    Policy Options to Enhance Markets for Nutrient-Dense Foods in Tanzania

    There is an urgent need to reduce alarming rates of undernutrition in Tanzania. This report analyses options for policies and interventions to improve the functioning of markets that deliver nutrient-dense foods. Currently, a set of constraints inhibit businesses from making nutrient-dense foods that reach the poor. These constraints affect businesses across the spectrum, from small enterprises to large corporations, and impact on a range of food products. This report examines the case for why government and development actors in Tanzania should act to overcome these constraints. It asks how these actors might intervene by looking at five broad strategies, including various forms of regulation and public–private partnership. While no single strategy can address all the constraints completely, different interventions can address some of them and benefit certain populations. For any strategy, the first steps should be to identify the primary constraints facing a particular market and assess whether a particular approach will overcome them. The report outlines specific options for each intervention strategy, aimed at national government, donors, private-sector and non-profit organisations working in Tanzania. This analysis is based on evidence collected using multiple qualitative methods, including an extensive desk review and interviews with stakeholders in 17 organisations.UK Department for International Developmen

    An Investigation of the Extent of Implementation of the Financial Management Practices of Agri-SMEs in developing countries: Evidence from Tanzania

    This research article was published by Elsevier 2023The success of agricultural Small and Medium Enterprises (agri-SMEs), among other factors, heavily relies on their ability to manage finances effectively. This study examined the extent to which agricultural SMEs in Tanzania practice financial management activities. The study employed a cross-sectional survey design to collect data from 427 agri-SMEs in three regions of Tanzania. Descriptive statistics and higher-order reflective-formative Structural Equation Model (SEM) were employed for data analysis. The findings indicated moderate adoption of financial management practices. Specifically, agri-SMEs were found to frequently engage in working capital management practices, such as maintaining sufficient cash flows and records for payables and receivables. However, financial reporting is less frequently practiced, with sporadic financial statements preparation and financial analysis. The findings indicate further that other financial management practices such as financial accounting, capital budgeting and financing management were moderately and infrequently implemented, with external financing sources being utilized less frequently compared to internal financing sources. The path analysis indicates that all lower-order constructs significantly contributed to the higher-order financial man- agement practice construct with capital budgeting demonstrating the strongest impact. The findings highlight the need for improving financial reporting, analysis, and external financing usage in Tanzanian agri-SMEs.     Community phytosanitation to manage cassava brown streak disease

    Article purchased; Published online: 6 May 2017Cassava viruses are the major biotic constraint to cassava production in Africa. Community-wide action to manage them has not been attempted since a successful cassava mosaic disease control programme in the 1930s/40 s in Uganda. A pilot initiative to investigate the effectiveness of community phytosanitation for managing cassava brown streak disease (CBSD) was implemented from 2013 to 2016 in two communities in coastal (Mkuranga) and north-western (Chato) Tanzania. CBSD incidence in local varieties at the outset was >90%, which was typical of severely affected regions of Tanzania. Following sensitization and monitoring by locally-recruited taskforces, there was effective community-wide compliance with the initial requirement to replace local CBSD-infected material with newly-introduced disease-free planting material of improved varieties. The transition was also supported by the free provision of additional seed sources, including maize, sweet potato, beans and cowpeas. Progress of the initiative was followed in randomly-selected monitoring fields in each of the two locations. Community phytosanitation in both target areas produced an area-wide reduction in CBSD incidence, which was sustained over the duration of the programme. In Chato, maximum CBSD incidence was 39.1% in the third season, in comparison with an incidence of >60% after a single season in a control community where disease-free planting material was introduced in the absence of community phytosanitation. Kriging and geospatial analysis demonstrated that inoculum pressure, which was a function of vector abundance and the number of CBSD-infected plants surrounding monitored fields, was a strong determinant of the pattern of CBSD development in monitored fields. In the first year, farmers achieved yield increases with the new varieties relative to the local variety baseline of 94% in Chato (north-west) and 124% in Mkuranga (coast). Yield benefits of the new material were retained up to the final season in each location. The new variety (Mkombozi) introduced under community phytosanitation conditions in Chato yielded 86% more than the same variety from the same source planted in the no-phytosanitation control location. Although there was an 81% reduction in CBSD incidence in the new variety Kiroba introduced under community phytosanitation compared to control conditions in Mkuranga, there was no concomitant yield increase. Variety Kiroba is known to be tolerant to the effects of CBSD, and tuberous roots of infected plants are frequently asymptomatic. Community phytosanitation has the potential to deliver area-wide and sustained reductions in the incidence of CBSD, which also provide significant productivity gains for growers, particularly where introduced varieties do not have high levels of resistant/tolerance to CBSD. The approach should therefore be considered as a potential component for integrated cassava virus management programmes, particularly where new cassava plantations are being established in areas severely affected by CBSD

