For policy evaluation to policy analysis The primary object of this article is to try and understand why policy evaluation is so weak in France. Accounting, economics and management in France: the slow emergence of an 'accounting science'

The relationship (or what might be better described as the absence of a relationship) between accounting, economics and management is an important feature of a French tradition built on a society in which accountants have been regarded as the 'poor relations' of the business community. This pattern is presented in the second part of the title of this article as 'the slow emergence of an accounting science'. French business traditions have influenced accounting mainly through the property rights established by the French Revolution. The French bourgeoisie's concern with inheritance gave rise to a form of accounting which emphasized the balance sheet and inventory valuation, rather than cash flow analysis. Throughout the 19th century accounting in France was taught as a technical subject, secondary to the 'noble' disciplines such as engineering, law and later, economics. In the mid-20th century, the state, via the 'Conseil National de la Comptabilite' (the National Accounting Council) laid down accounting principles under the 'Plan Comptable'. The separation between financial accounting and cost accounting reflected that between entrepreneurs or owners on the one hand and engineers or administrators on the other. Unlike the Anglo-Saxon countries, France did not recognize accountancy as a profession in its own right until recently. Recent years have seen a radical transformation of French accounting policies and conventions under the combined influence of the emerging requirements of financial markets, the globalization of business and the growing independence of the accountancy profession.

Innovation et politiques d'influence.: Un essai de typologie.

Cet article s'intéresse aux actions mises en œuvre par les entreprises innovantes afin d'influencer le contexte institutionnel et réglementaire. L'innovation se trouve en effet confrontée, par nature, à un environnement institutionnel non adapté, voire contraignant. Comment, dans ce cas, les entreprises innovantes parviennent-elles à modifier cet environnement dans un sens qui soit favorable à leurs innovations ? Cet article propose un cadre théorique pour l'analyse de la stratégie politique ou " hors marché " de l'entreprise innovante. Six configurations types ont été identifiées selon l'impact concurrentiel d'une innovation et le rôle de la décision publique dans la diffusion de l'innovation. Ces configurations amènent à des stratégies d'influence différentes de la part des entreprises innovantes. Une seconde partie développe, sous forme d'hypothèses, les différentes formes et modes d'influence pouvant être émises par l'entreprise innovante

TyPTex : Inductive typological text classification by multivariate statistical analysis for NLP systems tuning/evaluation

The increasing use of methods in natural language processing (NLP) which are based on huge corpora require that the lexical, morpho-syntactic and syntactic homogeneity of texts be mastered. We have developed a methodology and associate tools for text calibration or "profiling" within the ELRA benchmark called "Contribution to the construction of contemporary french corpora" based on multivariate analysis of linguistic features. We have integrated these tools within a modular architecture based on a generic model allowing us on the one hand flexible annotation of the corpus with the output of NLP and statistical tools and on the other hand retracing the results of these tools through the annotation layers back to the primary textual data. This allows us to justify our interpretations
