Horretarako, Gipuzkoako Foru Aldundian, Bildu koalizioak gidatutako legegintzaldiaren (2011-2015) esperientzia baliatu dugu kasuen analisirako; gobernantza sareen sakontasun demokratikoaz ari garenean, partaidetza eta lankidetzan oinarritutako gobernugintzaren eraldaketa sozialerako gaitasunari egiten diogu erreferentzia, zeinean herritarrek zein gizarte mugimenduek erakunde publikoen erabakietan eta funtzionamenduan eragiteko ahalmena duten, zelai demokratikoa zabalduz. Beste era batera esanda, iragazkortasun demokratikoaz ari gara, komunitateak erakunde publikoen funtzionamendua baldintzatzeko duen gaitasunaz. Letter: Central nodes in the reform of the Spanish Universities Law

The recent presentation of the definitive Bill for the Organic Law of the Spanish University System was preceded by a long process of consultation and negotiation with the university community, and its starting point can be found in a qualitative study carried out by the authors of this letter. That research work aimed to reveal the positions of the different sectors involved in the universities in terms of the three nodes which had been defined by the Ministry for Universities as strategic: finance, governance, and professional advancement. This letter aims to compare these positions with the definitive articles of the Bill, in addition to situating the final governance design within the European regulatory framework. It highlights the uniqueness of the Spanish model in a context of reform that is strongly influenced by the ideals of New Public Management

La praxis interseccional en las políticas públicas: el poder de las metáforas

In political and administrative contexts in which the practices of the new public management have been installed, public policies are oriented towards efficiency, in sense of organizing public resources to the accumulation of capital in any of his forma. Faced with this reality, Feminist Critical Theory proposes to structure public action in non-binary form. This text explores the possibilities of the tool of intersectionality for that purpose. To this end, the metaphoric thought and the metaphor of marked bodies is presented as potentially useful in the design, implementation and evaluation of public policies.En contextos políticos y administrativos en los que se han instalado las prácticas de la nueva gestión pública mediante una visión neoempresarial, las políticas públicas se orientan a través de una noción de la eficiencia que pasa por organizar los recursos públicos de una forma que garantice la acumulación de capital en sus distintas expresiones. Frente a esta tendencia la teoría crítica feminista propone estructurar la acción pública de una forma no binaria. Este texto explora las posibilidades de la herramienta de la interseccionalidad para ese fin. Concretamente, indaga en la potencialidad del pensamiento metafórico a partir de la metáfora de los cuerpos marcados en el diseño, implementación y evaluación de las políticas públicas

Análisis sobre nuevos modelos de relación en el desarrollo Territorial y la Gobernanza.Una mirada a las comarcas de Gipuzkoa

The contemporary reflection about the territorial organization needs to situate in the global circumstance. The governance associated with the development of the regions can not be understood without paying attention to the new assembly among the capital, territory and the citizens. In this article we focus on the analysis of the modes of action in the development of the regions of Gipuzkoa. Specifically we will look at the governance process and the participation of actors in the RIS3 strategy.This general look can situate the discussion necessary to do about the development models in the Basque Country, in Gipuzkoa and in the regions of our territory.La reflexión contemporánea sobre la ordenación territorial hay que contextualizarla dentro de las circunstancias globales. El desarrollo de las comarcas y la gobernanza relacionada a ellas no pueden entenderse sin tener en cuenta los nuevos ajustes entre el capital, el territorio y la ciudadanía. El presente artículo se centra en el análisis de los modos de actuación para el desarrollo de las comarcas de Gipuzkoa. En concreto, analizaremos el proceso de gobernanza y la participación de los diferentes agentes dentro de la estrategia RIS3, para situar el debate sobre modelos de desarrollo en el País Vasco, Gipuzkoa y sus comarcas
