Descentralización del Estado, crisis económica mundial y oportunidades locales en América Latina
Este texto analiza el proceso de descentralización política desarrollado en Latinoamérica desde la década de los ochenta hasta ahora. Explica sus logros en competencias y recursos mayores para los gobiernos locales y la emergencia del paradigma del “buen gobierno local”, con una gestión más participativa. No obstante, el proceso se ha detenido antes de consolidar cambios de fondo en la distribución del poder. La súbita aparición de la crisis mundial crea un nuevo escenario, donde podrían renacer las tendencias concentradoras de los gobiernos centrales. Se propone aprovechar la difícil coyuntura actual para generar alternativas al modelo de crecimiento globalizado, mitigando sus rasgos depredadores y poco democráticos. Los municipios y sus asociaciones tienen mucho que aportar con sus experiencias de buen gobierno en la promoción del desarrollo endógeno. Para ello, hay que potenciar al movimiento asociativo municipal y construir alianzas con otros actores públicos y privados favorables a la democratización y al desarrollo local sustentable. This text analyzes the process of political decentralization developed in Latin America since the eighties up to now. It explains its achievements in competences and greater resources for local governments and the emergency of the paradigm of the “good local government”, with a more participatory management. Nevertheless, the process itself the process has stopped before consolidating deeper changes in the distribution of power. The sudden emergence of the world crisis creates a new setting, where concentration tendencies of central governments could uprise. The proposal is to take advantage of the difficult present situation to generate alternatives to the model of globalized growth, mitigating its predatory and undemocratic characteristics. The municipalities and their associations have a lot that to contribute with their experiences of good government in the promotion of endogenous development. For thus, one must promote the municipal associative movement and build alliances with other private and public actors who favour democratization and sustainable local development
On Doppler tracking in cosmological spacetimes
We give a rigorous derivation of the general-relativistic formula for the
two-way Doppler tracking of a spacecraft in Friedmann-Lemaitre-Robertson-Walker
and in McVittie spacetimes. The leading order corrections of the so-determined
acceleration to the Newtonian acceleration are due to special-relativistic
effects and cosmological expansion. The latter, although linear in the Hubble

Manejo clínico de la infección viral del herpes simple y Candidiasis oral: Reporte de un caso clínico
La infección por herpes simple tipo I es una de las enfermedades más frecuentes que afecta a la cavidad bucal, se manifiesta en forma de vesículas que tienden a remitir después de 10 a 12 días y es altamente recidivante. El siguiente trabajo tiene como finalidad presentar el caso clínico de un paciente con herpes simple recidivante intrabucal, acompañado de dolor intenso, con síntomas y signos clínicos persistentes por un largo periodo de tiempo, que no remitía con el tratamiento. Se detectó infección de Cándida Albicans acompañando al cuadro. Se realizaron análisis de laboratorio, incluyendo el test de Elisa para confirmar presencia de HIV resultando negativo, PCR para detección de VHS tipo 1 y cultivo de Cándida Albicans. Se trató la virosis con Aciclovir en altas dosis, la infección sobreagregada con nistatina y se indicó polivitamínicos para reforzar el huésped. El paciente fue tratado multidisciplinariamente y derivado al psicólogo por presentar un cuadro de estrés, lo que permitió disminuir la ansiedad del mismo ejerciendo un rol importante en el tratamiento.Fil: Gonzalez, Maria Mercedes. An overview of bioinformatics tools for epitope prediction: Implications on vaccine development
AbstractExploitation of recombinant DNA and sequencing technologies has led to a new concept in vaccination in which isolated epitopes, capable of stimulating a specific immune response, have been identified and used to achieve advanced vaccine formulations; replacing those constituted by whole pathogen-formulations. In this context, bioinformatics approaches play a critical role on analyzing multiple genomes to select the protective epitopes in silico. It is conceived that cocktails of defined epitopes or chimeric protein arrangements, including the target epitopes, may provide a rationale design capable to elicit convenient humoral or cellular immune responses. This review presents a comprehensive compilation of the most advantageous online immunological software and searchable, in order to facilitate the design and development of vaccines. An outlook on how these tools are supporting vaccine development is presented. HIV and influenza have been taken as examples of promising developments on vaccination against hypervariable viruses. Correlation between the rheology of 2D-inks precursors and the droplet size generated from a capillary nozzle in dripping regime
This study provides a complete rheological characterization of 2D
nanomaterial dispersions, employed as 2D-inks precursors in printed
electronics. Three different 2D nanomaterials (molybdenum disulfide (MoS2),
graphene, and hexagonal boron nitride(hBN)) were dispersed in a Newtonian fluid
(toluene) and a viscoelastic fluid (toluene + ethyl cellulose) with different
polymer concentrations. The presence of nanoparticles does not change the shear
rheology of the carrier fluid. Regarding the extensional rheology, the results
showed that the pinch-off phenomenon is present in all Toluene suspensions;
however, the presence of the ethyl cellulose introduces elasticity in the
system, even leading to the formation of beads-on-a-string, and the relaxation
times of the suspensions depends on the kind of nanoparticles present in the
fluid. As controlling the droplet size when dispensing 2D-inks is of paramount
importance for printed electronics, as well as for many other applications,
here it is presented a correlation between the rheological properties of these
2D-inks precursors and their droplet size when generated from a capillary
nozzle in dripping regime
