    Cathelicidin-like Helminth Defence Molecules (HDMs) Absence of Cytotoxic, Anti-microbial and Anti-protozoan Activities Imply a Specific Adaptation to Immune Modulation

    Host defence peptides (HDPs) are expressed throughout the animal and plant kingdoms. They have multifunctional roles in the defence against infectious agents of mammals, possessing both bactericidal and immune-modulatory activities. We have identified a novel family of molecules secreted by helminth parasites (helminth defence molecules; HDMs) that exhibit similar structural and biochemical characteristics to the HDPs. Here, we have analyzed the functional activities of four HDMs derived from Schistosoma mansoni and Fasciola hepatica and compared them to human, mouse, bovine and sheep HDPs. Unlike the mammalian HDPs the helminth-derived HDMs show no antimicrobial activity and are non-cytotoxic to mammalian cells (macrophages and red blood cells). However, both the mammalian- and helminth-derived peptides suppress the activation of macrophages by microbial stimuli and alter the response of B cells to cytokine stimulation. Therefore, we hypothesise that HDMs represent a novel family of HDPs that evolved to regulate the immune responses of their mammalian hosts by retaining potent immune modulatory properties without causing deleterious cytotoxic effects. © 2013 Thivierge et al

    Identifying and understanding attitudinal diversity on multi-functional changes in woodlands of the Ukrainian Carpathians

    Abstract This paper advances existing knowledge of stakeholder attitudes towards ecosystem-based forest strategies and management practices in marginalized mountain areas of the Ukrainian Carpathians. The principal research question was to analyse the state of affairs regarding multi-functional changes in upland woodlands, as viewed by relevant stakeholders. An ultimate goal was to assist decision-makers in evaluation (e.g. through stakeholder evaluation using the suggested method) and implementation (through stakeholder engagement) of sustainable policy and management decisions. The Q-method, with the sequential application of its correlation and factor analytical tools, was applied to elucidate a range of existing attitudes (e.g. towards the expansion of woodlands under climate change and other drivers) and the spectrum of sustainability (its ecological, economic and social components) to which they relate. Dominant attitudes of representatives of relevant stakeholder groups towards multi-functional changes in forestry in the Carpathian Mountains were revealed and analysed. Key factors influencing the attitudinal diversity were explained. The results improve our understanding of stakeholder priorities and of commonalities and differences in existing attitudes/perceptions, providing some indication of how the diversity of attitudes towards forestry changes (e.g. integration of woodlands in mountain landscapes) could potentially influence sustainable forestry decisions. At times, entirely opposite attitudes (e.g. of the so-called Conservationists and Productivists attitudinal groups) towards forestry practices and key objectives of forestry in the Carpathian uplands were revealed.     Heterogeneity of experts’ opinion regarding opportunities and challenges of tackling deforestation in the tropics: a Q methodology application

    Making the concept of Reducing Emissions from Deforestation and Degradation (REDD+) ready to be a mechanism to combat tropical deforestation and associated greenhouse gas (GHG) emissions by compensating developing countries for income foregone in reducing their rates of deforestation, requires solutions for outstanding controversies. Existing opinions on REDD+ vary greatly. By using the Q-method as part of an action research approach, this paper investigates experts’ attitudes towards REDD+. Based on their responses to 41 statements, four attitudinal groups were identified, characterized as pragmatists, sceptics, conventionalists and optimists. Opinions between groups differed as to the level of application, credibility, eligibility, economic effectiveness, and public acceptability of REDD+ policy instruments. Three of the four groups were supportive of international REDD+ type policy interventions, but there was disagreement on the more concrete design issues of REDD+ projects, such as the allocation of responsibilities, the distribution of burdens and benefits, and whether or not co-benefits could be expected, or should be required. As the potential of REDD+ is shaped not only by international climate policy but also by national and regional policies and stakeholder perceptions, this paper suggests that participatory forms of decision-making may help to develop tailor-made solutions that are supported by the many different actors that are necessarily involved in REDD+ projects

