    The Solyndra case: an institutional economics perspective on the optimal role of government support for green technology development

    More than three years after its highly publicized bankruptcy, Solyndra continues to resonate as an example of well-intentioned government policies gone wrong. This paper examines the Solyndra case using an institutional economics perspective to determine if the government’s relationship with the firm was optimal in achieving environmental and energy public policy goals while minimizing risk. The analysis reveals several government deviations from theory prescribed best practice, and illustrates opposing theoretical governance prescriptions for stimulating future technological innovation at the macro and micro levels

    Development of Structural Energy Storage for Aeronautics Applications

    The National Aeronautics and Space Administration (NASA) has identified Multifunctional Structures for High Efficiency Lightweight Load-bearing Storage (M-SHELLS) as critical to development of hybrid gas-electric propulsion for commercial aeronautical transport in the N+3 timeframe. The established goals include reducing emissions by 80 and fuel consumption by 60 from todays state of the art. The advancement will enable technology for NASA Aeronautics Research Mission Directorates (ARMD) Strategic Thrust 3 to pioneer big leaps in efficiency and environmental performance for ultra-efficient commercial transports, as well as Strategic Thrust 4 to pioneer low-carbon propulsion technology in the transition to that scheme. The M-SHELLS concept addresses the hybrid gas-electric highest risk with its primary objective: to save structures energy storage system weight for future commercial hybrid electric propulsion aircraft by melding the load-carrying structure with energy storage in a single material. NASA's multifunctional approach also combines supercapacitor and battery chemistries in a synergistic energy storage arrangement in tandem with supporting good mechanical properties.     A new method for starting the iterative innovation process from the market side based on a sociological trend has been developed. It eliminates the traditional difference between the innovators and the sociological group that carries this trend, which can only be achieved by combining real-world innovation with innovation education. The method for market need discovery is presented as a step-by-step process with detailed reasoning, followed by a real-world example that details the outcomes at every step along the way. The example concludes with a detailed description of the outcome after the first innovation iteration cycle. The richness of the resulting concept demonstrates that an innovation process can be successfully started from the market side via the proposed method
