Emergency services to the rescue, or not, again

Re-considers whether a duty of professional rescue by the emergency services might be recognised. The paper argues that the rejection of liability by the House of Lords in the cases of Van Colle v CC of Hertfordshire and Smith v CC of Sussex Police in 2008 is not dispositive. Nonetheless, it is clear that absent very special circumstances, the police have no common law duty to protect members of the public from attack, even though they have been warned in advance of the likelihood of that attack. No such ‘immunity’, however, can defeat a claim that the victim’s human rights have been violated.</p

10 Years of C-K Theory: A Survey on the Academic and Industrial Impacts of a Design Theory.

No full text
The goal of our research1 was to understand what is expected today from a design theory and what types of impact such type of scientific proposition may reach. To answer these questions with a grounded approach we chosed to study the developement of C-K theory as phenomenon per se that can inform our research work. C-K theory is clearly recognized as a design theory and it is a good representative of the level of generality and abstraction of contemporary design theory. Indeed, the validity of the theory as such has already been documented (e.g. Hatchuel & Weil 2002, 2003, 2008, 2009; Kazakçi 2009; Reich et al 2010; Le Masson et al 2010; Ullah et al 2012). Instead the current work sets out to understand the dissemination and the impact of the theory in both academic and industrial fields. The data collection overlooks the literature on C-K theory in English and in French, and includes interviews and feedbacks of students and industrial partners who applied C-K methodologies and tools. This research confirms the rapid diffusion and multiples impact of C-K theory. Beyond, such study signals that there are important expectations and potential impacts of a Design Theory within the field of knowledge at large. However there are strong conditions to meet these expectations: generality, generativity, and relatedness to contemporary sciences. A similar research could be done on Nam Suh's axiomatic approach to further test these conditions. It is impossible to say what will be the next generations of Design theory but it is sure that they should progress on these directions

Development of an ultrasonic resonator for ballast water disinfection

Get PDF
Ultrasonic disinfection involves the application of low-frequency acoustic energy in a water body to induce cavitation. The implosion of cavitation bubbles generates high speed microjets >1 km/s, intense shock wave >1 GPa, localized hot spots >1000 K, and free-radicals, resulting in cell rupture and death of micro-organisms and pathogens. Treatment of marine ballast water using power ultrasonic is an energy-intensive process. Compared with other physical treatment methods such as ultraviolet disinfection, ultrasonic disinfection require 2 to 3 orders of magnitude more energy to achieve similar rate of micro-organism mortality. Current technology limits the amount of acoustic energy that can be transferred per unit volume of fluid and presents challenges when it comes to high-flow applications. Significant advancements in ultrasonic processing technology are needed before ultrasound can be recognized as a viable alternative disinfection method. The ultrasonic resonator has been identified as one of the areas of improvement that can potentially contribute to the overall performance of an ultrasonic disinfection system. The present study focuses on the design of multiple-orifice resonators (MOR) for generating a well-distributed cavitation field. Results show that the MOR resonator offers significantly larger vibrational surface area to mass ratio. In addition, acoustic pressure measurements indicate that the MOR resonators are able of distributing the acoustic energy across a larger surface area, while generating 2-4 times higher pressures than existing ultrasonic probes

FADI: a fault-tolerant environment for open distributed computing

Get PDF
FADI is a complete programming environment that serves the reliable execution of distributed application programs. FADI encompasses all aspects of modern fault-tolerant distributed computing. The built-in user-transparent error detection mechanism covers processor node crashes and hardware transient failures. The mechanism also integrates user-assisted error checks into the system failure model. The nucleus non-blocking checkpointing mechanism combined with a novel selective message logging technique delivers an efficient, low-overhead backup and recovery mechanism for distributed processes. FADI also provides means for remote automatic process allocation on the distributed system nodes