    Embracing policy paradoxes:EU’s Just Transition Fund and the aim “to leave no one behind”

    Abstract With the adoption of the 2030 Agenda, UN Member States pledge “to leave no one behind” and “endeavour to reach the furthest behind first”. The EU Just Transition Fund (JTF) was designed to meet these policy objectives. It is one of three pillars of the Just Transition Mechanism, aiming at fair delivery of the European Green Deal and reducing adverse social and economic impacts of the transition towards a climate-neutral Europe. We examine the formulation of the JTF Regulation, from January 2020 until July 2021 and analyse seven topics of importance during the JTF formulation. Based on the results, we identify and discuss four paradoxes related to governance scales, offsetting exclusion, equity illusion, and eligibility criteria. The paradoxes arise from tension between the all-inclusive objective to leave no one behind, and selective affirmative actions, seeking to reach the furthest behind first. Results of the analysis enabled us to put forward plausible strategies to embrace these policy paradoxes to offer important lessons learned for the JTF and also to future policies that seek to leave no one behind

    Beyond participation!:social innovations facilitating movement from authoritative state to participatory forest governance in Ukraine

    Abstract Tuning participatory processes is often insufficient to achieve transition from authoritative state to democratic and participatory forest governance due to institutional inertia and unwillingness to truly decentralize decision-making power. Social innovations as reconfigurations of relationships between state, market actors, civil society and science can help to meet concerns of local people about forest Ecosystem Services (ES). In Ukraine, the Swiss-Ukrainian Forest Development (FORZA) pilot project initiated a social innovation process complementing regional forest planning with local participatory community development plans in Transcarpathia. This paper examines what kind of changes need to accompany the succession of participatory practices in transition processes from authoritative state to democratic forest governance, and what are the lessons learned for social innovations based on the Ukrainian case study. This paper synthesizes knowledge on the FORZA case analyzed by inductive content analysis, and integrates these local level results with a national survey (N = 244) on Ukrainian forest governance. Transition processes need to go “beyond participation” by (i) legal reforms to better acknowledge ES important for local people, (ii) a change from an exclusive focus on timber to acknowledging multiple ES, (iii) changed spatial and temporal rationales of state-based governance, and (iv) recognition of local people as credible experts. Social innovations can detect key barriers to the transition during the policy experiments, and need to pay significant attention on how the novel practices can be sustained after the pilot, replicated elsewhere and up-scaled. Without such considerations, social innovation projects may only remain as a marginal curiosity

    Abstract Social innovation is recognised for its potential to turn societal challenges into opportunities and develop sustainable solutions for people and nature. We identify and examine challenges that Ukrainian forestry is facing and apply an “action arena” conceptual approach to explore whether and how social innovation can enhance the sustainable development of forestry. We develop a framework to analyse the reconfiguration of social practices by using research methods that focus on the use of documentation of the institutional contexts and interviewing forest policy experts, as well as stakeholder evaluation of the challenges and ways forward for Ukrainian forestry. We apply the Q-method to identify stakeholder attitudes and examine the role of people in the reconfiguring of social practices and promoting sustainable development of the forest sector. Implications for changing the rules of the game and institutional perspectives on forestry are identified, with examples of social innovation initiatives presented. Results show that to emerge, develop, and be transformative, social innovation must have supporting institutional conditions to create new norms, rules, and social practices. Relevant stakeholders need to envision alternative futures, reshape places, and become more actively engaged in decision-making processes. We identify the key directions for changing the rules of the game and the opportunities that social innovation has to offer

    How pragmatism in environmental science and policy can undermine sustainability transformations:the case of marginalized mountain areas under climate and land-use change

