    Анализ развития и регулирования криптовалют: зарубежный и российский опыт

    Purpose: carrying out the analysis of the regulation of the crypto-currency, its legal provisions and risks, which will allow us to study this phenomenon more deeply for the purpose of Russia's financial security in the modern world financial system, taking into account the essence of the nature of the crypto-currency. Methods: when studying the role of state regulation of electronic money (crypto-currency), a dialectical method of scientific cognition was applied. Calculating and analytical methods of observing, measuring, analyzing and comparing indicators characterizing the state regulation of crypto-currencies in the Russian Federation, strengths and weaknesses, opportunities and threats to use and regulate crypto currency. Results: the authors conducted the analysis of the crypto-currency market, studied the experience and peculiarities of the state regulation of the crypto-currencies, examined and proposed strengths and weaknesses, opportunities and threats to use and regulate crypto-currencies. Conclusions and Relevance: in the process of studying the experience of regulating crypto currency in foreign countries, we found some similar features. First, each country seeks to create a favorable climate for the development of new technologies (detached) and sees a high potential for using technology not only in the private sector, but also in the public sector. Secondly, the crypto-currency market is growing at a high pace, and the state, without adapting the tax code to the modern challenges of the digital economy, receives less revenue in the budget, since the crypto-currencies are out of legal jurisdiction. Thirdly, today there are more than 1 thousand different crypto-currencies, therefore, it is necessary to develop common standards for the regulation of crypto-currencies. Цель: Проведение анализа регулирования криптовалют, его правового обеспечения и рисков, что позволит более глубоко исследовать данный феномен в целях финансовой безопасности России в современной мировой финансовой системе, учитывая сущность природы криптовалют. Методология проведения работы: При исследовании роли государственного регулирования электронных денег (криптовалют) был применен диалектический метод научного познания. Также использованы расчетно-аналитические методы наблюдения, измерения, анализа и сравнения показателей, характеризующих государственное регулирование криптовалют в Российской Федерации, сильные и слабые стороны, возможности и угроз использования и регулирования криптовалют. Результаты работы: Авторами проведен анализ рынка криптовалют, изучен опыт и особенности государственного регулирования криптовалют, рассмотрены и предложены сильные и слабые стороны, возможности и угрозы использования и регулирования криптовалют. Выводы: В процессе исследования опыта регулирования криптовалют в зарубежных странах мы нашли некие схожие черты. Во-первых, каждая страна стремится создать благоприятный климат развития новейших технологий (блокчейн) и видит высокий потенциал использования технологии не только в частном, но и государственном секторе. Во-вторых, рынок криптовалют растет высокими темпами, и государство, не адаптировав налоговый кодекс под современные вызовы цифровой экономики, недополучает доходы в бюджет, так как криптовалюты находятся вне правовой юрисдикции. В-третьих, на сегодняшний день насчитывается более 1 тысячи различных криптовалют, следовательно, необходимо разработать единые стандарты регулирования криптовалют.

    The Numerical Simulation Application for Fire-Tube Boiler Heating Surface Safety Evaluation

    The numerical simulation is applied for fire-tube boiler heating surface safety estimation. Thermal processes in an inflatable fire-tube furnace during its emergency operation were simulated using the finite volume method with Euler approximation and the implicit pressure based algorithm. Study results reproduce failures connected with increasing of impasse aerodynamic resistance. The method of these failures prediction is suggested. Simulation has shown that entering the amount of coolant into combustion volume results in burner fan incapability to overcome the impasse resistance of the furnace. The simulation results are visually confirmed during the inspection of emergency boilers

