    Beyond planning tools: Experiential learning in climate adaptation planning and practices

    In the past decade, several dedicated tools have been developed to help natural resources professionals integrate climate science into their planning and implementation; however, it is unclear how often these tools lead to on-the-ground climate adaptation. Here, we describe a training approach that we developed to help managers effectively plan to execute intentional, climate-informed actions. This training approach was developed through the Climate Change Response Framework (CCRF) and uses active and focused work time and peer-to-peer interaction to overcome observed barriers to using adaptation planning tools. We evaluate the effectiveness of this approach by examining participant evaluations and outlining the progress of natural resources projects that have participated in our trainings. We outline a case study that describes how this training approach can lead to place and context-based climate-informed action. Finally, we describe best practices based on our experience for engaging natural resources professionals and helping them increase their comfort with climate-informed planning

    Public Opposition to Harvesting as a Barrier to Climate Change Adaptation: Perceptions and Responses of Foresters across the Northeastern United States

    In the northeastern U.S., climate change concerns are fueling public movements against forest harvesting, despite experts’ assertion that harvesting is an important tool in climate adaptive forest management. Based on qualitative analysis of 32 interviews with urban and rural foresters (n = 15 and n = 17, respectively) across the region, this project examines how foresters in different professional contexts (e.g. urban or rural; public or private) perceive opposition to harvesting as a barrier to climate adaptive management; and how they are responding. We demonstrate that foresters use different strategies to increase public acceptance of management, including education, political advocacy, and public collaboration. While the use of these strategies appears critical to advancing adaptation of the Northeast’s forests, foresters’ professional contexts seem to guide their choice of and success with different strategies, calling for greater research into how different forester groups’ behaviors impact the adaptive capacity of the region overall.</p

    Adaptation pathways: ecoregion and land ownership influences on climate adaptation decision-making in forest management

Climate adaptation planning and implementation are likely to increase rapidly within the forest sector not only as climate continues to change but also as we intentionally learn from real-world examples. We sought to better understand how adaptation is being incorporated in land management decision-making across diverse land ownership types in the Midwest by evaluating project-level adaptation plans from a suite of forest management projects developed through the Climate Change Response Framework. We used quantitative content analysis to evaluate 44 adaptation-planning documents developed through the Framework’s Adaptation Workbook within two ecoregional provinces of the Midwest. This approach was used to assess the components of adaptation planning, including the resources that adaptation actions targeted within planning documents, the climate changes and impacts of concern, and the adaptation strategies managers identified. Analyses of adaptation plans show that the most frequent climate changes and impacts of concern included alterations in the amount and timing of precipitation, increased vegetation moisture stress, and forest pest and pathogen impacts. Individual projects identified a diversity of adaptation options, rather than focusing singly on actions that aimed to resist climate impacts, enhance resilience, or transition systems. Multivariate analyses indicate that ecoregion and land ownership influenced adaptation planning, while the type of resources and the climate change impacts managers were concerned with were significantly correlated with the adaptation strategies selected during planning. This finding reinforces the idea that one-size-fits-all guidance on adaptation will be insufficient for land managers. Perceptions of relevant climate impacts differ based on regional and ownership contexts, which naturally leads to differences in preferred adaptation actions

    Vulnerability of forests of the Midwest and Northeast United States to climate change

Forests of the Midwest and Northeast significantly define the character, culture, and economy of this large region but face an uncertain future as the climate continues to change. Forests vary widely across the region, and vulnerabilities are strongly influenced by regional differences in climate impacts and adaptive capacity. Not all forests are vulnerable; longer growing seasons and warmer temperatures will increase suitable habitat and biomass for many temperate species. Upland systems dominated by oak species generally have low vulnerability due to greater tolerance of hot and dry conditions, and some oak, hickory, and pine species are expected to become more competitive under hotter and physiologically drier conditions. However, changes in precipitation patterns, disturbance regimes, soil moisture, pest and disease outbreaks, and nonnative invasive species are expected to contribute forest vulnerability across the region. Northern, boreal, and montane forests have the greatest assessed vulnerability as many of their dominant tree species are projected to decline under warmer conditions. Coastal forests have high vulnerability, as sea level rise along the Atlantic coast increases damage from inundation, greater coastal erosion, flooding, and saltwater intrusion. Considering these potential forest vulnerabilities and opportunities is a critical step in making climate-informed decisions in long-term conservation planning

