доцільність використання досвіду професійного відбору поліцейських передових країн, де здійснюються поетапні багатоступінчаті процедури вивчення професійної придатності кандидатів на посади. Проаналізовано теорію та практику професійного психологічного відбору персоналу до Національної поліції України, запропоновано напрями вдосконалення цього процесу на основі реалізації комплексного підходу, який базується на теорії провідних тенденцій.Theoretical principles of improving psycho-diagnostic methods and means used for the purpose of implementing professional psychological selection of police personnel for the National Police of Ukraine. The authors have stressed the usefulness of using professional experience of selecting police officers of advanced countries, which carry out step by step multi-stage procedures of studying professional qualifications of the candidates for the positions. The authors have analyzed the theory and practice of professional psychological selection of the personnel to the National Police of Ukraine, in particular the structural and logical scheme of making a psychological forecast for the successful professional activity of the candidates for the positions, which includes three successive stages. The first is to determine the level of logical, verbal, mathematical abilities of a candidate, as well as to identify his characterological traits, character types, emotional state and type of behavior. The second stage – is the evaluation of psychological components of a personality and social competence using verbal (interview) and interactive (case interview, stress interview training, videos with the following discussion, etc.) methods. The third stage is the analysis of the test, interviews and interactive methods of assessment results; it is completed with the forecast of the success of professional activity of the candidates. The authors of the article have offered the directions of the optimization of this process on the basis of the implementation of an integrated approach, which is based on the theory of the leading tendencies.Раскрыты теоретические аспекты усовершенствования психодиагностических методов и средств, применяемых в целях осуществления профессионального психологического отбора полицейских кадров для Национальной полиции Украины. Надано рекомендації щодо розробки та проведення професійно-психологічного тренінгу в підрозділах Національної поліції України.With the reference to the works of domestic and international authors, as well as own research the authors have revealed theoretical and psychological principles of the development of professional and psychological training focused on the problem of preserving mental health of police officers of the National Police of Ukraine. It has been emphasized that it is appropriate to use the possibilities of technology of professional and psychological training in the course of professional training to fulfill this purpose because it allows the complex solution of the tasks of forming psychological and legal knowledge, practical skills, experience of emotional and valuable relationships and behavior, provision of psychological security and stability and the ability to resist stress and conflicts. It has been noted that the training may be based on the ideas of humanistic and Gestalt psychology and psychoanalytic concept. As an integral personality forms several hierarchical levels, namely individual properties of the organism (biochemical, physical properties of the nervous system, constitutional features), individual and psychological characteristics (temperament, character, abilities), socio-psychological characteristics (role in the group, in the broad social system, features of communication), then the author’s training consists of three blocks that are organically intertwined with each other: block 1 – work with the body (psychosomatic block), block 2 – work with personality (mental block) and block 3 – work on communication (socio-psychological block). Also the authors have provided recommendations on the development and conduction of professional and psychological training within the units of the National Police of Ukraine. It has been noted that the experience of using this course while police training has demonstrated its effectiveness to form the components of mental health of students and a positive attitude to new learning technologies by the police officers.Раскрыты теоретико-психологические подходы к разработке профессионально-психологического тренинга, посвящённого проблеме сохранения психологического здоровья полицейских Национальной полиции Украины. Подчёркнуто, что в этих целях целесообразно реализовать в ходе профессиональной подготовки полицейских возможности технологии профессионально-психологического тренинга, поскольку она позволяет комплексно решать задачи формирования психолого-правовых знаний, практических умений, опыта эмоционально-ценностностных отношений и поведения, обеспечения психологической устойчивости и надёжности, способности противостоять стрессам и конфликтам в процессе служебной деятельности. Отмечено, что такой тренинг может базироваться на идеях гуманистической и гештальт-психологии, а также на психоаналитической концепции. Даны рекомендации к разработке и проведению профессионально-психологического тренинга в подразделениях Национальной полиции Украины

НАПРЯМИ ПОКРАЩАННЯ НОРМАТИВНОГО ЗАБЕЗПЕЧЕННЯ ПСИХОЛОГІЧНОЇ ПІДГОТОВКИ ПОЛІЦЕЙСЬКИХ НАЦІОНАЛЬНОЇ ПОЛІЦІЇ УКРАЇНИ

The authors have analyzed the domestic and international experience of organizing and conducting psychological training of police officers, the result of which should be a high level of motivation of professional activity of police officers, forming ability to successfully counteract stressors, conflicts and other risk factors, the development of professionally important, individual and psychological qualities. It has been noted that foreign researchers paid special attention to psychological training issues of police officers and the role of the head in this process. The current direction of police management in European countries is a proactive approach based on the idea of psychological prevention of problems within police organization by providing humanistic approach to the staff, motivation and stimulation of police officers’ work, their personal development, organization of teamwork and leadership in police departments. Based on the experience of democratic countries the authors have provided propositions for the development of regulations for the organization and implementation of psychological training of police officers of the National Police of Ukraine. First of all it has been offered to develop a comprehensive program of organization and conduction of psychological training of police officers of the National Police of Ukraine, which would be approved and implemented by the relevant order of the Ministry of Internal Affairs of Ukraine. Other important regulations, aimed at improving the psychological training of the personnel of the police may be the Regulations on the division of psychological provision of professional activities of police officers of the National Police of Ukraine, Regulations on the organization of professional and psychological selection of candidates to serve in the National Police of Ukraine, which also have to be approved and implemented by the corresponding order of the Ministry of Internal Affairs of Ukraine.Розглянуто питання вдосконалення нормативно-правового забезпечення психологічної підготовки поліцейських Національної поліції України. Проаналізовано вітчизняний і зарубіжний досвід організації та проведення психологічної підготовки поліцейських, результатом якої має стати високий рівень мотивації їхньої професійної діяльності, формування здатності успішно протидіяти стресовим чинникам, конфліктам та іншим факторам ризику й розвиток професійно важливих індивідуально-психологічних якостей. The Role of Certain Species of Small Mammals in the Persistence of Natural Focality in the Territory of Forest-Steppe Zone of the Natural Tularemia Focus of the Stavropol Region