    Promoting Biofortified Crops for Nutrition: Lessons from Orange-fleshed Sweet Potato (OFSP) in Tanzania

    This case study examines the outcomes of interventions in Tanzania that have promoted the production and consumption of orange-fleshed sweet potato (OFSP) – a biofortified crop – with the objective of reducing vitamin A deficiencies. The report contributes to policy efforts to promote nutrition-sensitive agriculture by providing lessons for the introduction of biofortified crops in Tanzania and elsewhere. The case study is particularly instructive because OFSP has been a flagship of biofortification efforts, and because Tanzania appeared to have high potential for uptake of the crop. The country is a major producer of sweet potato, although the vast majority of production is of the nutrient-poor white-fleshed varieties (WFSP). Sweet potato is an important food security crop for small farming households, particularly in Tanzania’s Lake Zone. The crop has the advantage of requiring little land and few inputs, and can be stored on-farm for several months. The crop also has commercial value, and white-fleshed varieties are available in urban markets throughout the year.UK Department for International Developmen

    Adverse impact of banana Xanthomonas Wilt on farmers’ livelihoods in Eastern and Central Africa

    Banana is a key crop in the livelihoods of many people in the Great Lakes region of East and Central Africa. For more than a decade now, the crop has been threatened by Banana Xanthomonas Wilt (BXW) which has spread throughout the region but at different rates. The disease attacks all banana cultivars and can cause up to 100% yield losses at farm level if effective control measures are not put in place. However, limited information on impact of BXW at regional level is available to guide interventions. Thus, this study assessed the impact of BXW on farmers’ livelihoods in Kagera basin of Tanzania, Burundi and Rwanda. A total of 436 households (Tanzania 120, Burundi 208 and Rwanda 108) mostly from major banana-producing and BXW-affected districts were sampled and interviewed in a household survey. Thirty-three to seventy-five of the total banana mats per farm in the three countries were infected with BXW. Banana production losses caused by BXW were valued at US10.2millionandUS 10.2 million and US 2.95 million in Tanzania and Rwanda, respectively, banana sales by farmers dropped by 35% while bunch prices unpredictably doubled. Since banana is a key component of these farming communities, the banana production losses resulted in significant reduction in household food security and incomes. To cope with these challenges, most households are diversifying into other food crops such as maize, cassava and sweet potatoes. This poses a number of socio-economic and biological implications that require further investigation

    Genotype by environment cultivar evaluation for cassava brown streak disease resistance in Tanzania

    Open Access Article; Published online: 24 May 2020Cassava brown steak disease (CBSD), caused by Cassava brown streak virus (CBSV) and Ugandan cassava brown streak virus (UCBSV), is the most important biotic constraint to cassava production in East and Central Africa. Concerted efforts are required to prevent further spread into West Africa as well as to reduce losses in areas already affected. The study reported here was part of a five-country (Kenya, Malawi, Mozambique, Tanzania and Uganda) programme that aimed to identify superior cassava cultivars resistant to CBSD and to disseminate them widely in the region. Seventeen tissue-cultured and virus-tested cultivars were evaluated in Tanzania across nine sites with diverse CBSD inoculum conditions. Experiments were planted using an alpha-lattice design and assessments were made of surrounding inoculum pressure, CBSD foliar and root incidence and root yield at harvest. There were large differences in CBSD infection between sites, with greatest spread recorded from the north-western Lake (Victoria) zone. Differences were driven by Bemisia tabaci whitefly vector abundance and CBSD inoculum pressure. Both CBSV and UCBSV were almost equally represented in cassava fields surrounding experimental plots, although CBSV predominated in the north-west whilst UCBSV was more frequent in coastal and southern sites. However, the incidence of CBSV was much greater than that of UCBSV in initially virus-free experimental plots, suggesting that CBSV is more virulent. Cultivars could be categorised into three groups based on the degree of CBSD symptom expression in shoots and roots. The seven cultivars (F10_30R2, Eyope, Mkumba, Mkuranga1, Narocass1, Nase3 and Orera) in the most resistant category each had shoot and root incidences of less than 20%. Fresh root yield differed between sites and cultivars, but there was no genotype by environment interaction for this trait, probably attributable to the large fertility and soil moisture differences between sites. Susceptible cultivars and the local check performed well in the absence of CBSD pressure, highlighting the importance of exploiting quality and yield traits of local landraces in breeding programmes. Overall, our results emphasized the importance of applying a balanced strategy for CBSD management. This should use both improved and local germplasm resources to generate high yielding cultivars for specific end-user traits, and combine the deployment of improved cultivars with phytosanitary control measures including the use of healthy planting material and planting during periods of reduced CBSD infection