    Suprasellar mature teratoma: case report

    Intracranial teratomas are tumors that occur mainly in childhood and extremely rare in adulthood. They account up to 50% congenital CNS tumors. In this article a case of mature teratoma in 33 year-old female patient with progressive visual impairment is presented. Differential diagnosis at preoperative stage was difficult. Outcome analysis of neuroimaging study method and clinical picture provided evidence of epidermal cyst. Transnasal endoscopic approach as a treatment method was chosen, but during the surgery the atypical tissue for epidermal cyst was identified with tight adhesion to the right internal carotid artery which limited the extent of surgical tretment. Pathohistological and immune histochemical study detected mature teratoma. Detailed visual impairment dynamic and instrumental methods of diagnosis during postoperative supervision are presented in the article. The choice of management, namely, surgical intervention using extended endoscopic transnasal approach is considered to be controversial and risky among different authors taking into account intraoperative characteristics of this tumor

    Copper-Containing Nanoparticles and Organic Complexes: Metal Reduction Triggers Rapid Cell Death via Oxidative Burst

    Copper-containing agents are promising antitumor pharmaceuticals due to the ability of the metal ion to react with biomolecules. In the current study, we demonstrate that inorganic Cu2+ in the form of oxide nanoparticles (NPs) or salts, as well as Cu ions in the context of organic complexes (oxidation states +1, +1.5 and +2), acquire significant cytotoxic potency (2–3 orders of magnitude determined by IC50 values) in combinations with N-acetylcysteine (NAC), cysteine, or ascorbate. In contrast, other divalent cations (Zn, Fe, Mo, and Co) evoked no cytotoxicity with these combinations. CuO NPs (0.1–1 µg/mL) together with 1 mM NAC triggered the formation of reactive oxygen species (ROS) within 2–6 h concomitantly with perturbation of the plasma membrane and caspase-independent cell death. Furthermore, NAC potently sensitized HCT116 colon carcinoma cells to Cu–organic complexes in which the metal ion coordinated with 5-(2-pyridylmethylene)-2-methylthio-imidazol-4-one or was present in the coordination sphere of the porphyrin macrocycle. The sensitization effect was detectable in a panel of mammalian tumor cell lines including the sublines with the determinants of chemotherapeutic drug resistance. The components of the combination were non-toxic if added separately. Electrochemical studies revealed that Cu cations underwent a stepwise reduction in the presence of NAC or ascorbate. This mechanism explains differential efficacy of individual Cu–organic compounds in cell sensitization depending on the availability of Cu ions for reduction. In the presence of oxygen, Cu+1 complexes can generate a superoxide anion in a Fenton-like reaction Cu+1L + O2 → O2−. + Cu+2L, where L is the organic ligand. Studies on artificial lipid membranes showed that NAC interacted with negatively charged phospholipids, an effect that can facilitate the penetration of CuO NPs across the membranes. Thus, electrochemical modification of Cu ions and subsequent ROS generation, as well as direct interaction with membranes, represent the mechanisms of irreversible membrane damage and cell death in response to metal reduction in inorganic and organic Cu-containing compounds

    The Copper Reduction Potential Determines the Reductive Cytotoxicity: Relevance to the Design of Metal–Organic Antitumor Drugs

    Copper–organic compounds have gained momentum as potent antitumor drug candidates largely due to their ability to generate an oxidative burst upon the transition of Cu2+ to Cu1+ triggered by the exogenous-reducing agents. We have reported the differential potencies of a series of Cu(II)–organic complexes that produce reactive oxygen species (ROS) and cell death after incubation with N-acetylcysteine (NAC). To get insight into the structural prerequisites for optimization of the organic ligands, we herein investigated the electrochemical properties and the cytotoxicity of Cu(II) complexes with pyridylmethylenethiohydantoins, pyridylbenzothiazole, pyridylbenzimidazole, thiosemicarbazones and porphyrins. We demonstrate that the ability of the complexes to kill cells in combination with NAC is determined by the potential of the Cu+2 → Cu+1 redox transition rather than by the spatial structure of the organic ligand. For cell sensitization to the copper–organic complex, the electrochemical potential of the metal reduction should be lower than the oxidation potential of the reducing agent. Generally, the structural optimization of copper–organic complexes for combinations with the reducing agents should include uncharged organic ligands that carry hard electronegative inorganic moieties