    Climate Change Adaptation Strategies and Approaches for Outdoor Recreation

    Climate change will alter opportunities and demand for outdoor recreation through altered winter weather conditions and season length, climate-driven changes in user preferences, and damage to recreational infrastructure, among other factors. To ensure that outdoor recreation remains sustainable in the face of these challenges, natural resource managers may need to adapt their recreation management. One of the major challenges of adapting recreation to climate change is translating broad concepts into specific, tangible actions. Using a combination of in-depth interviews of recreational managers and a review of peer-reviewed literature and government reports, we developed a synthesis of impacts, strategies, and approaches, and a tiered structure that organizes this information. Six broad climate adaptation strategies and 25 more specific approaches were identified and organized into a &ldquo;recreation menu&rdquo;. The recreation menu was tested with two national forests in the US in multi-day workshops designed to integrate these concepts into real-world projects that were at the beginning stages of the planning process. We found that the recreation menu was broad yet specific enough to be applied to recreation-focused projects with different objectives and climate change impacts. These strategies and approaches serve as stepping stones to enable natural resource and recreation managers to translate broad concepts into targeted and prescriptive actions for implementing adaptation

    Adaptation strategies and approaches for forested watersheds

    Intentional climate adaptation planning for ecosystems has become a necessary part of the job for natural resource managers and natural resource professionals in this era of non-stationarity. One of the major challenges in adapting ecosystems to climate change is in the translation of broad adaptation concepts to specific, tangible actions. Addressing management goals and values while considering the long-term risks associated with local climate change can make forested watershed management plans more robust to uncertainty and changing conditions. We provide a menu of tiered adaptation strategies, which we developed with a focus on forests of the Midwest and Northeastern U.S., as part of a flexible framework to support the integration of climate change considerations into forested watershed management and conservation activities. This menu encapsulates ideas from the literature into statements that signify climate adaptation intention and provide examples of associated tactics to help ground the concepts in specific actions. Finally, we describe two demonstration projects, shared through the Northern Institute of Applied Climate Science’s Climate Change Response Framework, that have used this Forested Watershed Adaptation Menu and Adaptation Workbook in project-level planning.     Soil carbon in the South Atlantic United States: Land use change, forest management, and physiographic context

    Evidence-based forest carbon (C) management requires identifying baseline patterns and drivers of soil organic carbon (SOC) stocks, and their responses to land use change and management, at scales relevant to landowners and resource professionals. The growth of datasets related to SOC, which is the largest terrestrial C pool, facilitates use of synthesis techniques to assess SOC stocks and changes at management-relevant scales. We report results from a synthesis using meta-analysis of published studies, as well as two large databases, in which we identify baseline patterns and drivers, quantify influences of land use change and forest management, and provide ecological context for distinct management regimes and their SOC impacts. We conducted this, the fourth in a series of ecoregional SOC assessments, for the South Atlantic States, which are disproportionately important to the national-scale forest C sink and forest products industry in the U.S. At the ecoregional level, baseline SOC stocks vary with climatic, topographic, and soil physical factors such as temperature and precipitation, slope gradient and aspect, and soil texture. Land use change and forest management modestly influence SOC stocks. Reforestation on previously cultivated lands increases SOC stocks, while deforestation for cultivation has the opposite effect; for continuously forested lands, harvesting is associated with SOC increases and prescribed fire with SOC declines. Effects of reforestation are large and positive for upper mineral soils (+30%) but not detectable in lower mineral soils. Negative effects of prescribed fire are due to significant C losses from organic horizons (-46%); fire and harvest have no impacts on upper mineral soils but both increase SOC in lower mineral soils (+8.2 and +46%, respectively, with high uncertainty in the latter). Inceptisols are generally more negatively impacted by prescribed fire or harvest than Ultisols, and covariance between inherent factors (including soil taxonomy) and management impacts indicates how interior vs. coastal physiographic sections differ in their management regimes and SOC trends. In the cooler, wetter, topographically rugged interior hardwood forests, which have larger baseline SOC stocks, prescribed fire and even light harvesting generally decrease SOC; in contrast, intensively managed coastal plain pine plantations begin with small initial SOC stocks, but exhibit rapid gains over even a single rotation. This covariance between place (physiography) and practice (management regime) suggests that distinct approaches to forest C management may be complementary to other ecological or production goals, when implemented as part of wider (e.g., state-level) forest C or climate policy
