    The main purpose of this research is to suggest policies to improve the foreign direct investment attraction capacity in Northern Mountainous Provinces of Vietnam in short and medium-term. Though this region has huge potentials to develop, but poor infrastructure, remote location and bad FDI climate have hindered the FDI inflows.     The Third Thai-Lao Friendship over the Mekong officially opened on 11th November 2011 facilitates the cross-border trade along Asian Highway 15 and Asian Highway 131 between Northeast Thailand, Central Lao PDR and North Central Vietnam. Since the establishment of East-West Economic Corridor (EWEC) which based on the Asian Highway 16, the cross-border trade among countries in Greater Mekong Sub-region has been much facilitated. The success of EWEC encourages local governments in the region to establish other economic corridors. Currently, it seems that there are ambitions to establish parallel corridors with EWEC. The basic criteria for these corridors is the connectivity of Thai-Lao PDR or Lao PDR-Vietnam border gates, major cities in Northeast Thailand, South and Central Lao PDR, and North Central and Mid Central Vietnam, ports in Vietnam by utilizing some existing Asian Highways (AHs) or national highways (NRs).     This paper outlined the urbanization as well as the development of the industrial parks and transportation infrastructure in the Greater Hanoi area. It is worth to note that the transportation infrastructure in Greater Hanoi has been growing very fast during the past 20 years. It has not, however, caught up with the rapid urbanization and industrial park development. The low-capacity and ill-harmonized transportation infrastructure is considered a huge obstacle to the economic development of the Greater Hanoi area. This has given rise to conflicts such as traffic congestion, traffic accidents, pollution (roadway noise and air pollution by motor vehicles), suspended plans and ghost estates

    The challenges of upgrading and diversifying Vietnam's industrial structure

    This research attempts to look into how the weaknesses and shortcomings in soft and hard infrastructure have been the obstacles to the upgrading and diversification of industrial structure in Viet Nam. It is important to overview the status of key industries before examining what elements of soft and hard infrastructure pose problems to firms in these industries. A survey is then conducted to determine the impacts of those elements. It is well documented that though achieving high performance in terms of export volumes, Viet Nam’s textile and apparel industry as well as footwear industry mainly include original equipment manufacturers for foreign multinational firms. These industries do not even have control over the domestic market. Meanwhile infant industries such as electronics and automotive mainly import and assemble complete knock down kits. To become higher value-added industries, they should be upgraded to become semi-knocked down kit assemblers and then own design manufacturers (or even own brand manufacturers) and free-on-board exporters. Development of supporting industries and human resource will be the key factor while hurdles created by soft and hard infrastructure should be immediately removed

In the third section, challenges will be pointed out. It would be a shortcoming if this section mentioned only challenges but not the development potential that would help address these challenges. At the conclusion of this paper, the author will summarize the findings and suggest selected policies

    Effective Computation Resilience in High Performance and Distributed Environments

    The work described in this paper aims at effective computation resilience for complex simulations in high performance and distributed environments. Computation resilience is a complicated and delicate area; it deals with many types of simulation cores, many types of data on various input levels and also with many types of end-users, which have different requirements and expectations. Predictions about system and computation behaviors must be done based on deep knowledge about underlying infrastructures, and simulations' mathematical and realization backgrounds. Our conceptual framework is intended to allow independent collaborations between domain experts as end-users and providers of the computational power by taking on all of the deployment troubles arising within a given computing environment. The goal of our work is to provide a generalized approach for effective scalable usage of the computing power and to help domain-experts, so that they could concentrate more intensive on their domain solutions without the need of investing efforts in learning and adapting to the new IT backbone technologies
