    The empirics of social capital and economic development: a critical perspective

    This paper provides an introduction to the concept of social capital, and carries out a critical review of the empirical literature on social capital and economic development. The survey points out six main weaknesses affecting the empirics of social capital. Identified weaknesses are then used to analyze, in a critical perspective, some prominent empirical studies and new interesting researches published in last two years. The need emerges to acknowledge, also within the empirical research, the multidimensional, context-dependent and dynamic nature of social capital. The survey also underlines that, although it has gained a certain popularity in the empirical research, the use of “indirect” indicators may be misleading. Such measures do not represent social capital’s key components identified by the theoretical literature, and their use causes a considerable confusion about what social capital is, as distinct from its outcomes, and what the relationship between social capital and its outcomes may be. Research reliant upon an outcome of social capital as an indicator of it will necessarily find social capital to be related to that outcome. This paper suggests to focus the empirical research firstly on the “structural” aspects of the concept, therefore excluding by the measurement toolbox all indicators referring to social capital’s supposed outcomes

    The big ecological questions inhibiting effective environmental management in Australia

    The need to improve environmental management in Australia is urgent because human health, well-being and social stability all depend ultimately on maintenance of life-supporting ecological processes. Ecological science can inform this effort, but when issues are socially and economically complex the inclination is to wait for science to provide answers before acting. Increasingly, managers and policy-makers will be called on to use the present state of scientific knowledge to supply reasonable inferences for action based on imperfect knowledge. Hence, one challenge is to use existing ecological knowledge more effectively; a second is to tackle the critical unanswered ecological questions. This paper identifies areas of environmental management that are profoundly hindered by an inability of science to answer basic questions, in contrast to those areas where knowledge is not the major barrier to policy development and management. Of the 22 big questions identified herein, more than half are directly related to climate change. Several of the questions concern our limited understanding of the dynamics of marine systems. There is enough information already available to develop effective policy and management to address several significant ecological issues. We urge ecologists to make better use of existing knowledge in dialogue with policy-makers and land managers. Because the challenges are enormous, ecologists will increasingly be engaging a wide range of other disciplines to help identify pathways towards a sustainable future.9 page(s

    Beyond the development text: the World Bank and empowerment in practice

    The World Bank's recent concern for 'empowerment' grows out of longer standing discussions of participation, non-governmental organisations (NGOs) and civil society. While commitments to empowerment enter World Bank texts with relative ease, their practice within Bank-funded projects is far more contingent, and the meanings they assume become much more diverse. This paper considers the relationship between such texts and the development practices which emerge, using an analysis of the 'organisational cultures' of the Bank and the many organisations on which it depends in the implementation of its rural development programmes. The paper presents a framework for analysing these organisational cultures in terms of (a) the broader contexts in which organisations and their staff are embedded; (b) the everyday practices within organisations; (c) the power relations within and among organisations; and (d) the meanings that come to dominate organisational practice. A case study of a development programme in Bangladesh is used to illustrate the ways in which cultural interactions between a variety of organisations�-�the World Bank, government agencies, NGOs, organisations of the poor, social enterprises�-�mediate the ways in which textual commitments to empowerment are translated into a range of diverse practices.
