    Mechanism of water resource inter-industry protection

    Development of the water resource inter-industry protection mechanism becomes a major concern for water management in Russia. Introduction of Environmental Impact Assessment (EIA) interstate procedure of production hydroelectric power stations (HPS) construction projects, on condition of international parameter level development of rivers and lakes pollution comparative assessment, taking into account multi-cluster ecosystem and landscape synergetic approach, is comprehended. The public-private partnership role in water management economy sector and first of all in water management infrastructure meliorative, fishery, water transport, housing and communal services is estimated. Proceeding from the competence analysis of the Russian Federation and subjects of the Russian Federation, it is offered to create an obligatory full-fledged organizational legal realization mechanism of activities for establishing water protection zones that will demand creating procedural and procedural action registration the rights and duties exercising of imperious subjects on regional level. It is emphasized that development of the interdisciplinary protection mechanism of water resources including statute tools and actions, based on the multi-cluster space ordered placement of ecogeosystem will answer fully to successful co-evolution of nature and person and the principle of basin management

    We studied cardiac pumping function in the offspring of rats subjected to swimming exercise and the offspring of untrained rats. The rat pups were adapted for swimming with stepwise increasing load from day 21 to 70 life. At the age of 21 and 70 days, offspring of trained rats showed lower HR and significantly higher stroke volume and cardiac output than offspring of untrained rats. Agonist of 5-HT 2-receptors α-methyl-5-hydroxytryptamine maleate (30 μg/kg) reduced enhanced stroke volume in trained offspring born by trained mothers. In trained offspring of untrained rats, the agonist had more pronounced effect on HR. © 2012 Springer Science+Business Media, Inc

    Media strategies with lobbyists: government support for the IT industry

    The communication component of lobbying activity and the role of media communications in achieving lobbying goals are considered on the example of the formation of the legal field of the information technology (IT) industry in the conditions of 2022. As an empirical material, public content initiated by large associations defending the interests of the industry in the media field was chosen. The consistent communicative coupling of the IT industry with the activities of the Ministry of Digital Development, Communications and Mass Communications of the Russian Federation is shown. To analyze the lobbying process, the reputation management, media monitoring and social media system “SCAN-Interfax” was used. In relation to the topic of lobbying for IT interests, a gap in communication activity between the Ministry of Finance and industry associations in absolute terms was revealed. At the same time, in relative terms to the total number of mentions in the media, the efforts were comparable. The actualization of the media strategy of IT associations on the transfer of public merits to the regulator - the Ministry of Finance was found, while the conclusion was made about the effectiveness of lobbying efforts. Semantic analysis of the communication activity of a particular association demonstrated an algorithm for implementing the goals of mediatized lobbying

    Perceived state of self during motion can differentially modulate numerical magnitude allocation.

    Although a direct relationship between numerical-allocation and spatial-attention has been proposed, recent research suggests these processes are not directly coupled. In keeping with this, spatial attention shifts induced either via visual or vestibular motion can modulate numerical allocation in some circumstances but not in others. In addition to shifting spatial attention, visual or vestibular motion-paradigms also (i) elicit compensatory eye-movements which themselves can influence numerical-processing and (ii) alter the perceptual-state of-"self", inducing changes in bodily self-consciousness impacting upon cognitive mechanisms. Thus, the precise mechanism by which motion modulates numerical-allocation remains unknown. We sought to investigate the influence that different perceptual experiences of motion have upon numerical magnitude allocation whilst controlling for both eye-movements and task-related effects. We first used optokinetic visual-motion stimulation (OKS) to elicit the perceptual experience of either "visual world" or "self"-motion during which eye movements were identical. In a second experiment we used a vestibular protocol examining the effects of perceived and subliminal angular rotations in darkness, which also provoked identical eye movements. We observed that during the perceptual experience of "visual-world" motion, rightward OKS biased judgments towards smaller numbers, whereas leftward OKS biased judgments towards larger numbers. During the perceptual experience of "self-motion", judgments were biased towards larger numbers irrespective of the OKS direction. Contrastingly, vestibular motion perception was found not to modulate numerical magnitude allocation, nor was there any differential modulation when comparing "perceived" versus "subliminal" rotations. We provide a novel demonstration that magnitude-allocation can be differentially modulated by the perceptual state of-self during visual-motion. This article is protected by copyright.     Applications of neuromodulation to explore vestibular cortical processing; new insights into the effects of direct current cortical modulation upon pursuit, VOR and VOR suppression

    Functional imaging, lesion studies and behavioural observations suggest that vestibular processing is lateralised to the non‐dominant hemisphere. Moreover, disruption of interhemispheric balance via inhibition of left parietal cortex using transcranial direct current stimulation (tDCS) has been associated with an asymmetric modulation of the vestibulo‐ocular reflex (VOR). However, the mechanism by which the VOR was modulated remains unknown. In this paper we review the literature on non‐invasive brain stimulation techniques which have been used to probe vestibular function over the last decade. In addition, we investigate the mechanisms whereby tDCS may modulate VOR, e.g. by acting upon pursuit, VOR suppression mechanisms or direct VOR modulation. We applied bihemispheric parietal tDCS in 11 healthy subjects and only observed significant effects on VOR gain (tdcs*condition p=0.041) ‐ namely a trend for VOR gain increase with right anodal/left cathodal stimulation, and a decrease with right cathodal/left anodal stimulation. Hence, we suggest that the modulation of the VOR previously and herein observed is directly caused by top‐down cortical control of the VOR as a result of disruption to interhemispheric balance, likely parietal
