Стратегічний аналіз як інструмент для формування та впровадження стратегії розвитку підприємства

The role of strategic analysis in the activity and ensuring the economic stability of the airline in the modern conditions of economic development is considered. An analysis of approaches to the study of the airline’s external environment in unstable market economic conditions. The specifics of the application of strategic analysis in aviation enterprises are scientifically substantiated. It is established that at the stage of strategic analysis interpret the strategic position of the organization by identifying changes in the economic environment of the organization and determining their impact on the organization and its activities, as well as identifying benefits and resources of the organization depending on such changes. The professionalism of the analysis of the modern airline allows to determine the main time tasks that it wants to perform in the medium and long term to achieve the goal. This limitation in the time period implies that in the process of implementing the strategic plan, the company must repeatedly take corrective action, which at the last stage radically changes the nature and direction of the planned results. Theoretical principles and practical recommendations for the use of strategic analysis as a tool for the formation and implementation of airline development strategy are proposed. Determining a strategic problem in advance increases the time you can respond to it. However, with increasing frequency of possible sudden changes, the degree of their predictability decreases. This means that until sufficient information is received for well-thought-out measures, there is a lack of time to implement them, which could harm the airline or lead to a loss of profitable economic opportunity. Tactical and strategic management in all respects should be based on a scientifically sound methodology of systems analysis to solve emerging problems.Розглянуто роль стратегічного аналізу в діяльності та забезпеченні економічної стійкості авіакомпанії в сучасних умовах розвитку економіки. Здійснено аналіз підходів щодо дослідження зовнішнього середовища авіакомпанії в нестабільних ринкових економічних умовах. Науково обґрунтовано специфіку застосування стратегічного аналізу в авіаційних підприємствах. Установлено, що на етапі стратегічного аналізу інтерпретують стратегічну позицію організації шляхом визначення змін, що виникли в економічному середовищі організації, та визначення їхнього впливу на організацію та її діяльність, а також виявлення переваг і ресурсів організації залежно від таких змін. Професіоналізм проведення аналізу діяльності сучасної авіакомпанії дозволяє визначити основні часові завдання, які вона хоче виконати в середньостроковому і довгостроковому періодах для досягнення встановленої мети. Таке обмеження в часовому періоді передбачає, що у процесі реалізації стратегічного плану підприємство повинно неодноразово здійснювати коригувальні дії, які на останньому етапі кардинально змінюють суть і напрям запланованих результатів. Запропоновані теоретичні засади і практичні рекомендації щодо використання стратегічного аналізу як інструменту формування і реалізації стратегії розвитку авіакомпаній. Заздалегідь визначившись із стратегічною проблемою, збільшується час, коли ви можете на неї реагувати. Однак зі збільшенням частоти можливих раптових змін ступінь їхньої передбачуваності зменшується. Це означає, що до моменту отримання достатньої інформації для продуманих заходів існує брак часу на їх реалізацію, що може спричинити шкоду авіакомпанії або призвести до втрати прибуткової економічної можливості. Тактичне та стратегічне управління в усіх аспектах має базуватися на науково обґрунтованій методології системного аналізу для розв’язання виникаючих проблем

Тенденції розвитку авіаційного транспорту в Україні

The paper substantiates the number of passenger flows by different modes of transport for the last 40 years and analyzes passenger flows by Ukrainian airlines. The share of different types of transport in the total volume of passenger traffic during the years of independence of Ukraine is compared, and the corresponding conclusions concerning tendencies of development of air transport in Ukraine are made. It has been proven that high-income passengers remain the main type of passengers on domestic routes. Further growth in demand will depend on the growth of the country's economy, airline tariff policy, frequency of flights and ease of connections. The significant growth of passenger traffic in the international connection is partly explained by the trends that began in 1990. Following Ukraine's declaration of independence, imports of imported goods have increased significantly and demand for travel abroad has grown significantly. It should also be noted that the transport infrastructure of Ukraine allows to reach any point of the country using terrestrial modes of transport, which are significantly cheaper than aviation. It is no wonder, therefore, that most domestic airlines are focused on international transportation. Considerable potential for the development of international flights lies directly in the geographical location of the country, which is capable of providing high transit passenger traffic. Analyzing the work of Central European airports, it should be noted that Ukraine was the leader in the growth of passenger traffic. Airports of Ukraine served 10.7 mln passengers in six months, which is 20 % more than in the same period last year. In terms of passengers number carried, Ukraine came second after Poland – 22.3 mln passengers. Romania is in third place with 10.5 mln passengers.У статті обґрунтовано кількість пасажиропотоків різними видами транспорту за останні 40 років та проаналізовано пасажиропотік українськими авіакомпаніями. Порівнюється частка різних видів транспорту у загальному обсязі пасажиропотоків за роки незалежності України та зроблено відповідні висновки стосовно тенденцій розвитку повітряного транспорту в Україні. Доведено, що пасажири з високим рівнем доходу залишаються основними пасажирами на внутрішніх маршрутах. Подальше зростання попиту залежатиме від зростання економіки країни, тарифної політики авіакомпаній, частоти польотів та простоти сполучень. Значне зростання пасажиропотоку в міжнародних сполученнях частково пояснюється тенденціями, що почалися у 1990 р. Після проголошення Україною незалежності імпорт товарів значно зріс, а водночас з ними – попит на закордонні поїздки. Слід також зазначити, що транспортна інфраструктура України дозволяє дістатися до будь-якої точки країни, використовуючи наземні види транспорту, які значно дешевші за авіаційні. Тому не дивно, що більшість вітчизняних авіакомпаній орієнтовані на міжнародні перевезення. Значний потенціал для розвитку міжнародних рейсів полягає безпосередньо у географічному розташуванні країни, яка здатна забезпечити високий транзитний пасажиропотік. Аналізуючи роботу центральноєвропейських аеропортів, слід зазначити, що Україна була лідером за зростанням пасажиропотоку. Аеропорти України за півроку обслуговували 10,7 млн пасажирів, що на 20% більше, ніж за аналогічний період минулого року. За кількістю перевезених пасажирів Україна посіла друге місце після Польщі – 22,3 млн пасажирів. На третьому місці Румунія – 10,5 млн пасажирів