Epizootiological monitoring of the forest-steppe area of the natural tularemia focus in the Stavropol region has revealed that the role of particular species of small mammals in the persistence of natural tularemia focality is unequal. Epizootic activity of the focus in 1959-1970 was determined by the numerous species of rodents: Microtus arvalis , mice of Syvaemus genus and Mus musculus . In 1972-2010 there occurred significant changes in the grouping of the main tularemia agent carriers under the influence of strong anthropogenic pressure. Nowadays the leading role is played by the widely-spread and subsistent mice of Sylvaemus genus and C. suaveolens , the latter ones being responsible for 31.2 % of overall, isolated from small mammals, tularemia agent strains. In addition to this, epizootic significance of M. arvalis has greatly changed. Index of strains isolated from field vole has lowered from 55.3 up to 28.4. Numbers of M. arvalis and Mus musculus are continuously on the low level, which is due to the absence of favorable breeding conditions. It reduces their impact on the persistence of natural focality in the territory under surveillance significantly

Algorithm of Laboratory Diagnostics Applied for Examination of Ixodic Ticks for Tularemia

Put forward is the algorithm of laboratory diagnostics applied for examination of Ixodic ticks (IT) for tularemia. It involves carrying out primary screening of tick suspensions for the presence of species-specific fragments of DNA and antigen. It is recommended that laboratory analysis starts with PCR, taking into account its high sensitivity and diagnostic value. Pools with positive PCR tests are subjected to verification by means of enzyme-linked immunosorbent assay and immune-chromatographic tests. In case of tularemia antigen detection, these pools of IT are examined with the help of biological or bacteriological techniques to isolate the agent

Individual and psychological characteristics must be taken into account during the psychological selection of personnel for law enforcement agencies. The aim of the research is to undertake the comparative analysis of the individual and psychological characteristics of law enforcement officers who carry out various types of law enforcement activities. 986 law enforcement officers engaged in various types of law enforcement activities took part in the research. The research was carried out on the basis of a systematic approach using an optimal set of psychodiagnostic techniques. Professionally significant individual and psychological characteristics of law enforcement officers who undertake various types of service activities were singled out. It was found that the representatives of the criminal police and security police units are emotionally more stable compared to other categories of police officers. On the other hand, high levels of confidence, independence and leadership are expressed among patrol officers and investigators. Police officers in all types of law enforcement activities are particularly characterized by high self-control, responsibility, conscientiousness, thoroughness, and discipline. The obtained data will contribute to the improvement of the mechanism of psychological selection of personnel for modern police organizations.Цель исследования - провести сравнительный анализ индивидуально-психологических особенностей сотрудников правоохранительных органов, осуществляющих различные виды правоохранительной деятельности

Наголошено, що працівники кримінальної поліції виконують свої обов’язки в складних, а часом і в особливих та екстремальних умовах, тому для ефективного відбору та підготовки кадрів необхідно знати професійно важливі якості працівників кримінальної поліції.The article deals with the psychological peculiarities of professional activity of employees of criminal police units of Ukraine, the basic requirements of the profession for psychological characteristics, knowledge and skills of criminal police officers, motives for professional choice, psychological indications and contraindications to professional activity in position. The relevance of the study is due to the fact that the criminal police officers perform their duties in difficult and sometimes in special and extreme conditions, therefore, for the effective selection and training of personnel, it is necessary to know the professionally important qualities (PIQ) of criminal police officers. In order to study the professionally important qualities of police officers a research was conducted during 2018. 350 criminal police officers (298 male policemen, 52 female policemen) from 20 regions of Ukraine took part in it (aged 25 to 42); the special ranks of the respondents are from lieutenant to lieutenant colonel of the police; all police officers were characterized by experts as "successful". Research methods: observations, surveys, interviews with experts, psychological testing, methods of mathematical statistics. The analysis of the average psychological profile of the "successful" criminal police officers’ personality allows characterizing the employees as persons with asthenic type of response, high activity and high level of aspiration, striking emotional reactions, which, at the same time, are sufficiently controlled. Specialists have strength and lability nervous system, a leading style of behavior, the ability to take risks with strong stress resistance. Regarding the motivational sphere, the first place in importance belongs to the motives and values related to the personal self-realization. Тhe criminal police officers’ professional activities are characterized by complexity and emotional tension, occurring in difficult conditions; in order to be successful in performing his/her duties, the police officer must be psychologically prepared for the activity, possess a range of professionally important qualities, knowledge and skills.Рассмотрены психологические особенности профессиональной деятельности работников подразделений криминальной полиции Украины, основные требования профессии к психологическим характеристикам, знаниям и умениям работников криминальной милиции, мотивы профессионального выбора, психологические показания и противопоказания к профессиональной деятельности. Отмечено, что работники криминальной полиции выполняют свои обязанности в сложных, а иногда и в особых и экстремальных условиях, поэтому для эффективного отбора и подготовки кадров необходимо знать профессионально важные качества работников криминальной полиции
