    A Paradox in Employment: The Contradiction That Exists between Immigration Laws and Outsourcing Practices, and Its Impact on the Legal and Illegal Minority Working Classes

    The drastic distinctions between the United States’ immigration and outsourcing policies have created a system where American companies are able to send unlimited jobs overseas, yet, have very restricted ability to bring workers to domestic offices and factories. Restrictive immigration policies seek to protect American jobs, while liberal outsourcing regulations permit, and encourage, employers to send jobs outside of the United States. As a result, the United States’ outsourcing policy sabotages the purpose of American immigration laws. The uncertainty of the contradiction between immigration and outsourcing policy may be the cause of unusually high unemployment numbers, particularly in the minority working class. This paper will argue that through application, the United States’ immigration and outsourcing policies are contradictory in their goals and application. Furthermore, this paper will assert that the United States’ outsourcing policy undermines employment immigration policy, and indirectly facilitates unemployment and economic despair. Lastly, this paper asserts that an illegal immigration working class is present in the United States because of the interplay of immigration and outsourcing policies

    Gender differences in computing: attitudes, use, and stereotypes

    This study was designed to determine the grade level at which students\u27 attitudes towards computers begin to change. Application and gender bias towards computers were also examined. To achieve this, a survey was developed and administered to selected students in the third through eighth grades in the Egg Harbor City School District. in addition to the survey, students were asked to draw a computer expert. Comparisons were made between males and females and the elementary and junior high grade levels. Independent t tests were performed to identify significant differences at the .05 level. Significant differences in attitudes towards computers were apparent between female subjects at the elementary level and female subjects at the junior high level. There were also significant differences in attitudes and application between males at the elementary level and males at the junior high level. This study determined the need tor continuing emphasis on promoting equitable computer use at the elementary level. Female role models in computing would be helpful to encourage young girls to pursue careers in computers

    DATA GATHERING AND DECISION MAKING AMONG COMMUNITY COLLEGE FACULTY UNION LEADERS

    The purpose of this study was to identify how faculty union leaders gather data and incorporate past experience to prioritize decisions for new contract negotiations in Illinois community colleges. The National Labor Relations Act of 1935 legalized collective bargaining in the United States, but state laws further regulate collective bargaining and make such agreements enforceable under state law. The Illinois Educational Labor Relations Act (IELRA) requires educational employers to bargain in good faith with the employees’ exclusive representative. Specifically, this qualitative case-study research sought to identify the strategies undertaken by community college faculty union leaders to prepare for, and prioritize decisions for upcoming contract negotiations. Five Illinois community college faculty union leaders were interviewed and asked to provide insight into this process. Data gathering was identified as an essential first step in the process, offering constituents the opportunity to voice their concerns regarding the existing contract. While this step may be modified as needed to fit the parameters of the negotiation, this step cannot be bypassed. It establishes the first link in the need for open communication between the negotiation team and union members. Validation of decisions by the lead negotiator occurs as a means to substantiate the list of issues for negotiation. Union affiliates and local union leaders are consulted most often. Experience of the lead negotiator grows more important for contentious negotiations, as the more experienced negotiators relied on their own instincts and ability to interact with and read administrative team members. The study concluded that the type of bargaining practiced by the college, whether interest-based or distributive, held the most influence over the pre-negotiation process. Interest-based negotiations were more inclusive of faculty concerns. The faculty negotiation team was an essential source of information and support for each of the union leaders
