    The process of economic transition from the old to the new economy produces significant effects also on cities and territories. The change in the production cy-cles has led to numerous and significant phenomena of delocalization and conse-quent abandonment of buildings and infrastructures, according to the markets. In Italy, starting from the 70s, the divestment of industrial areas and the more recent Federalism Law have increased the interest on reuse of public properties as an act proper to municipal urban planning. However, the public real estate management (PREM) and the choice of new urban functions to be assigned represents a diffi-cult challenge still today, at all levels of government, including that of the Metro-politan Cities (MCs), established by the Delrio Law. MCs, which define devel-opment strategies in a medium-term period through the Metropolitan Strategic Plan (SP), represent a great opportunity to integrate PREM and public policies objectives. Within this framework, the aim of the present study is to evaluate meaning and roles recognized to the public assets in the SP drawn up by the Met-ropolitan City of Milan (MCM) - Lombardy Region - and in the ongoing SP of the Metropolitan City of Cagliari (MCC) - Sardinia Region. The qualitative and quantitative analysis of the two case studies allows authors to make considera-tions on the multiple roles that public real estate can play in the context of strate-gic planning to pursue sustainable development of territories

    The exemplification of governance principles within state asset management laws and policies: the case of Indonesia

    Efficient state asset management is crucial for governments as they facilitate the fulfillment of their public functions, which include the provision of essential services and other public administration support. In recent times economies internationally and particularly in South east Asia, have displayed increased recognition of the importance of efficiencies across state asset management law, policies and practice. This has been exemplified by a surge in notable instances of reform in state asset management. A prominent theme in this phenomenon is the consideration of governance principles within the re-conceptualization of state asset management law and related policy, with many countries recognizing variability in the quality of asset governance and opportunities for profit as being critical factors. This issue is very current in Indonesia where a major reform process in this area has been confirmed by the establishment of a new Directorate of State Asset Management. The incumbent Director-General of State Asset Management has confirmed a re-emphasis on adherence to governance principles within applicable state asset management law and policy reform. This paper reviews aspects of the challenge of reviewing and reforming Indonesian practice within state asset management law and policy specifically related to public housing, public buildings, parklands, and vacant land. A critical issue in beginning this review is how Indonesia currently conceptualizes the notion of asset governance and how this meaning is embodied in recent changes in law and policy and importantly in options for future change.     It is shown that preloading of fine-grained copper with a the grain size of 0.5 m by a shock wave of intensity ≈25–50 GPa does not lead to changes in its internal microstructure and mechanical properties, and the dislocation density increases only slightly from 1.8·10¹¹ cm ˉ² in the initial state to (3.1–3.6)·10¹¹ cmˉ² after shock-wave loading. An increase in shock wave intensity to pressures >55 GPa leads to a decrease in the dislocation density to 2.5·10⁹ cm ˉ² , an increase in the grain size to ≈19µm, the occurrence of microtwins inside the grains, and a reduction in the mechanical properties of fine-grained copper to the level of coarse-crystalline copperyesBelgorod State Universit

    Introduction. Management and the prevalence of labor complications in patients with premature rupture of the membranes (PROM) is a pressing issue. Aim: to assess the features of childbirth course in patients with PROM during a full-term pregnancy and a favourable cervix. Materials and methods. А prospective analysis of labor course and the postpartum period was performed in 189 patients with a singleton pregnancy with occipital presentation, at least 37-week gestation, of low and moderate risk groups, without contraindications for vaginal delivery. PROM as complicated pregnancy was found in 89 subjects (main group), whereas 100 having labor onset with intact fetal membranes were enrolled into comparison group. The features of labor course were analyzed. Results. Primiparous patients dominated in the main group (66.7 %). The latent period between amniotic fluid discharge to labor onset comprised 4.15 ± 3.48 hours and 3.40 ± 2.13 hours in primiparous and multiparous women, respectively, whereas labor activity in 19 % of women did not develop after 6 hour-latent period. The average duration of labor did not depend on the patient parity and was longer in the group with PROM: 8.06 ± 3.51 hours – in primiparous females, 7.21 ± 2.56 hours – in comparison group (T = –1.99; p = 0.04) due to prolonged first stage of labor. In patients with and without PROM, rate of poor uterine contraction strength was 24.7 % and 18.3 % (p = 0.29), cervical dystocia – 2.25 % and 0 % (p = 0.13), use of oxytocin in childbirth – 35.9 % and 18.3 % (p = 0.007), respectively. Caesarean sections in the main group were recorded in 15 cases (16.85 %), fetal vacuum extraction – 6 cases (6.74 %), whereas in the comparison group – per 2 (2,0 %) cases, respectively (χ2 = 16.13; p < 0.001). Conclusion. Patients with PROM and favourable cervix were shown to have duration of labor, occurrence of operative delivery, rupture of the cervix, and use of oxytocin lasting substantially longer compared to those with the rupture of membranes after onset of the labor. PROM with a favourable cervix occurs more often in primiparous females, which is also coupled to peak rate complications. A 6-hour expectant management is considered as insufficient, because an onset of labor activity in 15.7 % of patients developed after latent period lasting more than 6 hours
