    State history and economic development: evidence from six millennia

    The presence of a state is one of the most reliable historical predictors of social and economic development. In this article, we complete the coding of an extant indicator of state presence from 3500 BCE forward for almost all but the smallest countries of the world today. We outline a theoretical framework where accumulated state experience increases aggregate productivity in individual countries but where newer or relatively inexperienced states can reach a higher productivity maximum by learning from the experience of older states. The predicted pattern of comparative development is tested in an empirical analysis where we introduce our extended state history variable. Our key finding is that the current level of economic development across countries has a hump-shaped relationship with accumulated state history

    Proud to belong: the impact of ethics training on police officers

    We investigate whether ethics and integrity training can improve values, attitudes and behavior of police officers. We conducted a field experiment in Ghana, where we randomly selected traffic police officers to participate in a training program informed by theoretical work on the role of identity and motivation in organizations. The training was designed to re-activate intrinsic motivations to serve the public, and to create a new shared identity of “Agent of Change,” aimed at inducing a collective shift in attitudes and behaviors. Data generated by a survey and an incentivized cheating game conducted 20 months later, show that the program positively affected officers’ values and beliefs regarding on-the-job unethical behavior and improved their attitudes toward citizens. Moreover, the program significantly lowered officers’ propensity to behave unethically, as measured by their willingness to cheat in the incentivized game

    Abstract Finding a job, especially in a recovering economy, is challenging and success is reliant upon effective job-search activity. Jobseekers Allowance (JSA) welfare benefit claimants in the United Kingdom have many competing options available to them in terms of how they direct their efforts in looking for work. Often it is hard to determine which is most productive. Unsurprisingly, Jobcentres -the organisations that support JSA claimants during their unemployment -themselves have very strong links to the labour market. For example, they are often invited to run recruitment events in direct partnership with large employers seeking to hire in bulk. At Bedford Jobcentre, we observe that, despite the relatively high likelihood of gaining work from attending such events, jobseeker attendance rates are still low and, instead, we can only assume that jobseekers may be taking part in less productive work search activities. This paper reports the results of a randomised control trial designed to test the effectiveness of mobile phone text messaging in compelling jobseekers in the Bedford area to attend such events. Tailored text messages are found to significantly increase the likelihood of attendance. We find text messages to be particularly effective when they evoke a sense of reciprocity in the recipient.
