    RTAs and WTO compatibility: Catch me if you can? The case of EPA negotiations

    There is an ongoing debate about best ways to assess the compatibility of RTAs with WTO rules and the possible negative impact that the proliferation of RTA formation may have on individual members and on the stability of the multilateral trading system as a whole. Therefore, rules defining the WTO compatibility of RTAs are one of the issues under in the WTO Doha negotiations. Taking the current EPA negotiations between ACP and EU as an example, this paper examines two sorts of questions: (i) the implications for developing country members of the current proposals to tighten the rules on WTO compatibility of RTAs; (ii) the impact that the proliferation of RTA formation may have on non-RTA members and on the stability of the multilateral trading system as a whole. More specifically, the paper assesses quantitatively using a partial equilibrium framework the implications for ACP countries of some of the proposals to reform GATT Art. XXIV, in particular the “substantially all trade” criteria. Based on a CGE approach, the paper then looks at the implications of EPA negotiations on third countries and its linkages with the ongoing Doha negotiations, in particular on how the future EPA agreements could be non-trade diverting, in line with Ohyama-Panagariya-Krishna version of the Kemp-Wan theorem.ACP; EPA; Kemp-Wan; partial equilibrium analysis; CGE; GATT Art XXIV

    Consequences of Economic Partnership Agreements between East and Southern African Countries and the EU for Inter- and Intra-regional Integration

    The European Union is currently negotiating Economic Partnership Agreements (EPAs) with six African, Caribbean and Pacific country groupings, aiming at establishing mutual free trade. This paper empirically assesses the impact of the EPAs on trade flows and government revenues for 22 East and Southern African countries and discusses implications for intra-regional integration. The results indicate that while moderate trade effects can be expected, relatively large budget effects are likely to occur in a number of these countries, exposing them to considerable structural and financial adjustment requirements. Also, EPAs would strengthen the need to consolidate overlapping intra-regional integration schemes

    Fostering local sustainable development in Tanzania by enhancing linkages between tourism and small-scale agriculture

    Tourism and agriculture are important contributors to the development of local economies. Many developing nations that are now experiencing rapid tourism growth have agrarian societies and tourism is the first or second source of export earnings. In this context, the main objective of this study is to identify what are the main challenges for horticultural value chains to effectively benefit from tourism and foster sustainable development in the United Republic of Tanzania. Our results are based on pro-poor tourism, which is an approach that aims at generating net benefits for the poor, including unlocking opportunities by building a more supportive policy and planning framework. The study concludes that tourism and agriculture have an important contribution to make to local development in Tanzania. However, horticultural supply chains face a number of constraints that hold back growth and competitiveness in reaching the local tourism industry. These constraints can be divided into two main categories: lack of direct communication channels; and bottlenecks or inefficiencies in the supply chain
