Early Voting in Tennessee: Removing Barriers to Participation
In 1994. the Tennessee General Assembly mandated a new early voting system that allowed voters to cast a ballot in a two-week period prior to any election. Unlike absentee balloting, which requires registrants to justify why they cannot participate on election day, early voting is available to any registered voter who chooses to do so.
By enacting early voting in Tennessee, the state legislature hoped to achieve increased turnout and easier access for citizens unable to vote at a regular polling site on election day. The purpose of this chapter is to ascertain whether the program was able to increase access for senior citizens and other citizens disadvantaged by a single election day voting period. Using county level-census data and voting returns from the 1996 election in Tennessee, we examine early voting participation by different socioeconomic groups
Implementation of Early Voting
We examine the early voting process in Tennessee during the election of 1994. By conducting a mail survey of all 95 county registrars, we ascertained the methods and costs of early voting implementation. Generally, the survey reveals a strong belief that early voting encourages greater participation by voters, with turnout data supporting this belief. We find that the ballot type and location of early voting sites play an important role in determining both the costs of early voting and the rate of voter participation
Turnout and Partisanship in Tennessee Elections
To understand the forces shaping current Tennessee politics, we discuss two fundamental concepts of Tennessee\u27s electoral system: voting turnout and partisanship. These two concepts are easily illustrated by two questions. First, how many people participate in elections in the state? Second, whom do Tennesseans elect to represent them? While we use a historical perspective to inform the analysis, we are generally more interested in the forces shaping politics in Tennessee today

Dynamical Autler-Townes control of a phase qubit
Routers, switches, and repeaters are essential components of modern
information-processing systems. Similar devices will be needed in future
superconducting quantum computers. In this work we investigate experimentally
the time evolution of Autler-Townes splitting in a superconducting phase qubit
under the application of a control tone resonantly coupled to the second
transition. A three-level model that includes independently determined
parameters for relaxation and dephasing gives excellent agreement with the
experiment. The results demonstrate that the qubit can be used as a ON/OFF
switch with 100 ns operating time-scale for the reflection/transmission of
photons coming from an applied probe microwave tone. The ON state is realized
when the control tone is sufficiently strong to generate an Autler-Townes
doublet, suppressing the absorption of the probe tone photons and resulting in
a maximum of transmission.Comment: 8 pages, 8 figure
Sterilizing Activity of Second-Line Regimens Containing TMC207 in a Murine Model of Tuberculosis
The sterilizing activity of the regimen used to treat multidrug resistant tuberculosis (MDR TB) has not been studied in a mouse model. (TB) strain H37Rv, treated with second-line drug combinations with or without the diarylquinoline TMC207, and then followed without treatment for 3 more months to determine relapse rates (modified Cornell model).Bactericidal efficacy was assessed by quantitative lung colony-forming unit (CFU) counts. Sterilizing efficacy was assessed by measuring bacteriological relapse rates 3 months after the end of treatment.The relapse rate observed after 12 months treatment with the WHO recommended MDR TB regimen (amikacin, ethionamide, pyrazinamide and moxifloxacin) was equivalent to the relapse rate observed after 6 months treatment with the recommended drug susceptible TB regimen (rifampin, isoniazid and pyrazinamide). When TMC207 was added to this MDR TB regimen, the treatment duration needed to reach the same relapse rate dropped to 6 months. A similar relapse rate was also obtained with a 6-month completely oral regimen including TMC207, moxifloxacin and pyrazinamide but excluding both amikacin and ethionamide.In this murine model the duration of the WHO MDR TB treatment could be reduced to 12 months instead of the recommended 18–24 months. The inclusion of TMC207 in the WHO MDR TB treatment regimen has the potential to further shorten the treatment duration and at the same time to simplify treatment by eliminating the need to include an injectable aminoglycoside