Analysis of activities and ways of increasing the competitiveness of Ukrzaliznytsya transport enterprise in the context of european integration

У статті здійснено аналіз господарської та економічної діяльності АТ «Укрзалізниця» та зроблені висновки, що підприємство не здатне своєчасно і в повному обсязі покривати свої короткострокові зобов’язання. Запропоновано алгоритм вирішення економічних проблем у системі «пасажирські перевезення» на основі «дерева цілей», із застосуванням критеріїв оцінки варіантів різних рівнів. Дерево цілей» дозволяє графічно представляти зображення підпорядкованості та взаємозв’язку цілей, що демонструє розподіл загальної (генеральної) мети або місії на підцілі, завдання та окремі дії. Такий підхід дозволить забезпечувати розвиток фірмових компетенцій і сприятиме підвищенню конкурентоспроможності залізничного транспорту в контексті євроінтеграційних процесів при негативному впливі факторів зовнішнього середовища.The article analyzes the activities of JSC "Ukrzaliznytsia". With the help of indicators the condition of this enterprise was assessed and their non-compliance with the norms was revealed. Analyzing the results, we can assume that the company is not able to timely and fully cover its short-term liabilities. It is proposed to build an algorithm for solving economic problems in the system of "passenger traffic" on the basis of the "target tree", using the criteria for evaluating options at different levels. Goal Tree "allows you to graphically represent the subordination and relationship of goals, showing the division of the overall (general) goal or mission into sub-goals, objectives and individual actions. This will ensure the development of brand competencies and help increase the competitiveness of rail transport in the negative impact of environmental factors. Modern methods of material flow management on railway transport

У статті розглянуто актуальні методи управління матеріальними потоками на залізничному транспорті на сучасному етапі розвитку транспортної логістики, а саме: системний аналіз; техніко-економічний метод; метод кібернетики; метод прогнозування. Доведено, що в процесі здійснення вантажних та пасажирських перевезень велика транспортно-логістична система основних та супутніх транспортних потоків дає змогу забезпечувати ефективний процес перевезень. Науково обґрунтовано, що оптимізація параметрів фактичних матеріальних потоків забезпечується: у короткостроковому періоді – ресурсними і структурними резервами; у довгостроковій перспективі – функціональними резервами і системою управління резервами.The article deals with modern methods of material flow management at the railway transport at the present stage of development of transport logistics including: system analysis; technical and economic method; the method of cybernetics; prediction method. It is proved that freight and passenger transportation are possible to provide if the large transport and logistics system of major and concomitant traffic flows works efficiently. It is justified that optimization of parameters of actual material flows is ensured: in the short-term – resource and structural reserves; in the long-term – functional reserves and a system of management of reserves.НА

Стратегические направления развития железнодорожной отрасли в условиях евроинтеграционных процесов

The article develops and substantiates strategic directions of development of the railway industry in the conditions of European integration processes, which requires the adoption of fundamental decisions in changing the management system of the industry. On the basis of the analysis of the results of the railway transport, the reasons for reducing the profit of passenger traffic were determined, and the measures proposed to increase the efficiency of its activities, taking into account the current world trends in the organization of work of this type of transport. The mainreason for the critical state of Ukrainian railways is that in the sector no structural reforms, which have been carried by European countries and most CIS countries. Failure to adopt, in the near future, the cardinal measures aimed at replacing outdated technical equipment, the system of transport management, tariff policy, may lead to the impossibility of ensuring the need for passenger and cargo transportation.В статті розроблено та обгрунтовано стратегічні напрямки розвитку залізничної галузі в умовах євроінтеграційних процесів, що вимагає прийняття кардинальних рішень у зміні системи управління даної галузі. На підставі аналізу результатів роботи залізничного транспорту були визначені причини зниження прибутку пасажирських перевезень та запропоновані заходи підвищення ефективності їх діяльності, з урахування сучасних світових тенденцій організації роботи даного виду транспорту.В статье разработано и обосновано стратегические направления развития железнодорожной отрасли в условиях интеграционных процессов, что требует принятия кардинальных решений в изменении системы управления данной отрасли. На основании анализа результатов работы железнодорожного транспорта были определены причины снижения прибыли пассажирских перевозок и предложены меры по повышению эффективности их деятельности, с учетом современных мировых тенденций организации работы данного вида транспорта