    Abstract Global warming, land-use change, mass tourism and a deteriorating socio-economic situation pose serious threats to the sustainability of mountain areas. The future development of these areas could be an example of the Great Transition scenario. Based on iterative and collaborative discussions with 60 treeline experts, we (1) envisioned plausible futures of treeline ecosystems in Europe and (2) explored the role of pragmatism in scenario development and use. The three global change scenario classes (Conventional Worlds, Barbarization, and Great Transitions) and four European scenarios (Economy First, Fortress Europe, Policy Rules, and Sustainability Eventually) were downscaled using the drivers-pressures-state-impact-response (DPSIR) framework. The scenarios that emerged, i.e., Global Markets, Self-sufficient Economies, Tyranny of Climate Governance, and Sustainable Use of Ecosystem Services, show that pragmatism can have either a propitious role or pernicious role in scenario analysis. Instead of being truly honest brokers, scenario producers are likely to manipulate, reconstruct, and change scientific knowledge to avoid socially and politically undesired trajectories. We showed by mathematical optimization that scenario users are likely to miss the Sustainable Use of Ecosystem Services scenario if they search within the pragmatic decision space which optimally justifies the two pre-existing global policies: climate policy and economic growth. We conclude that pernicious pragmatism leads to “the trap of the day”—a tendency of both users and producers of scenarios to use pre-existing policy agendas and scientific narratives as a pretext to promote their own objectives instead of being open to transformation in science and policy

    Abstract In this paper, we elaborate an Institutional Analysis and Reconfiguration Framework centered around the ‘action arena’ theoretical approach. We develop this framework to analyze institutional reconfiguration to enhance sustainability, and operationalize it using research methods which focus on documentation of the institutional contexts through an extensive literature review and interviews of experts in forest policy. We apply the Institutional Analysis and Reconfiguration Framework to examine forestry institutions, address forest governance, and investigate their effect on socio-economic and environmental performances in forestry of Ukraine. The paper draws on the state of affairs in post-transition forestry, its difficulties, and new prospects for economic and institutional reforms. We examine challenges and opportunities in forestry and suggest key remedies and prospective ways forward. Results show that a combination of path dependency with the rigidity of institutions and a slow pace of economic and political reforms is the major obstacle to implementing decisions regarding sustainable forest policy. A reconfiguration of social practices is required, as well as the development of capabilities and awareness raising amongst relevant stakeholders, to realize the problems, envision alternative futures, challenge existing institutions, shift power relations and create new norms, rules, and decision-making arrangements. The way towards sustainability in forestry largely goes through changing institutions, and a human dimension of institutional changes reflected in the uptake of social innovation

    Human values as catalysts and consequences of social innovations

    Abstract We studied the role of human values in social innovations (SIs) in four forest-dependent communities (FDCs) in Europe. We draw on 71 semi-structured interviews with FDC members in Finland, Slovenia, the UK and Ukraine, and a survey of householders (n = 150) and focus group interviews with related stakeholders in Ukraine. The material collected was analyzed with mixed methods with respect to relational values as catalysts and consequences of SI. Relational values, which are derivative of the relationships between human and non-human world, and responsibilities towards these relationships, were divided into three categories: Doing, Belonging and Respecting. Doing encompasses the individual’s perspective of the opportunities offered by nature to individuals. Belonging encompasses a communal dimension of values manifested as the experience of “being at home” in social collectives and landscapes. Respecting addresses environmental and social justice. Common cause for SI was the need of FDCs to sustain or enhance relational values linked to forests while, once emerged, SIs also have potential to become global game-changers. SI encompasses the reconfiguration of: i) forest management and use, ii) decision-making structures and processes, and iii) stakeholder’s perceptions of sustainability. Examples include the co-management arrangement between a State forestry enterprise and the local community, buying woodland from the State by the FDCs to enable community forestry, reinvention of traditional forest management, and the active involvement of FDC members in halting illegal logging. As a conclusion, we developed a general value hierarchy accounting for value plurality in which relational, instrumental and intrinsic values can be interpreted from any perspective
