Internação compulsória de usuários de drogas em situação de extrema drogadição: uma análise das condições de vulnerabilidade que ensejam o tratamento forçado

This work focuses on analyzing the extreme drug addiction conditions that make a person present an increasing degree of social vulnerability and deterioration of health in an exacerbated way. It will be focused, therefore, on the possibility of compulsory hospitalization of these drug users who are at risk, as a way of realizing the right to health. When compulsory hospitalization is analyzed, there is an apparent clash between principles of law, on the one side being freedom and on the other the right to health and the individual obligation to maintain minimum acceptable sanitary conditions. Through a bibliographical survey, it is verified that, in these extreme cases, the protection of the right (and obligation) to health, as a corollary of protection of the dignity of the human person, must prevail. Individual freedom can be mitigated so that health can be restored. In the sequence, the use of drugs from a social perspective is analyzed, explaining the community value that deserves to be invoked when at stake the concretization of health. The analytical framework used had as its starting point the discussion in the area of Law and advanced to the articulation with perspectives of the area of Public Policy Analysis. It will be verified that the public policy on drugs in Brazil is a result of the coalition of defense of different actors, using the technique of the Advocacy Coalition Framework to explain the said shock. This approach is useful for getting to know the actors and their beliefs and ideas that have influenced the normative creation in force, to understand what was at stake when establishing drug policies in the country. Finally, entering the core of the work, which is the establishment of the conditions that would lead to the compulsory hospitalization of a drug user, it can be seen that those who present extreme drug addiction can be applied the figure of compulsory hospitalization as a form of beginning of treatment . These are equated with the mentally ill, which is why it becomes possible to use this institute. It remains clear that the treatment of drug users has undergone a major paradigm shift, reducing the repressive nature of their behavior to understand it as deserving of clinical care, even though it is necessary to use compulsory hospitalization. The challenge was to establish a concept about chemical dependency and map the conditions of vulnerability that would allow drug users to be selected from people whose addiction has become a way of life. For the research to reach its objective, empirical, qualitative and deductive methods are used by bibliographical and jurisprudential review (Rio Grande do Sul Court of Justice) as instruments of data collection, being the delimited subject in the establishment of vulnerability conditions of drug users who have undergone compulsory hospitalization.Sem bolsaEste trabalho concentra esforços em analisar as condições de extrema drogadição que fazem uma pessoa apresentar cada vez maior grau de vulnerabilidade social e deterioração da saúde de forma exacerbada. Será focado, pois, na possibilidade de internação compulsória desses usuários de drogas que estejam em situação de risco, como forma de concretizar o direito à saúde. Quando analisada a internação compulsória, verifica-se um aparente choque entre princípios do Direito, estando de um lado a liberdade e de outro o direito à saúde e a obrigação individual de manter condições sanitárias mínimas aceitáveis. Através de levantamento bibliográfico, verifica-se que deve prevalecer, nestes casos extremos, a proteção ao direito (e obrigação) à saúde, como corolário de proteção da própria dignidade da pessoa humana. A liberdade individual pode acabar sendo mitigada para que a saúde seja restabelecida. Na sequência, é analisado o uso de drogas sob um prisma social, explicitando o valor comunidade que merece ser invocado quando em jogo a concretização da saúde. O quadro analítico utilizado teve como ponto de partida a discussão na área do Direito e avançou para a articulação com perspectivas da área de Análise de Políticas Públicas. Constatar-se-á que a política pública sobre drogas no Brasil é um resultado da coalisão de defesa de diferentes atores, tendo sido utilizada a técnica do Advocacy Coalition Framework para explicitar referido choque. Esta abordagem é útil para conhecer os atores e suas crenças e ideias que influenciaram na criação normativa em vigor, para entender o que esteve em jogo ao se estabelecer as políticas sobre drogas no país. Por fim, ingressando no cerne do trabalho, qual seja o estabelecimento das condições que ensejariam a internação compulsória de um usuário de drogas, percebe-se que àqueles que apresentam situação de extrema drogadição, pode ser aplicada a figura da internação compulsória como forma de início de tratamento. Estes são equiparados a enfermos mentais, razão pela qual torna-se possível o emprego deste instituto. Resta claro que o tratamento de usuários de drogas vem sofrendo importante mudança de paradigma, reduzindo o caráter repressor à sua conduta para entendê-lo como merecedor de atendimento clínico, ainda que para tanto seja necessário o emprego da internação compulsória. O desafio foi estabelecer um conceito sobre dependência química e traçar as condições de vulnerabilidade que permitiriam selecionar usuários de drogas de pessoas cujo vício tornou-se uma forma de vida. Para que a pesquisa pudesse alcançar seu objetivo, são utilizados métodos empírico, qualitativo e dedutivo, mediante revisão bibliográfica e jurisprudencial (Tribunal de Justiça do Rio Grande do Sul) como instrumentos de coleta de dados, sendo o tema delimitado no estabelecimento de condições de vulnerabilidade social das pessoas usuárias de drogas que foram submetidas a internações compulsórias

New indicators for commercial technical support development

Quality management has been developing and its application is feasible not only in control rooms and production-related departments. New techniques and control tools have been developed to seek a better level of customer and stakeholder satisfaction. The work in question is a case study of the application of quality control tools, more specifically of two performance indicators, to measure the efficiency of the technical support service to the commercial team provided by a large company in the food industry. The analysis of the data obtained showed that the indicators evaluated were effective in this task and allowed us to see opportunities for improvement in the performance of the service provided.  From the results obtained and their analysis it was possible to verify that the proposed indicators are perfectly applicable, providing clear and objective answers, which allows for more precise decision making and focused on the company's objective
