Vietnam Inbound M&A Activity: the Role of Government Policy and Regulatory Environment
With a robust recent history of reform and opening, joining of the World Trade Organization, and negotiating a myriad of regional and global trade agreements, Vietnam has emerged as a promising destination for foreign direct investment(FDI) and cross-border mergers and acquisitions (M&A). In this paper, we providean overview of Vietnam’s inbound mergers and acquisitions and review the twomain driving forces of inbound M&A, which are the legal framework reformprocess and the equitization of State-owned enterprises. We close by providingdirections for future research in the area of cross-border M&As
Oxygen Isotopic Imaging of Refractory Inclusions from the Miller Range (MIL) 090019 CO3 Chondrite: A Perovskite Perspective
Calcium-Aluminum-rich Inclusions (CAIs) in primitive meteorites are the first solids to condense in the Solar System. The oxygen isotopic compositions recorded in various mineral components of CAIs provide clues about their origins and post-formation histories, recording processes such as condensation, melting, nebular alteration, and fluidrock reactions on the parent body. MIL 090019 is similar to some rare carbonaceous chondrites such as Acfer 094, DOM 08004/6 and ALH 77303 that contain high abundances of a variety of refractory inclusions. This provides an opportunity to study the oxygen isotopic record of different types of refractory inclusions within the same meteorite. We analyzed CAIs specifically targeting primary minerals that are direct nebular condensates, such as corundum and perovskite, with the goal of gaining insights into the O isotopic composition of the nebular gas(es) from which these CAIs condensed. As MIL 090019 is a classified as CO3.1, it shows some signs of thermal metamorphism, compared to the more primitive CO3 meteorites (e.g., DOM 08004/06). A second goal of this study is to search for evidence of nebular processes in phases such as perovskite and melilite that are susceptible to parent body alteration to varying degrees. We analyzed the oxygen isotopic compositions of various CAIs from the MIL 090019 CO3 carbonaceous chondrite by ion imaging using the NanoSIMS 50L (Nano Secondary Ion Mass Spectrometer) at JSC following methods described in. An advantage of ion imaging over traditional spot analyses is that it provides spatial context to the oxygen isotopic data. Semi-Supervised Learning of Lift Optimization of Multi-Element Three-Segment Variable Camber Airfoil
This chapter describes a new intelligent platform for learning optimal designs of morphing wings based on Variable Camber Continuous Trailing Edge Flaps (VCCTEF) in conjunction with a leading edge flap called the Variable Camber Krueger (VCK). The new platform consists of a Computational Fluid Dynamics (CFD) methodology coupled with a semi-supervised learning methodology. The CFD component of the intelligent platform comprises of a full Navier-Stokes solution capability (NASA OVERFLOW solver with Spalart-Allmaras turbulence model) that computes flow over a tri-element inboard NASA Generic Transport Model (GTM) wing section. Various VCCTEF/VCK settings and configurations were considered to explore optimal design for high-lift flight during take-off and landing. To determine globally optimal design of such a system, an extremely large set of CFD simulations is needed. This is not feasible to achieve in practice. To alleviate this problem, a recourse was taken to a semi-supervised learning (SSL) methodology, which is based on manifold regularization techniques. A reasonable space of CFD solutions was populated and then the SSL methodology was used to fit this manifold in its entirety, including the gaps in the manifold where there were no CFD solutions available. The SSL methodology in conjunction with an elastodynamic solver (FiDDLE) was demonstrated in an earlier study involving structural health monitoring. These CFD-SSL methodologies define the new intelligent platform that forms the basis for our search for optimal design of wings. Although the present platform can be used in various other design and operational problems in engineering, this chapter focuses on the high-lift study of the VCK-VCCTEF system. Top few candidate design configurations were identified by solving the CFD problem in a small subset of the design space. The SSL component was trained on the design space, and was then used in a predictive mode to populate a selected set of test points outside of the given design space. The new design test space thus populated was evaluated by using the CFD component by determining the error between the SSL predictions and the true (CFD) solutions, which was found to be small. This demonstrates the proposed CFD-SSL methodologies for isolating the best design of the VCK-VCCTEF system, and it holds promise for quantitatively identifying best designs of flight systems, in general
Disparities in Hospital Services Utilization Among Patients with Mental Health Issues: A Statewide Example Examining Insurance Status and Race Factors from 1999-2010
There exist many disconnects between the mental and general health care sectors. However, a goal of the Affordable Care Act (ACA) of 2010 is to change this by improving insurance access and the intersection of mental and general health care. As insurance status intersects with race, the present study examines how race, insurance status, and hospital mental health services utilization differ across groups within the state of New Jersey. The present study aims to determine trends in hospital mental health care utilization by insurance status and race from 1999 to 2010. The rate of self-pay for mental health disorders in the Black population was significantly higher than the rate for Whites and Asians during this period. However, though Asian mental health utilization increased the most over the 11-year period, the Asian population had the slowest growth in self-pay rates.
