Ecosystem-Based Fishery Management: A Critical Review of Concepts and Ecological Economic Models

    Get PDF
An ecosystem approach means different things to different people. As a result the concept of ecosystem-based fishery management is evolving and it has no universal definition or consistent application. As regards ecosystem modeling, most economic models of fishery ignore the linkages to lower trophic levels. In particular, environmental data and other bottom-up information is widely disregarded. The objective of this paper is to provide a critical review of concepts and ecological economic models relating to ecosystem-based fishery management especially to the environmental issues. The paper started by reviewing basic concepts related to ecosystem-based fishery management and the economic value of ecosystems. Then it aimed to review the development of ecosystem modeling with emphasis on economic aspects of ecology. This was followed by a presentation of the applications of ecosystem-based fishery management in practice. The paper concluded with some critical discussions and brought together conclusions derived from previous literature reviews. We found that although the concept of ecosystem-based fishery management has no universal definition, there is a widespread agreement about the need to implement the ecosystem approach for fisheries in practice. We also revealed that nutrient flow plays a crucial role in an ecosystem. In addition, it has many properties such as recycling and exchanging between consumers and producers, which are similar to monetary flows in an economy. Therefore, nutrients should be chosen as the currency in ecological economic models.Ecosystem approach, fisheries management, ecological economic models

Towards green growth in Vietnam: the case of marine capture fisheries

    Get PDF
The objective of this study is to assess sustainable development and the potential for green growth of the marine capture fisheries in Vietnam. We use “standard” bio-economic models with additional terms to correct some of ecosystem externalities and to define reference points for the fisheries. The results show that Vietnam’s marine capture fisheries are unsustainable and the fishing effort needs to be reduced about 0.35 and 0.39 of present effort in order to achieve the maximum sustainable yield and maximum economic yield, respectively. If ecosystem externalities are taken into account, the situation is even worse. The potential for green growth in the fisheries is estimated to be about 7.3 billion USD, higher than the export value for fisheries and aquaculture products in Vietnam in 2016. Green growth policies for the fisheries include public subsidies to environmentally friendly industries, reducing the “trash” fish catch and more efficient regulations more effectively enforced

In Vietnam today, strengthening defense and security education for all classes of people, especially students at universities, is an essential job. In particular, one of the critical factors contributing to improving the quality of defense and security education for university students is the teaching staff of defense and security education. However, the teaching staff of defense and security education in Vietnamese universities needs more quantity and has certain limitations in quality. The article outlines several requirements posed to the teaching staff of national defense and security education and, on that basis, proposes some solutions to build the contingent of defense and security education lecturers in Vietnamese universities to meet the current development requirements of the country.  Article visualizations
